REGULAR MEETING
TUESDAY 10:00 AM SEPTEMBER 08, 2015
Board members present: Gary Berndt, Obie O’Brien, Paul Jewell
Others: Lisa Young, Michael Nigrey, Doc Hansen, Mark Cook
REGULAR MEETING COMMISSIONERS
1) Call to Order – 10:00 AM
2) Staffing Discussion/Request
CDS – Permit Tech – Interim CDS Director Hansen requested
the ability to hire a Permit Tech at quarter point of the
range with a bump to midpoint at six (6) months.
Director Hansen reported that there was sufficient money
in the budget to do so. The Board approved but stated
that revenue would have to support it next year. Prior
to Interim Director Hansen leaving the Board said they
would like a future update regarding code checks on the
marijuana issue.
Public Works – PW Director Cook discussed his plan to
post for a Water Resource Planning Manager. He stated
that the position would oversee the Planner III position
and handle Flood Control Zone District work. The Board
asked that he hold the position for discussion at the
9/22/15 HR Study Session.
3) HR Project Update
CDS Director – action item – HR Director Young asked
permission to post for CDS Director. The Board approved
posting with a wage that matches the City of Ellensburg.
4) Executive Session – Union Negotiations
RCW 42.30.140 (4)(b) that portion of a meeting during which the governing body is planning or adopting
the strategy or position to be taken by the governing body during the course of any collective bargaining,
professional negotiations, or grievance or mediation proceedings, or reviewing the proposals made in the
negotiations or proceedings while in progress.
The Board entered Executive Session at 10:45 AM to discuss
negotiation strategies. Anticipated length: Ten minutes;
anticipated action: Direction to staff. At 10:55 AM the
Board extended the Executive Session for an additional ten
minutes. At 11:05 AM the Board extended the Executive
Session for an additional ten minutes. At 11:15 AM the
Board exited Executive Session with direction to staff to
proceed with negotiations.
