COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br />HR STUDY SESSION <br /> <br />TUESDAY 10:00 AM January 24, 2017 <br />Board members present: Obie O’Brien, Paul Jewell, Laura Osiadacz <br />Others: Lisa Young <br />1) Call to order: 10:00 AM <br />2) Request to Approve a Collective Bargaining Agreement with AFSCME Local 792-CH <br />– HR Director Young presented the new Collective Bargaining Agreement with AFSCME <br />Local 792-CH, Courthouse Union. She reported that the employees voted to accept the <br />County’s proposal. Commissioner Osiadacz moved to approve the Contract as presented; <br />Commissioner O’Brien seconded. The motion passed 3:0. <br />3) HR Projects – Director Young reported that she was finalizing numbers for the wage <br />survey. <br />4) Executive Session – Qualifications of an Applicant (Tentative) <br />RCW 42.30.110 (g) To evaluate the qualifications of an applicant for public employment or to review <br />the performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a <br />governing body of salaries, wages, and other conditions of employment to be generally applied <br />within the agency shall occur in a meeting open to the public, and when a governing body elects to <br />take final action hiring, setting the salary of an individual employee or class of employees, or <br />discharging or disciplining an employee, that action shall be taken in a meeting open to the public <br />The Board entered Executive Session at 10:05 AM to discuss the qualifications of an <br />applicant for public employment. Anticipated length: 15 minutes; anticipated action: <br />Direction to staff. At 10:20 AM the Board extended the Executive Session for three <br />minutes. The Board exited Executive Session at 10:23 AM. The Board discussed the next <br />steps regarding recruitment for Fire Marshal. They determined that Commissioner <br />Osiadacz would take the lead on assessing the needs of the County and exploring options <br />for fulfilling the duties of Fire Marshal. She will notify the internal candidate of the decision, <br />and HR will pull the posting. Commissioner Osiadacz will report back in a month. <br />5) Other Business – HR Director Young let the Board know that the Sheriff’s Office <br />command staff had expressed interest in looking at Teamsters medical for their small <br />group. She has provided them with information to review and consider. She emphasized <br />that this was very preliminary at this point and just wanted them to be aware of the interest.
