COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S AUDITORIUM
SPECIAL MEETING
MONDAY 11:30 A.M. NOVEMBER 14, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul
Jewell; and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board and Lisa Young, Human
Resource Director.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 11:32 a.m. Chairman O’Brien opened a Special Meeting and
announced the Board would recess into an Executive Session for 15
minutes per RCW 42.30.140 to consider Collective bargaining sessions
with employee organizations, including contract negotiations,
grievance meetings, and discussions relating to the interpretation
or application of a labor agreement; or (b) that portion of a
meeting during which the governing body is planning or adopting the
strategy or position to be taken by the governing body during the
course of any collective bargaining, professional negotiations, or
grievance or mediation proceedings, or reviewing the proposals made
in the negotiations or proceedings while in progress. Possible
action anticipated.
At 11:47 a.m. the Board reconvened out of Executive Session. No
action was taken.
At 11:47 a.m. Chairman O’Brien announced the Board would recess back
into Executive Session for 10 minutes per RCW 42.30.140 to consider

At 11:57 a.m. the Board reconvened out of Executive Session. Ms.
Young was directed to continue with negotiations.
