COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. DECEMBER 12, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul
Jewell & Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Deputy Clerk of the Board; Julie Kjorsvik,
Clerk of the Board and one member of the public.
SPECIAL MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman O’Brien opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending December 9, 2016.
FUNDING ASSESSMENT PROPERTY TAX REFORM COMMISSIONERS
Commissioner Jewell explained that the Special Assessment is a
onetime per County expense with a suggested amount of $3,000.00. He
explained that some Counties are participating and others are not.
He shared his support for Kittitas County’s participation.
Commissioner Jewell moved to authorize a onetime payment of
$3,000.00 to WSAC regarding the Assessment for Property Tax Reform
Communications Funding. Commissioner Osiadacz seconded. Chairman
O’Brien expressed his support as did Commissioner Osiadacz, noting
that the funding would be coming from the General Fund. Motion
carried 3-0.
RATIFY 1ST AMENDMENT TO WATER RIGHT PURCHASE COMMISSIONERS
Commissioner Jewell explained that the Board previously authorized
his signature on November 28th, 2016 on a 1st Amendment to Water Right

Purchase & Sale Agreement with the Schnebly’s. He stated that he had
received an e-mail from Bill Clarke, Special Deputy Prosecutor for
Kittitas County, on December 7, 2016 with attachments (red-line
version and a corrected 1st Amendment) and reviewed the corrections.
Commissioner Jewell moved to authorize his signature on the
corrected 1st Amendment to Water Right Purchase & Sale Agreement with
the Schnebly’s. Commissioner Osiadacz seconded. Motion carried 3-0.
SIGNATURE LEASE AGREEMENTS-SHADY BROOK COMMISSIONERS
Commissioner Jewell moved to authorize Chair’s signature on the
first round of Leases signed on December 5, 2016 by the current
tenants at Shady Brook. The following units were signed for 21, 29,
35, 28, 23, 50, 37, 27, 73, 52, 43, 41, 32, 57, 34, 64, 75, 14, and
42. Commissioner Osiadacz seconded. Motion carried 3-0.
UPDATE BOCC/DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. This was determined at a Special
Meeting with the Board of County Commissioners held on June 18,
2009. Each Commissioner reviewed discussions held with their
respective departments and exchanged details of those meetings. On
January 3, 2011 the Board determined it would be beneficial to
alternate Commissioners that will oversee the different Department
Head’s on an annual basis. They determined at the end of 2013 they
would review the various committees they participate in and provide
beneficial updates to the Board as needed during this time as well.
