COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. NOVEMBER 1, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul Jewell;
and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director; Neil Caulkins, Deputy Prosecutor; Dan Carlson, CDS Director;
Dusty Pilkington, Staff Planner; Marsha Weyand, Assessor; Danny

CALL TO ORDER
Chairman O’Brien called the meeting to order.

Marsha Weyand, Assessor introduced Danny Rominger as their new
Appraiser.

Commissioner Jewell moved to approve the Agenda, as presented.
Commissioner Osiadacz seconded. Motion carried 3-0.

APPOINTMENT CINDY ULTICAN COMMISSIONERS
Approve the appointment of Cindy Ultican to the Kittitas County
Homelessness & Affordable Housing Committee, for a two-year term
effective immediately and expiring on December 31, 2016.
AGREEMENT RICHARD DIAZ COMMISSIONERS
Approve a Personal Services Agreement between Kittitas County and
Richard Diaz, in the amount of $4,600.00 to perform duties relating to

calculating PILT amounts for Department of Natural Resources parcels
identified as Community Forest Trusts and Department of Fish & Wildlife
parcels.
AMENDMENT 9 DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Amendment No. 9 to the 2015-2017 Consolidated Contract Number
C17114 between the Department of Health and the Kittitas County Public
Health Department, from January 1, 2015 through December 31, 2017
increasing the amount by $1,600.00 for a revised maximum amount of
$333,183.00.
RESOLUTION 2016-140 SECURITY COMMITTEE BYLAWS HUMAN RESOURCE
Approve Resolution No. 2016-140, In the Matter of Updating the Security
Committee Bylaws.
RESOLUTION 2016-141 WASHINGTON COUNTIES RISK POOL HUMAN RESOURCE
Approve Resolution No. 2016-141, In the Matter of Continuing
Relationships with the Washington Counties Risk Pool and the Related
Appointments and Designations of/for Each Member County.
LIABILITY COVERAGE WASHINGTON COUNTIES RISK POOL HUMAN RESOURCE
Approve a Memorandum of Liability Coverage for the Washington Counties
Risk Pool (WCRP) Joint Self-Insurance Liability Program Declarations
beginning October 1, 2016 through October 1, 2017.
RESOLUTION 2016-142 SALES & USE TAX – ROSLYN PUBLIC WORKS
Approve Resolution No. 2016-142, to Approve the 2017 Distressed County
Sales & Use Tax Infrastructure Improvement Program Agreement with the
City of Roslyn, in the amount of $41,250.00, effective January 1, 2017.
RESOLUTION 2016-143 SALES & USE TAX – KITTITAS PUBLIC WORKS
Approve Resolution No. 2016-143, to Approve the 2017 Distressed County
Sales & Use Tax Infrastructure Improvement Program Agreement with the
City of Kittitas, in the amount of $249,120.00, effective January 1,
2017.
RESOLUTION 2016-144 SALES & USE TAX – CLE ELUM PUBLIC WORKS
Approve Resolution No. 2016-144, to Approve the 2017 Distressed County
Sales and Use Tax Infrastructure Improvement Program Agreement with the
City of Cle Elum, in the amount of $47,500.00, effective January 1,
2017.

CALL FOR BIDS SNOW & ICE CONTROL PRODUCTS PUBLIC WORKS
Approve a Notice of Call for Bids for Snow & Ice Control Products for
the Calendar Year 2017, to be accepted until November 17, 2016 at 2:00
p.m. at the Kittitas County Public Works Office, 411 North Ruby Street,
Suite 1, Ellensburg, WA and to authorize the Clerk to publish said
notice.
SET PUBLIC HEARING S LOOKOUT MOUNTAIN DR/EAST MOUNTAIN DR PUBLIC WORKS
Approve Setting a Public Hearing to consider updating Kittitas County
Code Chapter 10.12.010 Stops & Yields designated for South Lookout
Mountain Drive at the Intersection of East Mount Daniels Drive and on
East Mount Daniels Drive at the Intersection of South Delta Street, to
be held on Monday November 21, 2016 at 1:30 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice.
RESOLUTION 2016-145 NORTHWEST CHIMPANZEE SANCTUARY CUP CDS
Approve Resolution No. 2016-145, for the Northwest Chimpanzee Sanctuary
Conditional Use Permit (CU-15-007), to expand the already existing
sanctuary and a new parking facility, located approximately 58 feet east
off State Road 10, in a portion of 11, T19N, R16E, WM in Kittitas County
(Assessor’s Map Number 19-16-11000-0006).
CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE
Chairman O’Brien announced the Board would recess for five minutes at
10:03 a.m.
At 10:08 a.m. the Board reconvened into their Agenda Session.
BOARD DISCUSSION/DECISION ITEMS
CLOSED RECORD HEARING BIG CREEK TRAILS REZONE CDS
Doc Hansen, Planning Official, reviewed a Staff Report and draft changes
as directed by the Board at the previous hearing. He provided revised
language for their consideration relating to conditions for
environmental Open Space and water and noted the conditions had been
reviewed with the applicant. Marsha Weyand, Assessor and Neil Caulkins,
Deputy Prosecutor provided information relating to the creation of
separate parcels, noting that the rezone and plats would eventually
accompany the Final PUD and it would be first presented to the Community
Development Services Department followed by the Board of County
Commissioners for their consideration, along with a Development

Agreement. Mark Cook, Public Works Director provided information
regarding legal access to the parcel. The Board asked questions and for
clarification from Staff.
Commissioner Jewell moved to continue the Closed Record Hearing to
November 15, 2016 at 10:00 a.m. and direct Staff to prepare enabling
documents with updated language as proposed by the Board of County
Commissioners. Commissioner Osiadacz seconded. Motion carried 3-0.
