COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. NOVEMBER 15, 2016
Board members present: Vice-Chairman Paul Jewell and Commissioner Laura
Osiadacz. Excused: Chairman Obie O’Brien.

CALL TO ORDER
Commissioner Jewell called the meeting to order.

Commissioner Jewell led the Pledge of Allegiance.

PROCLAMATIONS
PROCLAMATION NOT IN OUR COUNTY COMMISSIONERS
Commissioner Osiadacz moved to approve a Proclamation to actively work
to make Kittitas County as safe place, free of discrimination and hatred
of any kind, and to promote a climate of safety, inclusion, and
acceptance in our community. Commissioner Jewell seconded. Motion
carried 2-0.
AWARDS & RECOGNITIONS – NONE
APPROVAL OF AGENDA
Commissioner Jewell noted Consent Item C had been removed from the
Agenda. Commissioner Osiadacz moved to approve the Agenda, as amended.
Commissioner Jewell seconded. Motion carried 2-0.

APPOINTMENT DEVELOPMENTAL DISABILITIES COMMISSIONERS
Approve the appointment of Deborah De La Fuente (term to expire
12/31/18), Carla Thomas (term to expire 12/31/19), and Shannon Garoutte
(term to expire 12/31/19), to the Kittitas County Developmental
Disabilities Advisory Committee, for a three year term effective
immediately.
REQUEST TO APPROVE A RESOLUTION AUTHORIZING THE ISSUANCE AND SALE OF
LIMITED TAX GENERAL OBLIGATION BONDS – ITEM REMOVED FROM THE AGENDA.
SET PUBLIC HEARING MH/DD SUBSTANCE ABUSE BOARD PUBLIC HEALTH
Approve Setting a Public Hearing to consider Repeal of Chapter 2.6 of
the Kittitas County Code “Mental Health, Developmental Disabilities,
Substance Abuse Board”, to be held on December 6, 2016 at 2:00 p.m. in
the Kittitas County Courthouse 205 West 5th Avenue, Room 109, Ellensburg,
WA and to authorize the Clerk to publish said notice.

CONTRACT DISPUTE RESOLUTION CENTER COMMISSIONERS
Approve a Contract for Services between Kittitas County and the Dispute
Resolution Center of Yakima and Kittitas Counties, beginning January 1,
2017 through December 31, 2021.
RESOLUTION 2016-148 WA. STATE MILITARY DEPARTMENT PUBLIC WORKS
Approve Resolution No. 2016-148, Authorizing the Director’s Signature on
a Washington State Military Department Hazard Mitigation Grant Agreement
Updating the County’s Hazard Mitigation Plan, in the amount of
$121,500.00.
SET PUBLIC HEARING PUBLIC HEALTH FEES PUBLIC HEALTH
Approve Setting a Joint Public Hearing with the Board of Health to
consider the 2017 Kittitas County Public Health Department Fee Schedule,
to be held on December 15, 2016 at 10:00 a.m. in the Kittitas County
Courthouse 205 West 5th Avenue, Room 109, Ellensburg, WA and to authorize
the Clerk to publish said notice.
REQUEST FOR QUALIFICATIONS HYDRAULICS & HYDROLOGY PUBLIC WORKS
Approve a Request for Qualifications for Consulting Services Relating to
Professional Hydraulics and Hydrology Services, to be accepted until
December 8, 2016 at 10:00 a.m. in the Kittitas County Public Works
Department 411 N. Ruby Street, Suite 1, Ellensburg, WA and to authorize
the Clerk to publish said notice.
REQUEST FOR QUALIFICATIONS GEOTECHNICAL & MATERIAL TESTING PUBLIC WORKS
Approve a Request for Qualifications for Consulting Services Relating to
Professional Geotechnical and Material Testing Services, to be accepted
until December 8, 2016 at 10:00 a.m. in the Kittitas County Public Works
Department 411 N. Ruby Street, Suite 1, Ellensburg, WA and to authorize
the Clerk to publish said notice.
REQUEST FOR QUALIFICATIONS ENVIRONMENTAL/ARCHAEOLOGICAL PUBLIC WORKS
Approve a Request for Qualifications for Consulting Services Related to
Professional Environmental, Archaeological, and Planning Services, to be
accepted until December 8, 2016 at 10:00 a.m. in the Kittitas County
Public Works Department 411 N. Ruby Street, Suite 1, Ellensburg, WA and
to authorize the Clerk to publish said notice.
REQUEST FOR QUALIFICATIONS CIVIL, STRUCTURAL, CONSTRUCTION PUBLIC WORKS
Approve a Request for Qualifications for Consulting Services Relating to

Professional Civil, Structural, and Construction Engineering Services,
to be accepted until December 8, 2016 at 10:00 a.m. in the Kittitas
County Public Works Department 411 N. Ruby Street, Suite 1, Ellensburg,
WA and to authorize the Clerk to publish said notice.
ADMINISTRATIVE MATTERS – NONE
CITIZEN COMMENTS ON NON-AGENDA ITEMS
Janice Jump said she was concerned that the 1 year statute notice to
vacate was not being honored to the residents of Shady Acres. She felt
any land that may be available for affordable housing should be put
towards apartments and not a “club house” type of environment. She also
spoke of the bowling alley’s roof being in poor condition and felt the
building should be demolished.
BOARD DISCUSSION/DECISION ITEMS
CLAIM FOR DAMAGES DOUGLAS MITCHELL PROSECUTOR
Commissioner Osiadacz moved to approve a Claim for Damages filed by
Douglas Mitchell with the Kittitas County Auditor on October 11, 2016.
Commissioner Jewell seconded. There was discussion on the motion and
concerns expressed if it was approved.
Motion to approve payment for the Claim for Damages was denied with a
vote of 0-2.
FUNDING DEVELOPMENTAL DISABILITIES RECOMMENDATIONS PUBLIC HEALTH
Joann Schaan, Developmental Disabilities Coordinator, reviewed the
Request for Proposals that went out for one-time projects addressing
developmental disabilities information and education. The projects
received were from Eastside Opportunity Center; Entrust Community
Services; and Elmview. She reviewed their proposed projects; scores; and
the recommendations from the Developmental Disabilities Advisory
Committee. The Board thanked the committee for their work reviewing the
proposals and recommendations. Commissioner Jewell said he would like to
see a solicitation of 3 bids within the contract for outside services
and that all providers of Developmental Disability services be in the
video as well.
Commissioner Osiadacz moved to accept the Developmental Disabilities
Advisory Committee’s recommendation to fully fund Elmview’s project,
with the stipulation that the creation of the video be inclusive of all
providers contracted for Developmental Disabilities services in Kittitas
County; to deny the proposals submitted by Eastside Opportunity Center
and Entrust Community Services; and to direct Staff to prepare enabling

documents for a future meeting to include a Resolution and Contract for
Services. Commissioner Jewell seconded. Motion carried 2-0.
CLOSED RECORD HEARING BIG CREEK TRAILS (RZ-15-00001) CDS
Doc Hansen, Planning Official, reviewed a Staff Report and indicated he
had made the changes to the language previously directed by the Board at
the prior Agenda Session.
Commissioner Jewell said there were several typos throughout the
documents and he would get with Staff to review those prior to the next
Agenda. Commissioner Jewell moved to direct Staff to prepare enabling
documents for the Board’s consideration to be on the December 6, 2016
Agenda Session, under the Consent Agenda. Commissioner Osiadacz
seconded. The Board thanked the Applicant and Staff for their patience
during the process. Motion carried 2-0.
