COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING
TUESDAY 1:00 P.M. JANUARY 24, 2017
Board members present: Chairman Paul Jewell; Vice-Chairman Laura
Osiadacz and Commissioner Obie O’Brien.
Others: Julie Kjorsvik, Clerk of the Board; Lisa Young, HR
Director.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 1:01 p.m. Chairman Jewell opened a Special Meeting and announced
the Board would recess into an Executive Session with Lisa Young,
Human Resource Director, for 15 minutes to evaluate the
qualifications of an applicant for public employment or to review
the performance of a public employee. However, subject to RCW
42.30.140 (4), discussion by a governing body of salaries, wages,
and other conditions of employment to be generally applied within
the agency shall occur in a meeting open to the public, and when a
governing body elects to take final action hiring, setting the
salary of an individual employee or class of employees, or
discharging or disciplining an employee, that action shall be taken
in a meeting open to the public. No action was anticipated.
At 1:16 p.m. the Board reconvened out of Executive Session. No
action was taken.
At 1:16 p.m. Chairman Jewell announced the Board would recess back
into Executive Session 10 minutes to evaluate the qualifications of
an applicant for public employment or to review the performance of a
public employee. However, subject to RCW 42.30.140 (4), discussion
by a governing body of salaries, wages, and other conditions of
employment to be generally applied within the agency shall occur in
a meeting open to the public, and when a governing body elects to
take final action hiring, setting the salary of an individual
employee or class of employees, or discharging or disciplining an
employee, that action shall be taken in a meeting open to the
public. No action was anticipated.
At 1:26 p.m. the Board reconvened out of Executive Session. No
action was taken.
At 1:26 p.m. Chairman Jewell announced the Board would recess back
into Executive Session for 10 minutes to evaluate the qualifications
of an applicant for public employment or to review the performance
of a public employee. However, subject to RCW 42.30.140 (4),

At 1:48 p.m. Lisa Young, Human Resource Director left the Executive
Session.
At 1:51 p.m. the Board reconvened out of Executive Session. No
action was taken.
At 1:51 p.m. Chairman Jewell announced the Board would recess back
into Executive Session for 5 minutes to evaluate the qualifications
of an applicant for public employment or to review the performance
of a public employee. However, subject to RCW 42.30.140 (4),
discussion by a governing body of salaries, wages, and other
conditions of employment to be generally applied within the agency
shall occur in a meeting open to the public, and when a governing
body elects to take final action hiring, setting the salary of an
individual employee or class of employees, or discharging or
disciplining an employee, that action shall be taken in a meeting

At 1:56 p.m. the Board reconvened out of Executive Session.
Chairman Jewell announced he would correct a few typographical
errors on the annual evaluation and both he and Lisa Young would
sign it following the corrections as directed by the Board.
Meeting adjourned at 1:57 p.m.
