2016-11-14 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S AUDITORIUM <br />SPECIAL MEETING <br /> <br />MONDAY 11:30 A.M. NOVEMBER 14, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board and Lisa Young, Human <br />Resource Director. <br /> <br />SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS <br /> <br />At 11:32 a.m. Chairman O’Brien opened a Special Meeting and <br />announced the Board would recess into an Executive Session for 15 <br />minutes per RCW 42.30.140 to consider Collective bargaining sessions <br />with employee organizations, including contract negotiations, <br />grievance meetings, and discussions relating to the interpretation <br />or application of a labor agreement; or (b) that portion of a <br />meeting during which the governing body is planning or adopting the <br />strategy or position to be taken by the governing body during the <br />course of any collective bargaining, professional negotiations, or <br />grievance or mediation proceedings, or reviewing the proposals made <br />in the negotiations or proceedings while in progress. Possible <br />action anticipated. <br /> <br />At 11:47 a.m. the Board reconvened out of Executive Session. No <br />action was taken. <br /> <br />At 11:47 a.m. Chairman O’Brien announced the Board would recess back <br />into Executive Session for 10 minutes per RCW 42.30.140 to consider <br />Collective bargaining sessions with employee organizations, <br />including contract negotiations, grievance meetings, and discussions <br />relating to the interpretation or application of a labor agreement; <br />or (b) that portion of a meeting during which the governing body is <br />planning or adopting the strategy or position to be taken by the <br />governing body during the course of any collective bargaining, <br />professional negotiations, or grievance or mediation proceedings, or <br />reviewing the proposals made in the negotiations or proceedings <br />while in progress. Possible action anticipated. <br /> <br />At 11:57 a.m. the Board reconvened out of Executive Session. Ms. <br />Young was directed to continue with negotiations. <br /> <br />Meeting adjourned at 11:57 a.m. <br /> <br /> <br />
