NOVEMBER 23, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul Jewell <br />& Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Bill Clarke & Peter <br />Dykstra, Special Deputy Prosecutors – by phone and Dan Haller, Aspect <br />Consulting – by phone. <br /> <br />SPECIAL MEETING PROPOSAL COMMISSIONERS <br /> <br />At 8:02 a.m. Chairman O’Brien opened a Special Meeting to discuss a <br />proposal for processing the Schnebly Water Rights. <br /> <br />Bill Clarke, Special Deputy Prosecutor for Kittitas County reviewed <br />the First Amendment to Water Right Purchase and Sale Agreement <br />between Kittitas County and Craig & Nancy Schnebly. He stated that <br />the Schnebly’s are on board to pay half of the $17,900.00 (contract <br />change #4 with Aspect Consulting). He stated that the County will <br />see the full bill initially and then will recoup the 50% from the <br />Schneblys. <br /> <br />Vice-Chairman Jewell expressed his frustrations for how long the <br />process has taken. He questioned what DOE has been doing since the <br />Purchase and Sale Agreement was signed, and questioned Section 2.3 <br />in the Amendment. He wondered if new language was being added to the <br />Agreements now. <br /> <br />Dan Haller, Aspect Consulting reviewed Contract Change #4 Scope of <br />Work, and the deliverables included in the change. <br /> <br />Staff was directed to place both the Aspect Consulting Contract <br />Change No.: 4 and the First Amendment to Water Right purchase and <br />Sale Agreement between Kittitas County and Craig and Nancy Schnebly <br />on the BoCC Office Admin Meeting for action. <br /> <br />Meeting adjourned at 8:25 a.m. <br />KITTITAS COUNTY COMMISSIONERS <br />DEPUTY CLERK OF THE BOARD KITTITAS COUNTY, WASHINGTON <br /> <br /> <br /> <br />Mandy Buchholz Obie O’Brien, Chairman <br />
