COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br />TUESDAY 10:00 AM SEPTEMBER 08, 2015 <br />Board members present: Gary Berndt, Obie O’Brien, Paul Jewell <br />Others: Lisa Young, Michael Nigrey, Doc Hansen, Mark Cook <br />REGULAR MEETING COMMISSIONERS <br />1) Call to Order – 10:00 AM <br /> <br />2) Staffing Discussion/Request <br /> CDS – Permit Tech – Interim CDS Director Hansen requested <br />the ability to hire a Permit Tech at quarter point of the <br />range with a bump to midpoint at six (6) months. <br />Director Hansen reported that there was sufficient money <br />in the budget to do so. The Board approved but stated <br />that revenue would have to support it next year. Prior <br />to Interim Director Hansen leaving the Board said they <br />would like a future update regarding code checks on the <br />marijuana issue. <br /> Public Works – PW Director Cook discussed his plan to <br />post for a Water Resource Planning Manager. He stated <br />that the position would oversee the Planner III position <br />and handle Flood Control Zone District work. The Board <br />asked that he hold the position for discussion at the <br />9/22/15 HR Study Session. <br /> <br />3) HR Project Update <br /> CDS Director – action item – HR Director Young asked <br />permission to post for CDS Director. The Board approved <br />posting with a wage that matches the City of Ellensburg. <br /> <br />4) Executive Session – Union Negotiations <br />RCW 42.30.140 (4)(b) that portion of a meeting during which the governing body is planning or adopting <br />the strategy or position to be taken by the governing body during the course of any collective bargaining, <br />professional negotiations, or grievance or mediation proceedings, or reviewing the proposals made in the <br />negotiations or proceedings while in progress. <br />The Board entered Executive Session at 10:45 AM to discuss <br />negotiation strategies. Anticipated length: Ten minutes; <br />anticipated action: Direction to staff. At 10:55 AM the <br />Board extended the Executive Session for an additional ten
