COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS AUDITORIUM
SPECIAL MEETING
TUESDAY 2:00 P.M. NOVEMBER 1, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul
Jewell and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Jerry Pettit, Auditor;
Gene Dana, Sheriff; Brett Wachsmith, Treasurer and 3 members of the
public.
PUBLIC HEARING ALARM SYSTEMS SHERIFF
At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider a
proposed Ordinance to add Chapter 9.70 Alarm Systems to the Kittitas
County Code.
GENE DANA, SHERIFF provided a Staff Report and explained the
proposed Ordinance would be to promote more effective and efficient
law enforcement services to the public through prevention of false
alarms and reduction of responses to false alarms. It is to be
accomplished by a combination of equipment standards and regulatory
or enforcement actions.
THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE
HEARING WAS CLOSED.
ORDINANCE 2016-021 ALARM SYSTEMS SHERIFF
COMMISSIONER JEWELL moved to approve Ordinance No. 2016-021, to Add
Chapter 9.70 Alarm Systems to the Kittitas County Code, and to Amend
the Ordinance in Section 9.70.110 by striking sentence 2 and 3.
COMMISSIONER OSIADACZ seconded.
COMMISSIONER JEWELL explained reasoning’s of striking out the
funding reference in the draft Ordinance. He thought the amount of
funds would be very small amount and a portion goes to State and the
rest of it should go to the General Fund. He felt it could be used
for maintaining maximum flexibility, and it would be more efficient
for personnel to track. Motion carried 3-0.
PUBLIC HEARING RESALE OF TAX TITLE PROPERTIES TREASURER
At approximately 2:13 p.m. CHAIRMAN O’BRIEN opened a Public Hearing
to consider the Resale of Tax Title Properties Parcel Numbers
032934, 042934, 351334, 371334, 381334, and 411534.

BRETT WACHSMITH, TREASURER provided information on three
applications for the Resale for Tax Title Property applications. He
said there were a total of 6 parcels requesting to be purchased. He
previously spoke with the Public Works Department and they believed
the County has no vested interest in retaining the parcels.
He said there were two identical bids received for Parcel #411534
from Gary Berndt and Casey Inman.
THOSE PRESENT & TESTIFYING: VINCE FRASTO said he would like to bid
on property he had been notified about from the Treasurer’s office.
GARY BERNDT said he received a letter from the Treasurer and the
parcel he is interested in is directly adjacent to his home. THERE
BEING NO ONE ELSE REQUESTING TO TESTIFY THE PUBLIC PORTION OF THE
HEARING WAS CLOSED.
SALE PARCEL NO. 351334, 371334, 381334 TREASURER
COMMISSIONER JEWELL moved to approve the Application for Resale of
Tax Title Property from John and Colleen Sullivan for Parcel No.
351334, 371334, and 381334, as presented. COMMISSIONER OSIADACZ
seconded. COMMISSIONER JEWELL explained reasons why it was in the
best interest of the public to authorize the sale. Motion carried 3-
0.
SALE PARCEL NO. 032934 & 042934 TREASURER
COMMISSIONER JEWELL moved to deny the Application for Resale of Tax
Title Property from Gilbert Knotts; authorize the sale of Parcel No.
032934 & 042934; and direct the Treasurer to conduct an auction for
the sale to the highest bidder. COMMISSIONER OSIADACZ seconded.
Motion carried 3-0. COMMISSIONER JEWELL noted the auction was
appropriate for competing bids and the sale was in the best interest
of the public.
SALE PARCEL 411534 TREASURER
COMMISSIONER JEWELL moved to deny the two Applications for the
Resale of Tax Title Property from Gary Berndt and Casey Inman;
authorize the Sale of Parcel No. 411534; and direct the Treasurer to
conduct an auction for the sale to the highest bidder. COMMISSIONER
OSIADACZ seconded. Motion carried 3-0. COMMISSIONER JEWELL noted the
auction was appropriate for competing bids and the sale was in the
best interest of the public.
The meeting was adjourned at 2:31 p.m.
