SPECIAL MEETING
MONDAY 2:00 P.M. DECEMBER 5, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul
Jewell; and Commissioner Laura Osiadacz.

PUBLIC HEARING 2017 COUNTY BUDGET AUDITOR
At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider
setting the Property Tax Levy for General Levy (General Fund,
Community Services, and Veterans); County Road, and County Flood,
and to consider of adoption of the 2017 Preliminary County Budget.
JUDY PLESS, BUDGET & FINANCE MANAGER reviewed the proposed budget
for 2017 and draft Resolutions for the Board’s consideration. She
said the General Fund is balanced including the proposed cuts that
were made by various departments. It was noted the Board asked that
the $218,000.00 estimated revenue for Admissions Tax collections
will all go to the Public Health Department.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE
HEARING WAS CLOSED.
RESOLUTION 2016-149 GENERAL TAX LEVY AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-149,
Levying Taxes for the General Tax Levy for Municipal Purposes of
Kittitas County, Washington for the Year 2017 According to the
Assessed Valuation as Determined in the Year 2016. COMMISSIONER
OSIADACZ seconded. Motion carried 3-0.

RESOLUTION 2016-150 LEVYING TAXES – COUNTY ROAD AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-150,
Levying Taxes for the County Road for Municipal Purposes of Kittitas
County, Washington for the Year 2017 According to the Assessed
Valuation as Determined in the Year 2016. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.
RESOLUTION 2016-151 LEVYING TAXES – FLOOD CONTROL ZONE AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-151,
Levying Taxes for the County Flood Control Zone District for
Municipal Purposes of Kittitas County, Washington for the Year 2017,
According to the Assessed Valuation as Determined in the Year 2016.
COMMISIONER OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2016-152 SUBSTANTIAL NEED – GENERAL FUND AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-152,
Declaring Substantial Need for the County General Fund for Municipal
Purposes of Kittitas County, Washington for the Year 2017 According
to the Assessed Valuation as Determined in the Year 2016.
COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2016-153 SUBSTANIAL NEED – COUNTY ROAD AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-153,
Declaring Substantial Need for the County Road for Municipal
Purposes of Kittitas County, Washington for the Year 2017 According
to the Assessed Valuation as Determined in the Year 2016.
COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2016-154 SUBSTANTIAL NEED – FLOOD CONTROL ZONE AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-154,
Declaring Substantial Need for the County Flood Control Zone
District for Municipal Purposes of Kittitas County, Washington for
the Year 207 According to the Assessed Valuation as Determined in
the Year 2016. COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2016-155 2017 BUDGET AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-155,
Adopting the Budget for the County of Kittitas, Washington, for the
Fiscal Year Ending December 31, 2017. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.

RESOLUTION 2016-156 LEVY CERTIFICATION – GENERAL FUND AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-156, for
the Levying Certification for the General Fund for Municipal
Purposes of Kittitas County, Washington for the Year 2017 According
to the Assessed Valuation as Determined in the Year 2016.
COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2016-157 LEVY CERTIFICATION – COUNTY ROAD AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-157, for
the Levying Certification for the County Road Municipal Purposes of
Kittitas County, Washington for the Year 2017 According to the
Assessed Valuation as Determined in the Year 2016. COMMISSIONER
OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2016-158 LEVY CERTIFICATION – FLOOD CONTROL ZONE AUDITOR
COMMISSIONER JEWELL moved to approve Resolution No. 2016-158, for
the Levying Certification for the County Flood Control Zone District
for Municipal Purposes of Kittitas County, Washington for the Year
2017 According to the Assessed Valuation as Determined in the Year
2016. COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
COMMISSIONER JEWELL thanked Judy Pless for her work on the budget as
well as all the County departments and acknowledged all employees
for their fiscal responsibility. COMMISSIONER OSIADACZ also thanked
everyone for their work and said it was interesting for her to see
what can happen when everyone comes together in a room and work
together as a whole for the County’s overall success. CHAIRMAN
O’BRIEN also expressed his appreciation to everyone and their hard
work with the budget.
The meeting was adjourned 2:18 p.m.
