11/01/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. NOVEMBER 1, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Jerry Pettit, Auditor; <br />Gene Dana, Sheriff; Brett Wachsmith, Treasurer and 3 members of the <br />public. <br /> <br />PUBLIC HEARING ALARM SYSTEMS SHERIFF <br /> <br />At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider a <br />proposed Ordinance to add Chapter 9.70 Alarm Systems to the Kittitas <br />County Code. <br /> <br />GENE DANA, SHERIFF provided a Staff Report and explained the <br />proposed Ordinance would be to promote more effective and efficient <br />law enforcement services to the public through prevention of false <br />alarms and reduction of responses to false alarms. It is to be <br />accomplished by a combination of equipment standards and regulatory <br />or enforcement actions. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />ORDINANCE 2016-021 ALARM SYSTEMS SHERIFF <br /> <br />COMMISSIONER JEWELL moved to approve Ordinance No. 2016-021, to Add <br />Chapter 9.70 Alarm Systems to the Kittitas County Code, and to Amend <br />the Ordinance in Section 9.70.110 by striking sentence 2 and 3. <br />COMMISSIONER OSIADACZ seconded. <br /> <br />COMMISSIONER JEWELL explained reasoning’s of striking out the <br />funding reference in the draft Ordinance. He thought the amount of <br />funds would be very small amount and a portion goes to State and the <br />rest of it should go to the General Fund. He felt it could be used <br />for maintaining maximum flexibility, and it would be more efficient <br />for personnel to track. Motion carried 3-0. <br /> <br />PUBLIC HEARING RESALE OF TAX TITLE PROPERTIES TREASURER <br /> <br />At approximately 2:13 p.m. CHAIRMAN O’BRIEN opened a Public Hearing <br />to consider the Resale of Tax Title Properties Parcel Numbers <br />032934, 042934, 351334, 371334, 381334, and 411534. <br />
