SPECIAL MEETING
TUESDAY 2:00 P.M. DECEMBER 6, 2016
Board members present: Chairman Obie O’Brien and Vice-Chairman Paul
Jewell. Excused: Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board and Stephanie Hartung,
Deputy Prosecutor.
PUBLIC HEARING REPEAL KCC CHAPTER 2.16 PUBLIC HEALTH
At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider
the repeal of Kittitas County Code Chapter 2.6 “Mental Health,
Developmental Disabilities, Substance Abuse Board”.
CHAIRMAN O’BRIEN provided information on a proposal to repeal
Kittitas County Code Chapter 2. He explained how the Mental Health
Advisory Board was separated from the Developmental Disability
Advisory Board and combined the Mental Health Advisory Board with
the Substance Abuse Advisory Board and renamed it the Behavioral
Health and Recovery Advisory Board. He said neither of those
advisory boards require codification and is in conflict with their
Bylaws. STEPHANIE HARTUNG, DEPUTY PROSECUTOR said there was no legal
requirement to have it in Code, as their Bylaws were sufficient.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE
HEARING WAS CLOSED.
COMMISSIONER JEWELL noted a couple of typographical errors within
the Ordinance and asked for Staff to correct them.
ORDINANCE 2016-025 REPEAL KCC CHAPTER 2.16 PUBLIC HEALTH
COMMISSIONER JEWELL moved to approve Ordinance No. 2016-025
Repealing Chapter 2.16 of the Kittitas County Code “Mental Health,
Developmental Disabilities, Substance Abuse Board”, as amended.
CHAIRMAN O’BRIEN seconded. Motion carried 2-0.
The meeting was adjourned at 2:05 p.m.
