Mark presented the annual County Road
Administration Board digital submittal for approval.
Mark would like to point out that there is a
considerable amount of money that we qualified for
day labor expense this year. In the coming years
staff will look at the possibility for more day labor
projects. Commissioner Jewell asked for
clarification of day labor projects. Mark replied the
Lambert Road hard surfacing. Projects that can be
done with county crews. Commissioner Jewell
asked what the threshold was for the program.
Mark stated that it's a percentage. Going forward
he'd like to focus more on the annual program and
work closer with maintenance. Discussion was
held.
Board Direction: Commissioner Jewell made a motion to
approve the digital submittal certification to the
County Road Administration Board.
Commissioner Berndt seconded the motion.
Approved.
REQUEST TO AUTHORIZE THE
PUBLIC WORKS DIRECTOR
TO SIGN TASK ORDER NO. 8

ENGINEERS, INC.: Mark stated that currently we have a contract with
Sargent Engineers for structural engineering on our
bridges. Task Order No. 8, Amendment 2 is

Thorp Highway bridge abutment. Last year during
a routine bridge inspection it was discovered that
an abutment timber was completely rotten and one
lane was closed. Staff went into an emergency
design to replace that structure. The previous
County Engineer wanted to avoid any permitting on
the project and gave direction to the Consultant to
do a design where it would leave us out of a
permitting condition. That design was provided in
late January, early February. Bridge Inspector Ken
Bamford and Mark felt that it couldn't be
constructed the way it was designed. Mark brought
the design concerns to the Consultant and he felt it
would be very difficult to build. It was agreed to
push the project back and pursue an alternative
design. Some level of permitting may be necessary
for the new design. Commissioner O'Brien asked
what the total value of the project. Mark responded
$75,000. Commissioner Berndt inquired as to how
much was lost in funding for the previous design
and it is around $30,000. Discussion was held.
Board Direction: Commissioner Jewell made a motion to
authorize the Director's signature on Task
Order No. 8, Amendment 2 with Sargent
Engineers, Inc. Commissioner Berndt
seconded the motion. Approved.
REQUEST TO AUTHORIZE THE
PUBLIC WORKS DIRECTOR TO
SIGN TASK ORDER NO. 11 WITH
SARGENT ENGINEERS, INC.:
On the current 6 year Transportation Improvement
Plan the No. 6 Road Bridge Replacement is
budgeted in the plan for $125,000 for design this
year. We have gotten a task order from the bridge
design consultant in the amount of $114,000, which
is less than we anticipated paying. Mark is asking
to get approval to sign the task order with Sargent
Engineers, Inc. Discussion was held.
Board Direction: Commissioner Jewell made a motion to
authorize the Director's signature on Task
Order No. 11 with Sargent Engineers, Inc.
Commissioner Berndt seconded the motion.
Approved.

REQUEST TO AUTHORIZE THE PUBLIC
WORKS DIRECTOR TO SIGN TASK
ORDER NO. 92 WITH SARGENT
ENGINEERS, INC.:
Mark reported that last week he and Bridge
Inspector Ken Bamford were under the Hungry
Junction Road Bridge and there is some significant
corrosion to the exterior girders. Mark would like to
get Sargent Engineers, Inc. out to look at the bridge
to see if a load limit is wise for the structure.
Discussion was held.
Board Direction: Commissioner Jewell made a motion to
authorize the Director's signature on Task
Order No.12 with Sargent Engineers, Inc.
Commissioner Berndt seconded the motion.
Approved.
Other Business: Traffic Diversion — Mark stated that he is not
seeking board action on this topic. He has
concerns on the level of service from the Sheriff's
Office for chipseal support and for traffic studies;
and also illegal dumping that is occurring with no
response. He's requesting to have a conversation
regarding the topic. Commissioner Jewell
suggested getting the topic on the Law and Justice
Study Session and get with Mandy in the
Commissioner's Office to schedule.

WORK SESSION STAFF REPORT
WORK SESSION DATE: March 28, 2016
TOPIC: Sargent Engineers, Inc. Task Order No. 8 Amendment 2
ACTION REQUESTED: Request to Authorize the Directors Signature on the
Task Order
LEAD STAFF: Mark R. Cook
RECOMMENDATION:
Authorize the Director's signature on the Task Order.
BACKGROUND:
In fall 2015, during a routine bridge inspection, staff identified a failed wooden
abutment on the North Thorpe Highway/Taneum Road intersection. An
immediate design proposal was sought from Sargent Engineers. The previous
County Engineer directed a design anticipating construction without having to
obtain federal permitting.
In February 2016, Public Works reviewed the proposed design and identified
significant constructability issues with the design.
DISCUSSION:
We are asking Sargent Engineers to redesign the structure and provide
permitting support for late 2016 — early 2017 construction.
FISCAL IMPACTS:
Redesign costs are estimated at $28,550.

ACTION REQUESTED: Request to Authorize the Directors Signature on the
Task Order
LEAD STAFF: Mark R. Cook
RECOMMENDATION:
Authorize the Director's signature on the Task Order.
BACKGROUND:
Ongoing bridge inspections are revealing structural issues of concern requiring
structural engineering evaluation. On 3-23-2016, a site visit to Hungry Junction
Road (Cascade Canal crossing) identified significant corrosion of exterior girder
reinforcing steel. Portions of the reinforcing steel can now be removed by hand.
DISCUSSION:
While the reinforcing steel corrosion appears bad, a structural evaluation from
Sargent Engineers, Inc. will likely define any necessary remediation efforts.
Public Works anticipates additional needs during our 2016 bridge inspection
cycle. Having access to on-call inspection services will minimize delays
responding to inspections of concern going forward in 2016.
FISCAL IMPACTS:
$10,000 is requested for initial task order authorization.

Traffic Law Enforcement Diversion
Support Staff Developing an Annual
Contract Service Package with the Sheriff's
Office
RECOMMENDATION:
Support staff developing a package of support services for 2016.
BACKGROUND:
Annually, the Sheriffs Office requests a diversion of Road Fund dollars
supporting traffic law enforcement duties. We recently received the 2015
certification of road fund expenditures for traffic law enforcement from the
Auditor's Office.
DISCUSSION:
Reviewing the certification supplied by Sheriff Gene Dana, we note a number of
traffic related response totaling 2705 hours of service. The list of responses on
County Roads in 2015 includes 2602 traffic stops, 333 vehicle contacts, and 889
total accidents.
In mid -2015, I contacted the Sheriffs Office for an initial discussion regarding
Public Works service requests. I requested uniform presence during our annual
chip seal operation and I was offered the Citizen's Patrol. We also request
investigative services regarding illegal dump sites where we have secured mail
and other data we believe useful in tracking down the folks responsible for the
illegal dumping.
Public Works believes our interests are better served by negotiating an annual
service package of support services from the Sheriff's Office. Rather than
responding to every request for speed study (residents tied of speeding), it would
be helpful to Public Works to station a uniformed deputy in those areas engaging
in enforcement ahead of deploying all of the resources associated with a speed
study. We also have numerous occasions where people speed through our
construction zones. We believe maintenance crew safety concerns warrant
increased traffic enforcement support from the Sheriff's Office.

PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
Public Works recognizes the listed response to County Road related service calls
reported by the Sheriff's Office in 2015 and we question if these calls would go
unanswered without the $200,000 in Road Fund diversion in 2015.
FISCAL IMPACTS:
The negotiated service package could result in added law enforcement expense.
