REQUEST TO APPROVE A RESOLUTION TO AUTHORIZE DIRECTOR'S SIGNATURE ON TASK ORDER NO. 13 WITH SARGENT ENGINEER'S FOR THE DESIGN OF TEANAWAY HYDRAULIC IMPROVEMENTS: 411 N. Ruby, Suite #1 Ellensburg, WA 98926 Mark presented the Board with a Resolution to authorize the Director's signature on Task Order No. 13 with Sargent Engineers for the design of Teanaway Hydraulic Improvements project. Mark stated that we have approximately a 2 million dollar grant from the Federal Highway Administration to replace one bridge and three culverts on Teanaway Road. The Board has already signed the match agreement and now we are trying to get TEL (509) 962-7523 FAX (509) 962-7663 Dept. of Public Works Page 2 under design now as we have a construction deadline of fiscal ending 2017. Board Direction: Commissioner Jewell moved to approve Resolution 2016-057 as presented. Commissioner O'Brien seconded the motion. Resolution 2016-057 was approved as presented. REQUEST TO APPROVE A RESOLUTION TO AUTHORIZE THE DIRECTOR'S SIGNATURE ON TASK ORDER NO. 2 FOR ENVIRONMENTAL PERMIT SERVICES SUPPORTING THE DESIGN OF TEANAWAY HYDRAULIC IMPROVEMENTS: Mark stated that the next piece supports the action the Board just took in that the on call consultant ESA has provided us with a scope of work supporting the biological assessment necessary to complete the three culvert replacements and one bridge replacement for the Teanaway Hydraulic Improvements. Commissioner Jewell inquired as to the biological assessment and the necessity of the assessment due to the fact that it is federal grant funds for the project. Board Direction: Commissioner Jewell moved to approve Resolution 2016-058 as presented. Commissioner O'Brien seconded the motion. Resolution 2016-058 was approved as presented. REQUEST TO APPROVE A RESOLUTION TO DECLARE A LOCAL EMERGENCY FOR CULVERT REPAIR AT LODGE CREEK ON VIA KACHESS ROAD AND REQUEST TO APPROVE A RESOLUTION TO AUTHORIZE THE DIRECTOR'S SIGNATURE ON A DESIGN TASK ORDER WITH JACOBS TO PROVIDE SUPPORT IN THE LODGE CREEK CULVERT REPLACEMENT PROJECT. 411 N. Ruby, Ste. #1 Ellensburg, WA 98926 Mark reported that he has previously briefed the Board on the Lodge Creek culvert failure at Via Kachess. The project was put on this year's annual construction program but the culvert has failed. The area is barricaded to keep TEL (509) 962-7523 FAX (509) 962-7663 Dept. of Public Works Page 3 the public from driving into the hole in the road. This needs to be repaired quickly. Staff has consulted with Department of Fish and Wildlife and there may be a late fish window on Lodge Creek that might be late August or early September time frame. Mark stated that we can get the design documents and an expedited biological assessment through the Army Corp of Engineers. Mark stated that he has been working with Jacobs on a scope of work. He said that the current contract with Jacobs does not support this design. We do have an open task order with them originally to negotiate with the WSDOT on some properties that they have. We supplemented that contract to help support the processing of flood permits. The design costs are anticipated to be around $150,000. Mark stated we have a local emergency on the road and is requesting the Board to consider declaring it a local emergency. This will allow staff to move quickly with following through with the scope of work with Jacobs. Discussion was held. Board Direction: Commissioner Jewell moved to approve Resolution 2016-059 as presented. Commissioner O'Brien seconded the motion. Commissioner Jewell stated for the record that this is in the best interest of the public and Mr. Cook has mentioned several issues, as this is the only access in and out for 40 single family homes and the only access in the winter as well. Replacing the culvert in an expedited manner would provide the best option and certainly in the public interest to declare the emergency now. Resolution 2016-059 was approved as presented. REQUEST TO APPROVE A RESOLUTION TO AUTHORIZE THE DIRECTOR'S SIGNATURE ON TASK ORDER NO. 11 WITH WATERSHED SCIENCE AND ENGINEERING TO PROVIDE SUPPORT FOR THE REPLACEMENT OF THE LODGE CREEK CULVERT AT VIA KACHESS ROAD; 411 N. Ruby, Ste. #1 Ellensburg, WA 98926 Commissioner Jewell moved to approve Resolution 2016-060 as presented. Commissioner O'Brien seconded the motion. Resolution 2016-060 was approved as presented. Mark stated that in support of the previous action staff is asking to consider Mark's signature on a task order for TEL (509) 962-7523 FAX (509) 962-7663 Dept. of Public Works Page 4 hydrology and hydraulic support for Jacobs for design the culvert at Lodge Creek at Via Kachess. Board Direction: Commissioner Jewell moved to approve Resolution 2016-061 as presented. Commissioner O'Brien seconded the motion. Resolution 2016-061 was approved as presented. OTHER BUSINESS: Mark reported that several years back staff was made aware of the appearance of a 60' metal girder bridge on Durr Road in the Umptanum. The bridge was placed there by the Department of Fish and Wildlife. It used to be a creek crossing and was being torn up by motorized vehicles. Staff has done a fair amount of research and it appears we have abandoned Durr Road but have not vacated it. The issue now is that there is an over 20' bridge structure in our right of way that is not permitted. Mark is suggesting approaching Fish and Wildlife and having them get a franchise agreement that will allow the bridge to be in the right of way and then sign an inspection contract since staff has been inspecting the bridge for the last 3 years and will continue to have to inspect it through its life. The infrastructure is owned by Fish and Wildlife. Commissioner Jewell suggested that staff vacates the road. Mark will find out who the landowner is then vacate the road. Plan B will be a franchise agreement and an inspection contract. Discussion was held. 411 N. Ruby, Ste. #1 Ellensburg, WA 98926 Mark stated that Ringer Loop flows have abated crossing the road but they are right at the top of the access road. So, if in the next few days if they continue to recover we may be able to do the cost estimating that is required to close out the FEMA work program. Mark spoke with David Papineau and had an appraisal completed. He is now waiting to hear from Roland Resources. Discussion was held. Staff has started a dialogue with Burlington Northern Santa Fe as it relates to the element that we loaded into the Ringer Loop Design alternatives as considering some future armoring of the railroad bed for the purposes of acknowledging that when we shift the river over it could cause some evulsion across the railroad bed. Mark stated that last week Blackhorse was in full bloom again. Staff saw significant discharge into the Ellensburg Water Company and our right of way was consumed to the point that it was in the roadway lane and deployed water over the roadway signs. Mark was able to contact the engineer and was very focused on the need for them to perform, as it relates to the emergency pumping program TEL (509) 962-7523 FAX (509) 962-7663 Dept. of Public Works Page 5 they implemented prior to this winter and claimed would insure no flooding would occur at the site. Discussion was held. Mark stated that last week he reported on the Floodplain Design Grant and the necessity to complete the submittals that are due in August. The pre applications were scored favorably and we've been invited to submit full blown applications by August. He was initially going to hire Jacobs to help complete the grant writing but there is no contact to have them facilitate this. Mark is going to hire under task order Watershed Science to help finish the applications for about $50,000. Discussion was held. Mark Cook Public Works Dire L) 411 N. Cook RECOMMENDATION: Ratify the Director's Signature on the Task Order with Watershed Science and Engineering and Ratify the Chair's Signature on the Grant Submittal BACKGROUND: Kittitas County Public Works desires submitting a Salmon Recovery Funding Board (SRFB) application supporting design altemat[ves for Ringer Loop. The recently completed Yakima Corridor Plan identifies the priority project abandoning Ringer Loop. Funding from the Yakima Integrated Plan is currently being used to purchase 40 acres of agricultural land residing within the lower triangle created by Ringer Loop Road. The lack of staff in Public Works requires consideration of consultant services supporting grant preparation. Tight grant submittal timelines required action securing grant preparation services. A verbal authorization has enabled the consultant (Watershed Science and Engineering) to prepare the grant for submittal on April 22, 2015. This funding requests approximately $110,000 for designing alternatives supporting the abandonment and vegetation re-establishment of the proposed 40 acre purchase. Staff is in communication with Burlington Northern Railroad and Washington State Department of Fish and Wildlife regarding various issues associated with roadway abandonment. DISCUSSION: Public Works was unable to compile necessary documents for Board review and consideration ahead of the grant submittal deadline. Recognizing the need, the Director gave verbal authorization for grant preparation. The Director's verbal authorization now requires Board ratification. Page 1 of 3 PU BLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT The looming deadline of April 22, 2016 did not support a special meeting with the Board for obtaining the Chairman's signature. Director Cook obtained the signature on April 20, 2016 supporting the grant submittal deadline. The Chair's signature now requires Board ratification. FISCAL IMPACTS: Without SRFB funding, the Flood Control Zone District will likely fund design alternatives out of funding reserve. Watershed Science and Engineering is charging $8,844,91 to prepare the grant. Salary savings from the vacant Planner III position are being used to cover the cost of the professional service. Subcontract drill rig and crew and perform four test borings not to exceed 30 feet deep each. Monitor and log the test borings by a PanGEO geotechnical engineer or engineering geologist. Obtain Standard Penetration Test (SPT) samples at approximately 5 -foot intervals when drilling in soil. Perform index lab testing on select samples collected from the test borings for sample description and material property identification. Engineering & Regortin,g -- Based on the information obtained from the information review, field explorations and lab testing, prepare geotechnical engineering recommendations for culvert replacement foundation support including direct support on grade, driven piles and spread footing options, as appropriate. Provide estimates of nominal strength and service bearing resistance for new or replacement foundations in general accordance with AASHTO LRFD methodology. Provide culvert and headwall backfill design parameters for lateral earth pressures. Provide construction considerations. Prepare draft and final reports containing results and conclusions of the reconnaissance, field explorations, lab testing and engineering analyses. Assumptions and Exclusions: Right -of -entry and/or permits to be provided by Kittitas County, if necessary. Traffic control and flagging for drilling of test borings, if necessary, to be provided by 10Ettitas County. Drilling at all four locations will occur on a single mobilization of drill crew and equipment. Approximate locations of exploration points will be referenced to known site features. Survey location of the actual test boring locations will be by others, if necessary. The site soils are assumed to be "clean" (i.e., no hazardous materials or contamination), therefore drill cuttings will be disposed of on site. No archeological screening of cuttings or samples produced or collected from the borings will be performed. The assessment of potential presence or absence of wetlands on the site is excluded from this scope of work. The assessment of potential presence or absence of chemical or hazardous material properties of soil and groundwater in the geotechnical borings is excluded from this scope of work. HYDRAULIC STUDY Watershed Science and Engineering (WSE) will provide hydraulic design support for each crossing. Specific tasks to be completed by WSE for each crossing are described below. Page 2 Data Collection and Review WSE will collect existing data and information needed to complete hydraulic design. Items may include but are not limited to, existing watershed and stream topographic data, LIDAR, current and historical aerial photographs, existing crossing plans, maintenance reports, and discharge gage records for neighboring streams. Site Reconnaissance WSE staff will examine each crossing and stream to determine whether there are unique geomorphic or hydraulic conditions that need to be addressed during design. WSE staff will inspect each site for the presence of scour, erosion, sediment deposition, grade control features, etc. WSE staff will attempt speak with adjacent landowners to seek anecdotal information on the performance of each crossings. Key field observations will be documented in the project hydraulic design report. Hydrologic analysis WSE will estimate the magnitude of the 2-,100-, and 200 -year annual instantaneous peak flows for each crossing. The design discharge for each crossing will be the 100 -year event with the 200 -year flood used to assess scour potential. The 2 -year flood will be used to aid in the assessment of future channel stabiiity. Stream discharge gaging records are not available for the four streams, therefore, annual instantaneous peak flood frequency discharges will first be estimated using published regional regression equations (USGS (1998) "Magnitude and Frequency of Floods in Washington" Water -Resources Investigations Report 97-4277, S.S. Sumioka, D.L. Kresch, and K.D. Kasnick, United States Geological Survey). If discharge gaging records are available for a neighboring stream that has similar basin characteristics, WSE will create a flood frequency curve from the data. This curve will be adjusted to each crossing site and will be used to estimate discharges. The two data sets will be compared and if similar the gage generated values will be used. If they are not, WSE will use experience and professional judgment to determine which set of estimates to use. WSE will estimate discharges likely to be present within each stream during the typical construction season — July through October. Hydraulic Analysis WSE will use topographic survey data to create a HEC -RAS hydraulic model of each stream and the axlsting crossing. High water mark and flow data suitable to calibrate each model are not available; therefore, model parameters will be set based upon engineering judgment and experience. Each model will be run to evaluate the performance of the existing crossing as well as crossing replacement concepts. Model results will aid in design refinements for the preferred concept, assessment of scour and erosion potential, and the design of scour and erosion countermeasures. Page 3 Longitudinal Stream Profile Stability and Countermeasure Recommendations Longitudinal stream channel profile stability issues may need to be addressed at several of the crossings to prevent undesirable impacts to adjacent private property. If an existing crossing currently provides grade control, the stream's longitudinal profile may adjust when a replacement crossing is installed. This could lead to channel incision upstream and sediment deposition downstream. if profile instability issues are likely, WSE will recommend countermeasures. Local Scour and Erosion Assessment and Countermeasure Recommendations WSE will assess each proposed crossings for scour and lateral erosion potential and will recommend countermeasures if they are needed. Steam Bed Material Recommendations WSE will recommend stream bed material gradations to be used for each site. Gradations will be based upon a review of natural bed material characteristics and gradation estimates computed using published WDFW formulas. Hydraulic Design Report A technical report will be prepared for each crossing to document methods and results. The four individual reports will be combined under a single cover and provided to the County for review and comment. Upon receipt of the comments, WSE will prepare and submit the final report. Environmental Permit Support WSE will provide materials needed to support preparation of the permit applications Meetings An allowance is provided for WSE staff to participate in the following project meetings: One field meeting with resource agency personnel to discuss proposed designs Up to two meetings with County project staff — specific purpose to be defined. ROAD AND STRUCTURE DESIGN Sargent will prepare the design to improve the road by removing the existing culverts and installing new structures. Sargent Engineers will prepare the design for the structures and the road. The design will follow the requirements of the AASHTO LRFD Bridge Design Specifications and the WSDOT Local Agency Design Guidelines. It is assumed that stormwater drainage improvements will not be necessary. It is also assumed that the road will not be widened at each site. A preliminary plan for the improvement for each site will be prepared and reviewed with the County. Once the County approves of the proposed improvement, than final design will be performed for each site. The design will include the design of the road, the structure, and the proposed method of construction. PLANS Sargent Engineers will prepare the plans for the replacement of the structures. The plans will follow the format that the County desires. They shall include at a minimum: Page 4 Cover Sheet Quantities Sheet Roadway layout Sheets Roadway Details Structure Layouts Foundation Plans f, Abutment Details Framing Plans Girder Details Guard Ralf Details SPECIFICATIONS Sargent Engineers will prepare the specifications in WSDOT format usfng WSDOT bid items. ESTIMATE Sargent Engineers will prepare an estimate forthe project. LOAD DATING Sargent Engineers will prepare a load rating that conforms to Chapter 13 of the WSDOT Bridge Design Manual once the structures are complete. AS BUILT PLANS Once the project is complete, as -built plans will be prepared for the project. Sargent will submit plans for review to the County at the 60%, and 90% stages for review and comment. BIDDING AND CONSTRUCTION ADMINISTRATION The County will conduct the bidding and administer construction. Deliverables: Sketch map showing the locoan of all OHWM and stream boundaries. a The County is responsible for providing a professional land survey of flagging locations, The County will make the necessary arrangen=ts for ESA to a,coess private properties, if required. A utility locate must be pexibrmed prior digging wetland sample plots. ESA will coordinate with Utility Notification Center to schedule the utility locate. SSA assumes that the project area can be readily accessed by the utility locators, and will not require meeting locators on-site. Task 3 DARPA (including EPA): ESA will prepare a Joint Aquatic Resources Pennit Application (DARPA). The JARPA will serve as the permit application for a USAGE --Clean Wates' Act (CWA) Section 404 permit, Washington Flepanment of Fish and Wildlife (WDFW) Hydraulic Project Approval (EPA), and Ecology CWA Section 401 Water Quality Certification. ESA will prepare a draft DARPA for review by the County. After County review FSA will make one set of revisions and submit to the County and the applicable permitting agencies. Deliverables: C unty Draft (electronic) and final DARPA (hard copy). Task Order 02 Attachment I Page 2 of 5 Assumptions; The County will provide project design drawings and wetland and stream boundary information in electronic formal (i.e. CAD). ESA will use the drawings to create the DARPA figures. o No project restoration design work is anticipated, and is not included in this task if requested, ESA will provide a task: order supplement for restoration design assistance. + The County will provide a single set of consolidated review comments on the Draft DARPA. o We have assumed one revision of tl o DARPA, as specified above. Additional revisions may require a task order amendment. Task 4 — Endangered Species Act Coordination: FSA will prepare a Biolog bW Assessment (BA) for the project: The BA wolf be prepared to support consultation efforts under Section 7 of the Endangered Species Act among the federal lead agency (FHWA) and the United States Fish and Wrl66 Service (USFWS) and National Mame Fisberies Service O MFS). This task includes a visit to the project site, which will coincide with the wedand/OHWM delineatkni (see Task 2). This task also rncludes coordinat m with NWS, USFWS, WDFW, and the Washington Department of Natural Resources (WDNR) as necessary to obtain habitat and species information. ESA will prepare a draft BA for review by the County. After County review l&A will make me set of revisions and submit a revised draft BA to to FHWA's On -Line File Cabinet. After WSDOT/FHWA re -w, iew, FSA will prepare a final BA to be submitted to USFWS and VM. Deliverables: Coiuity draft (electronic), revised dmfft (electronic), and final BA. (bard copy), s - This task does not include plant or anal su nMm. a To minim n added expenditures resuihng from plan changes, ESA recommends that the County provide l~SA with praj ect infwnatron containing as much detail as possible. o We have assumed two revisions of the BA, as specified above Additional revisions may require a task order amendment. o Based upon a review of existing habitat information, ESA assumes that Endangered Special Act -listed species may be present within the prgject area (e.g. Mid -Columbia ESU steelhead trout and narthem spatted owD. Depending upon project design, construction methods, and construction timing we assume tbat project "may affect, but is not likely to adversely affiect" or °dray affect, and likely to adversely affect" Endangered Species Act - listed specie% and therefore a full BA would be required. o The County will provide a single set of consolidated review comments on the Draft B.A. a ESA will adjust the BA as required within the limitations ofthe budget. Changes to the project or report requites, particularly as a result of new species insormation or changes to listing status atter wozk has been initiated will required added services or additional revisions and may require a task order amendment. Task Order 02 Attachment 1 Page 3 of 5 Task 5 — National Historic Ptwation Act: Section 106 Coordination: ESA will prepare eonwpondenoe for County signature to define the Area of Potential Effects (APE) and initiate Section 106 consultation for the project. The C my will finalize the correspondence and submit it to WSDOT; WSDOT will send the cormsponde nce to Consulting Parties which will begin a 30 -day comment period. ESA will conduct background research using Washington State Depattnu tt of Historic Preservation (DAHP) database, other online sources, and our own archives to identify recorded and potential archaeological and historic resources in and around the project APE_ ESA will also review available environmental and geological backgFnund infarmation. A preliminary review ofthe DAHP database indicates that cultural resources (a historic irrigation canal) may he present within the project APE. Once the 30 -day comment period has elapsed, ESA will conduct a surface and subsurface survey of the APE, outside of the paved road. area. Subsurface survey will be conducted using up to 16 band -dug shovel probes (4 probes at each culvert kmuon) advanced to a range of depths; depth of pmW will be relative to the soil type and the expected disturbance. Spoils will be screened through V44ch mesh. Pnnbc locations will be ro =ded using GPS. Prehistario and historic artifacts (if encountered) will be described andpi otographed in the field, and returned to the find location; no artifacts will be collected. ESA will summarize the findings of our wotic in a Technical Report thd meets WSDOT and Stage historic Preservation Officer (SHPO) standards. The report will also mdhAc a Historic Property -Inventory for the irrigation canal including a National Register eligibility recommendation. ESA will prepare a draft Cultural Resources Technical Report for review by the County. After County review ESA will subnut a draft for review by WSDOT. After WSDOT review, ESA will incorporate comments and submct a revised draft for Consulting Party review; this will be a 30 day comment period Following receiptof comments from Consulting Parties, ESA will prepare a final draft and submit hard copm to the County. The County will be responsible for sending the hard copies to WSDOT for t1wir distribution. lam: C=Ity Draft (electronic), WSDOT Draft (electronic), Consulting Patty Draft (electronic), and final Cdtival Resources Technical Report (hard copies and CD). WSDOT will lead all Section 106 consultuton. • Field schedule ie depmdemon the Cmmty's submittal ofAPE cmupandco to WSDOT; no field work can be conducted yn til the 30 -tiny comment period has elapsed. The County will provide coptes of any geotechnical report or logs for review, if available. A utility locate twist be performed prior to subsurface survey. ESA will coordinate with utility Notiftcattou Center to schedule the utility locate. ESA assumes that the project area can be readily accessed by the utility locators, and will not require meeting locators on-tte. If cultural resources besides the historic irrigation canal are identified, documentation of flee resources may require a task order amendment The County will provide a single set of consolidated review comments on the draft Technical Report. Task Order 02 Attachment Z Page 4 of 5 Archaeological construction monitoring is not included in this task If requested, ESA will provide a task order supplement for constnxtion monitoring. Task 6— Wetland & Stream Report ESA will prepare a wetland and stream report which satisfies requirements for subtnittal to the USACE and Kittitas County Community Development Services. The report will include a detailed project description; description of the site; wetland sine, classification and ratings (if wetlands are preserul- WIC= classification and ratings, regulatory implications, and an went of impacts to both streams and wetlands (if applicable). ESA will prepare a draft wetland and stream report for review by the County. After County review, ESA will provide a final report. pdambles: County draft (electronic) and final wetland and stream report (hard copy). 4 As the project involves replacement of fish4xir= Culverts and that m4=W to regulated wetlands are unlikely, it is assumed that no compensatory wetland or stream mitigation will be required. If mitigation work is required, FSA would be happy to provide a task order mpplement if project design assistance m requested. ' - The County will provide a single set ofcomlidated review comments on the draft Wetland and Stream Report.. Task 7 — NEPA Based upon our understanding of the proposed project, ESA assumes flat t>xe project will require an Environmental Ckwiiication Summary (ECS) Form The ECS is the NEPA document that WSWr uses for projects that are categosiaed as Doctnocated Catega=d Exclumom (DCEs). ESA shall prepare a WSDOT ECS Fonx; which will be completed per the guidance and, requiremiams m WSDOT Local Agency 0aidelmes (LAG) Manual in eMet at the time a notice to proceed is 1='Ved by the project ESA will complete the ECS £ora using information from the County and other m4vorting infomat tmn. The BA, cultural resour+cas technical mea aorandum, and wetland and stream reportwill be appended to the ECS form, as necessary_ ESA will Prep= a craft ECS form fol review by the County. Ailteu Cmaty review, ESA will prepare a revised draft form for submattal to WSDOT. Atter W SDOTMMA review, ESA will pnepam a final ECS foam l?e ' Moles: County draft (electromC), revised draft (electrome), and find ECS form Nt rd Copy). Assumptions We assume that the pMeet will qualify for a categorical exclusion under NEPA. If, during the preliminary design process it is dd=iined that the =6=nenW impacts are such that the pmiect would not qualify for a categorical exclusion, an amendment to the scope of work maybe uequtted. v Based on the understanding and initial evaluation ofthe project area, it is assumed that separate technical memoranda will not be required for envir o mental justice, 6za ons materials, Section 4(f)l6(t) lands, visual resources, air quality, noise, air quality, or traffic. These topics will be covered within the WSDOT ECS fornti, without separate documentation. I£ during completion of the project design, it beoomes apparent that Task Order 02 Attachment 1 Page 5 of 5 additional documentation for one or more of these resource areas will be require, then a task order amendment may be required. We assum that the ECS forma can be adopted by reference to fdM the County's SEPA requirements (per WAC 197-11-614). If separate SEPA docunamtafion is required (i.e_ a SEPA checklist), a task order amendment may be regained. The County will wide a single set of consolidated review comments on the draft ECS fonm KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT WORK SESSION DATE: April 25, 2016 TOPIC: Lodge Creek Culvert Replacement at Via Kachess Road ACTION REQUESTED: Authorize the Director's Signature on Design Task Order with Jacobs LEAD STAFF: Mark R. BACKGROUND: During 2095, staff identified the need for placing the culvert at Lodge Creek (entrance to Via Kachess) on the Department's six year improvement plan (2096). We anticipated environmental permitting and design in 2016. Recently, the culvert failed eroding three feet into the pavement. We have spent the past couple of weeks working to define the scale of the project_ Washington State Department of Fish and Wildlife (WDFW) has conducted a site visit and determined that 22 and one half foot bridge is required to replace the 60 inch culvert. The stream is listed for Bull Trout presence. I have solicited the services of Jacobs and Watershed Science and Engineering for scopes of work and fee estimates targeting reduction in the width of the replacement structure requested by WDFW. Public Works has an open professional service contract with Jacobs for environmental and engineering services. DISCUSSION: It is desirable to keep the length of the structure under 20 feet — thus avoiding the National Bridge Inventory System_ WDFW is not likely to accept County data that seeks a reduction in structure length. Additionally, we do not have a County Engineer, Construction Manager or Engineering Technician III (we just hired one of the two vacant positions). Failing to secure design and permitting support now for the replacing the culvert will ensure no chance of replacing the culvert in 2016. The culvert is the only way in and out of a community with a local fire station and provides access to approximately 40 homes. In addition to environmental permitting (biologic assessment is likely), geologic analysis on soil in the vicinity of the culvert is necessary. Once soil bearing Page 9 of 2 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT capacity is defined, we can evaluate several structural types with different foundation requirements. FISCAL IMPACTS: The estimated cost for environmental, geologic and design services are approximately $150,000. The 2016 budget for Via Kachess culvert replacement is $300,000. Manastash Bridge Replacement is on track to come in approximately $500,000 under estimate. We propose using these savings to offset the added unexpected costs at Via Kachess. INTRODUCTION 1.01 Understanding The intent of this project is to design a replacement culvert structure for the failing culvert at the Lodge Creek crossing of Via Kachess Road within Khtas County. Via Kachess Road is the only roadway providing access to the many homes, and a fire station, located near Lake Kachess. The existing failing culvert has led to Initial damage to the roadway. Thus, replacing the existing culvert is considered by Kittitas County to be an urgent need in order to maintain this sole access for residents and emergency services. Kittitas County will obtain construction permits; collect topographic survey data and prepare base maps; determine the minimum full -bank hydraulic width of the culvert structure; and determine the stream hydraulic grade line and minimum freeboard requirements for the culvert or bridge structure. CONSULTANT will perform geotechnical investigation; perform one (1) conceptual design of a culvert structure; host one (1) design charrette up to four (4) hours In length; and submit one (1) draft and one (1) final conceptual design report to Kittitas County. CONSULTANT will utilize the conceptual design to obtain environmental permits while continuing with the final design phase. Following the conceptual design, CONSULTANT will provide final design of the culvert structure (incorporating requirements from full -bank hydraulic width and freeboard determinations); perform final design of roadway approach improvements needed to construct the culvert structure; prepare final design of maintenance -of -traffic strategy; develop technical specifications; and develop an estimate of probable construction costs. CONSULTANT will develop and prepare necessary design for maintaining local and emergency access to the Via Kochess community during construction. Regulatory agency coordination, environmental analysis, and permit application(s) are included in this scope of work, however, N titan County may elect tD do this work or assign it to an agency partner. The Owner's design criteria Is the Mitas County Code (KCC) Chapter 12. Page 10 of 10 KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT WORK SESSION DATE: April 25, 2016 TOPIC: Watershed Science and Engineering Task Order 11 Supporting Replacement of the Lodge Creek Culvert at Via Kachess Road ACTION REQUESTED: Authorize the Director's Signature on the Task Order 11 with Watershed Science and Engineering Supporting the Replacement of the Lodge Creek Culvert at Via Kachess Road LEAD STAFF: Mark R. Cook RECOMMENDATION: Authorize the Director's signature on the Task Order with Watershed Science and Engineering supporting the replacement of the Lodge Creek Culvert at Via Kachess Road. BACKGROUND: The recent failure of the Lodge Greek culvert at Via Kachess Road has been evaluated by Washington State Department of Fish and Wildlife (WDFW). WDFW is suggesting that a 22.5 foot bridge is appropriate for replacing the 60 inch culvert. The culvert is currently a fish barrier. DISCUSSION: WDFWs culvert manual stipulates design criteria utilized by the department when deciding the length of a structure crossing a stream. The criteria are highly subjective. Our hydraulics and hydrology consultant (Watershed Science and Engineering — WS&E) believes they can successful articulate a length under the National Bridge Inventory System length of 20 feet. Staff believes having WS&E perform the required delineation will significantly reduce the cost of the design structure by reducing required structure length. It is essential to define Hydrology (how much water) and Hydraulic (how fast) data for culvert design. FISCAL IMPACTS: The cost of WS&E support services is $19,277.00. The crossing was damaged during recent high water, is undersized, and is a barrier to fish passage. The County has asked Watershed Science and Engineering (WSE) to provide hydraulic design assistance for the replacement design. The following scope of work is divided into two parts. Part 1 describes the tasks needed to determine the required culvert size, while Part 2 presents the follow-on tasks required to complete the hydraulic design should the County choose to have WSE provide the additional support. Part 1 — Culvert Size Determination I. Data Collection WSE will collect existing data and information needed to complete hydraulic design_ Items may include, but are not limited to, existing watershed and stream topographic data, LIDAR, current and historical aerial photographs, existing crossing plans (if they exist), and maintenance records. 2. Site Reconnaissance and Channel Survey WSE staff will travel to the project site to: 1. Examine the geomorphic and hydraulic characteristics of Lodge Creek both upstream and downstream from the crossing. 2. Survey the longitudinal profile of the stream channel for a distance of approximately 500 feet upstream and downstream from the road. This will include a survey of the culvert invert and to the extent possible, scour plunge pool. 3. Surrey representative cross sections of the stream channel, floodplain and road fill. Approximately four cross sections will be surveyed downstream and three upstream. 4. Hand measure the natural top width of the stream channel at 10 to 15 locations to supplement the surveyed channel cross section data from the task above. The purpose is to provide an estimate of the natural geomorphic regime channel top width, a measurement needed to calculate the required width of the new culvert. Note — The survey will be completed by the WSE field crew. It is solely intended to support the channel width (Part 1 task) and profile stability investigation (Part 2 task). WSE will set a temporary bench mark (TBM) at the project site which will be assigned an arbitrary datum elevation of 100 feet. The actual elevation of the TBM will be surveyed by the project surveyor, if one is retained to complete a road survey to support civil design. 3. Field Data Analysis Upon return to the office, WSE will process the field data then use it to create tables and figures, to present the channel width measurements and recommendations. 4. Hydrologic Analysis and Channel Regime Width Estimates WSE will estimate the magnitude of the 1.5- to 2 -year annual instantaneous peak discharge using regional regression equations. This event is typically considered a °bankfull" flow. Knowing it along the slope of the longitudinal profile will allow WSE to use published channel regime width formulas to estimate the natural equilibrium channel width. This will serve as a check to validate the widths measured during the field survey. In estimating the 1.5- to 2 -year event, it will take no additional effort to also estimate the 25- and 100 -year discharges, both of which are needed to complete the hydraulic design (Part 2). Assuming WSDOT hydraulic culvert design criteria will be used, the proposed culvert will need to pass the 25 -year flow with approximately one foot of freeboard and also pass the 100 -year event without scouring the stream bed within the culvert or overtopping the road. S. Memorandum —Culvert Width Recommendation WSE will prepare a technical memorandum which will recommend a culvert width based upon the measured top width of the natural stream channel, a WDFW requirement. The memorandum will contain sufficient technical information to justify the recommended width, knowing that WDFW personnel will review the document. 6. Site Meeting with WDFW and County Personnel If desired by WDFW and/or County, WSE staff will participate in a site visit to discuss the recommended culvert width. 7. Administration -- Part 1 WSE will maintain frequent communication with the county and submit monthly invoices which will include brief progress reports. Pam 2 — Completion of Hydraulic Design 8. Hydraulic Analysis WSE will use survey data collected in Task 2, to create a simple HEC -RAS hydraulic model of the stream to evaluate the hydraulic capacity of proposed crossing altematives (i.e. to refine the design of the culvert to ensure that it can safely pass the 25 -year and 100 -year floods in accordance with WSDOT hydraulic design requirements). High water mark and flow data suitable to calibrate the model are not available; therefore, model parameters will be set based upon engineering judgement and experience. Model results will also aid in design of the streambed material gradations required to backfill the culvert floor, to assess scour and erosion potential, and to design scour and erosion countermeasures should they be needed. 9. Longitudinal Stream Profile Stability and Countermeasure Recommendations When designing the culvert, it will be critical to anticipate how the stream's longitudinal profile will adjust to the new culvert. Some incision is likely, and must be factored into the design of the culvert foundations. Incision will also impact the characteristics of the upstream wetland. WSE will work with the culvert designer and project geotech to recommend appropriate culvert and bed configurations for the anticipated profile adjustments. WSE will also work with the project team to determine if impacts to the upstream wetland can or should be minimized. 10. Local Scour and Bank Erosion Assessment, Countermeasure Recommendations WSE will assess scour and lateral erosion potential for proposed crossing alternatives. This will include recommendations for spread footing depth if a three -sided culvert is selected. WSE will also recommend scour and erosion countermeasures if they are needed. 11. Steam Bed Material Recommendations WSE will recommend stream bed material gradations to be used within the floor of the culvert. Gradations will be based upon a review of natural bed material characteristics and gradation estimates computed using published WDFW formulas_ 12. Design Reflnements An allowance is provided for WSE staff to work with the design team to refine the crossing designs to address comments provided by County and/or resource agency personnel. 13. Hydraulic Design Memorandum The memorandum from Part 1 will be modified to include and document methods and results from Part 2. The memorandum will be provided to the County for review and upon receipt of the comments, will prepare and submit the final report. 14. Environmental Permit Support WSE will provide materials from the hydraulic investigation that will be needed to support preparation of environmental permit applications. 15. Site Design Meeting An allowance is provided for WSE staff to participate in one additional meeting at the project site to discuss the project with the civil and structural designers. 16. Administration — Part 2 WSE will maintain frequent communication with the county and submit monthly invoices which include brief progress reports. Schedule: Part 1 — WSE will complete within two weeks of receiving NTP Part 2 — Schedule TBD with consultation with design team.
