REGULAR MEETING
HR STUDY SESSION
TUESDAY 10:00 AM FEBRUARY 09, 2016
Board members present: Obie O’Brien, Paul Jewell, Gary Berndt
Others: Lisa Young, Mark Cook, Michael Stafford, Clayton Myers
1) Call to Order – 10:10 AM
2) Staffing Discussion and/or Request
Public Works – Construction Manager – PW Director Cook presented
an idea for an Engineer in Training in lieu of a Construction
Manager. The applicant pool for an EIT may provide for better
options. He reported that this was informational at this point
and would depend on the results of his other vacancy recruitment
efforts.
3) Executive Session – Union Matters
RCW 42.30.140 (4)(b) that portion of a meeting during which the
governing body is planning or adopting the strategy or position to
be taken by the governing body during the course of any collective
bargaining, professional negotiations, or grievance or mediation
proceedings, or reviewing the proposals made in the negotiations or
proceedings while in progress.
The Board entered Executive Session at 10:25 AM to discuss
negotiation strategies with JCA Stafford present. Anticipated
length: 10 minutes; anticipated action: Direction to staff. The
Board exited Executive Session at 10:35 AM with direction to proceed
with negotiations. Undersheriff Myers then joined the meeting and
the Board re-entered Executive Session at 10:37 AM to discuss
negotiation strategies. Anticipated length: 45 minutes; anticipated
action: Direction to staff. At 11:22 AM the Board extended the
Executive Session for an additional ten minutes. At 11:32 AM the
Board exited Executive Session with direction to proceed with
negotiations.
