1) Call to Order – 11:05 AM
2) Consider BOCC Signature on a Letter to Recreation and Conservation
Office (RCO) – Commissioner Berndt moved to approve Board signature
on a letter requesting extension of the deadline; Commissioner
Jewell seconded. Motion approved 2:0.
3) Staffing Discussion and/or Requests – SW Director Johnson and KVEC
Director Webb were present to discuss staffing and what duties would
be considered maintenance vs. events. The Board asked that the job
description for the jail maintenance staff be completed then see
what impact that position has on workload. In the meantime Director
Webb should submit Service Requests to Director Johnson and she will
work their projects into the schedule with estimated completion
times. The Board will also speak with Corrections regarding inmate
worker availability.
4) Executive Session – Collective Bargaining
RCW 42.30.140 (4)(b) that portion of a meeting during which the governing
body is planning or adopting the strategy or position to be taken by the
governing body during the course of any collective bargaining,
professional negotiations, or grievance or mediation proceedings, or
reviewing the proposals made in the negotiations or proceedings while in
progress.
The Board entered Executive Session at 11:30 AM to discuss
negotiation strategies. Anticipated length: 10 minutes; anticipated
action: Direction to staff. The Board exited Executive Session at
11:40 AM with direction to proceed with negotiations.
5) Executive Session – Litigation
RCW 42.30.110(i) To discuss with legal counsel representing the agency
matters relating to agency enforcement actions, or to discuss with legal
counsel representing the agency litigation or potential litigation to
which the agency, the governing body, or a member acting in an official
capacity is, or is likely to become, a party, when public knowledge
regarding the discussion is likely to result in an adverse legal or
financial consequence to the agency.
The Board entered Executive Session at 11:40 AM to discuss
litigation with DPA Horner present. Anticipated length: 10 minutes;

anticipated action: None. The Board exited Executive Session at
11:50 AM with no action taken.
6) Other Business – HR Director Young gave a brief overview of her
current projects.

Director Cottingham:
We are writing to request that Kittitas County be granted a waiver to the March 1, 2016 deadline for
submission of a County Recreation Plan. We would like to qualify to apply for some of your grant
programs this year, but we have not completed adoption of our plan. We intend to complete our adoption
process by May 31 or earlier.
Your Recreation Planner, Lorinda Anderson, has recently been in contact with our office and has been
very helpful in reviewing our progress. She has reviewed the work we have completed to date as well as
the Planning Process Self Certification Form (Form #222) we filled out and submitted according to her
request. We believe she agrees that we have made significant progress toward completion and adoption of
a plan which is well-suited to the requirements of RCO's programs.
This is our first attempt in many years to create and adopt a County Recreation Plan. The effort came out
of another planning program involving recreation in which we have been engaged since late 2014. Only
recently, as the other recreation planning process was coming to a conclusion, did we realize that much of
the work accomplished translated well to the RCO requirements for a County Recreation Plan.
The remaining work necessary to qualify only involves repackaging current data, developing recreation -
based goals and objectives, creating the capital improvement program, and adopting the plan through
public hearing. The inventory, demand and need analysis, level of service assessment, and most of the
public involvement requirements have already been met.
Please grant our request for waiver until May 31, 2016. if you need further information, or if there are
other requirements necessary for requesting a waiver to the March 1 deadline, please let us know.
