The fee model uses direct services, indirect services, overhead and time estimates to calculate the full cost of services to complete each specific fee or activity. DISCUSSION: Attached is a list of the recommended fees to be collected by the Airport Fund, County Road Fund and Flood Control Fund. The spreadsheets contain various cost recovery scenarios, 2017 estimated volume of permits to be processed, and recommended permit fees to be collected in 2017. BACKGROUND: Kittitas County received RAP funding from CRAB for the Westside Road Safety Improvement project. This project has previously gone through two scope changes and funding reallocations which resulted in Public Works reimbursing CRAB approximately 55K for design efforts in 2014 that were no longer applicable to the project scope. Public works was able to avoid repayment of approximately 55K in design funds to CRAB with the understanding that the design generated with these funds would be applicable towards the current scope of the project. After review of the current scope and authorized CRAB funds of approximately $875,000 to complete the previously estimated project at $1,140,000, public works has determined this is not feasible. Current estimates for the proposed work represent a cost of approximately $3,500,000. Public works does not feel it is in the best interest of the county to fund the difference with the existing road fund reserves. CRAB has indicated that another requested scope change to work within the allotted funds would not be favorably considered. CRAB is uncertain whether repayment of the remaining design funds will be required. Public Works would like to draft a letter approved by the BOCC and signed by the chair indicating the termination of the proposed project without formally requesting a waiver of payback for the previous design expenditures. We would however informally request that the CRAB board consider allowing Kittitas County to avoid repayment based on the possibility of a future design having the ability to utilize the design efforts previously conducted. INTERACTION: Public Works RECOMMENDATION: Advise Public Works to draft a letter to CRAB requesting the termination of the project without formally requesting a waiver of payback for the previous design expenditures. Services requested included Civil and Structural engineering, inspection support, Environmental, Planning, and Archaeological services, Geotechnical and Material Testing, and Hydraulics and Hydrology Services. Summary of Qualifications were accepted until December 15th 2016 in which 42 were submitted from various firms. Public works has completed the scoring, and generated the short list for interviews and or selection. In total five firms will be interviewed for the Civil, Structural, and Construction engineering services. One firm will be selected that is currently under contract with Kittitas County and another will be interviewed for Hydraulics and Hydrology services. Two firms will be interviewed for Geotechnical and Materials testing. Only one firm will be selected for environmental, planning and archeological services due to the initial unbalanced scoring results. All firms have been notified of the initial results and plan. Public works has scheduled interviews with firms the week of January 9th and plans to negotiate contracts following the final selections. Contracts for approval are anticipated to be presented at the February 7Lh agenda session.
