Currently, the standard fee for floodplain review is $180.00 and takes approximately 2 weeks to complete. Staff discussed implementing an "over the counter" floodplain permit supporting solar panels in the floodplain. Staff would look at the assessed value of the property against the value of the solar panel installation. The recommended fee is $50.00 for solar panel permitting. Commissioner Jewell suggested setting a public hearing to consider the issue on the August 2, 2016 agenda. Board Direction: Commissioner Jewell made a motion to set a public hearing on August 2, 2016 to consider floodplain solar panel permitting and to set an appropriate fee. Commissioner Osiadacz seconded the motion. RCO PROJECT NO. 13-1315 NANEUM, WILSON, CHERRY, WATERSHED ASSESSMENT EXTENSION: Board Direction: 411 N. Ruby, Suite #1 Ellensburg, WA 98926 Mark stated that originally the Naneum, Wilson Cherry Watershed Assessment project was to be completed December 2016. With the 2015 drought there was no enough streamflow to collect the necessary data needed. Staff sent in a request to RCO to extend the grant to May 31, 2017 with said request being approved. Commissioner O'Brien inquired if there will be any additional costs with the extension and Mark replied that the project is currently under budget and no additional costs are anticipated. Ruby, Ste. #1 Ellensburg, WA 98926 Mark presented requests for lowering the speed limit on West Nelson Siding Road. A public hearing was previously held regarding the same issue and the request was denied. Staff placed traffic counters to obtain new information on traffic speeds. 1-90 closures and construction are causing the traveling public to detour onto the back roads and are moving at high speeds. The average daily traffic on West Nelson Siding Road is 47.6 mph at three different locations. Discussion was held and members of the general public commented in support of the speed limit being reduced. Mark asked for direction in setting a public hearing to consider the reduction of the speed limit. Commissioner O'Brien would like staff to look into other options prior to setting a public hearing. After further, discussion staff was directed to set a public hearing for August 16, 2016 at 2pm. Schedule a public hearing for August 16, 2016 at 2pm to consider the reduction of speed limit on West Nelson Siding Road. Mark stated that staff has been working with Central Washington University and Midstate Aviation to get Central Washington University access to the main hangar at Bowers Field. Under the agreement Central Washington University would lease the ground floor of the main hangar due to the desire of the University to expand the University's flight program. Central Washington University is requesting a letter of commitment from the County in relation to the upcoming agreement with Midstate Aviation. Commissioner Jewell requested that the item be presented at another agenda session. Mark spoke on the Westside Road/Huntzinger Road projects. The plan going forward is to complete Westside Road first and then focus on Huntzinger Road. Previous staff failed to notice the consultant on the project that this is a federally funded project. Staff is working to beat the cutoff date to avoid an additional 20% match for the projects. Amendment documents for the projects have TEL (509)962-7523 FAX (509) 962-7663 Dept. of Public Works Page 3 been sent and staff is moving forward as if the project amendment has been approved. Board Direction: No Direction LODGE CREEKNIA KACHESS ROAD CULVERT REPLACEMENT. Mark reported that currently staff is working with the Corp of Engineers on getting the necessary information to start the project. The goal is to get the culvert placed before snow flies and we were able to skip the normal process of permitting due to the emergency status of the project. We are preparing to purchase the culvert with County funds and Old Castle is not able to deliver a culvert in the time frame necessary so a purchase order was sent to Granite Construction and Atkinson to secure a culvert. Atkinson is the current contractor on the WSDOT 1-90 project and will be assisting in the project. Board Direction: No Direction Mark R. Cook Director of Public Works 411 N. Cook RECOMMENDATION: Direct staff to prepare appropriate fee documentation for Board action. BACKGROUND: Numerous solar panel installations are being sought for homes located in various floodplains. The standard floodplain review fee is $180.00 and takes approximately two week in staff review. Recently, staff has communicated its intention to begin issuing an "over the counter" floodplain permit supporting solar panel deployments. Typically, we have looked at the value of the solar panel installation against the assessed value of the property defining the need for significant retrofit of the existing structure (greater than 50% value triggers the retrofit requirement). To date, none of the permitted solar panel installations has triggered the retrofit requirement. DISCUSSION: Staff proposes an expedited floodplain permit that verifies roof installation or pole mounted panels. The value of the improvement will be compared to the verified property value from assessor information contained in the county's tax parcel database system. Proposed installations less than 50% of the assessed value will be issued the floodplain permit over the counter. This approach satisfies our permitting and reporting obligations under the Community Rating System (FEMA). FISCAL IMPACTS: Public Works is suggesting a $50.00 fee for the over the counter permit. One hour of staff time is estimated at $30.00. The balance will offset annual reporting requirements to FEMA. ATTACHMENTS: None. Cook RECOMMENDATION: Acknowledge staffs work extending the grant deadline. BACKGROUND: Originally, the Naneum/Wilson/Cherry Creek Watershed Assessment project was slated to complete December 04, 2016. The 2015 drought provided little opportunity for streamflow data collection. The 2016 water year has been robust and significant data additional streamflow is expected during the 2017 water year (October 1 — September 30). DISCUSSION: Extending the grant deadline provides significantly better streamflow data by essentially skipping the drought year of 2015. Our request for time extension (May 2017) has been approved by RCO. FISCAL IMPACTS: None anticipated. RPT KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: July 11, 2016 TOPIC: Nelson West Siding Road Speed Limit Reduction Proposal ACTION REQUESTED: Schedule a Public Hearing LEAD STAFF: Mark R. Cook RECOMMENDATION: Schedule a public hearing to consider reducing the speed limit on Nelson West Siding Road from 50 MPH to 35 MPH. BACKGROUND: Last year, Public Works conducted a speed study at Nelson West Siding Road at the request of concerned citizens. The speed study validates the current 50 MPH speed (85th percentile 54.5 MPH). Staffs recommendation was not to change the speed limit and no action was taken. Recently, the community requested to revisit the speed limit for Nelson West Siding Road. Public Works has compiled data from Upper Peoh Point Road (reduced to 35 MPH) to compare similar statistics from Nelson West Siding Road. The comparison is tabulated in EXHIBIT 1 and is attached. DISCUSSION: Recent data verifies that Upper Peoh Point Road average daily traffic is not meeting the posted 35 MPH (average of five locations is 49.5 MPH). Average daily traffic at Nelson West Siding Road is traveling 47.6 MPH (three locations). FISCAL IMPACTS: The cost of posting 35 MPH speed signs is estimated at approximately $1,600. Cook RECOMMENDATION: Authorize the Chair's Signature on a Letter of Intent to Lease the Main Hangar at Bowers Field for an Initial Five Year Period (10-01-2017 to 10-01-2022). BACKGROUND: Staff has worked with Midstate Aviation (MA) and Central Washington University (CWU) for the past several months preparing a purchase and sale agreement allowing CWU access to the county's main hangar. Under the terms of the proposed agreement, MA will lease the ground floor of the office portion of the main hangar to CWU for a period of one year terminating the last day of September 2017. At that time, MA proposes vacating the upper story of the main hanger making the entire facility available to CWU. DISCUSSION: CWU is preparing to finalize and accept terms from MA in the near future (prior to 07-15- 2016). CWU desires a signal from the County that the County is willing to allow the sublease of the ground floor of the office portion of the main hangar from MA until September 30, 2016. CWU furthers desires commitment from the County to lease the entire main hanger to CWU at the conclusion of the sublease for a period of five years (assuming current market rate at the time of lease). The County's support and willingness to assist both parties in this purchase action affords time for MA to transition its business model and affords CWU the ability to fully implement its aviation training program at Bowers Field. FISCAL IMPACTS: None are anticipated. Prior to the vacation, MA is offering to sublease to CWU, the ground floor of the office portion of the main hangar building. The County supports this sublease proposal. We further understand that CWU desires a signal from the Countythat it will look favorably at leasing the main hangar to CWU once MA vacates the facility. The County does intend to make a lease available to CWU once MA vacates the main hangar. The initial lease will be for a period of five (5) years and is subject to market rate lease rate effective October 1, 2017. We are pleased that MA and CWU are working together creating additional opportunities for the University's Aviation Program. We hope this opportunity creates a long lasting working relationship between the County and CWU and creates additional future opportunities working with MA.
