OCTOBER 4, 2016 Board members present: Chairman Obie O’Brien; Vice-Chairman Paul Jewell and Commissioner Laura Osiadacz. Others: Julie Kjorsvik, Clerk of the Board; Doc Hansen, Planning Official; Luke Huck, Engineer; Mark Cook, Public Works Director; Val Barschaw, Clerk; Neil Caulkins, Deputy Prosecutor; and 3 members of the public. CALL TO ORDER Chairman O’Brien called the meeting to order. PLEDGE OF ALLEGIANCE Chairman O’Brien led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES – NONE AWARDS & RECOGNITIONS – NONE APPROVAL OF AGENDA Commissioner Jewell moved to approve the Agenda, as presented. Commissioner Osiadacz seconded. Motion carried 3-0. CONSENT AGENDA Commissioner Jewell explained he had originally planned on being gone for the Agenda and did not have an opportunity to review the Consent Agenda so he would be abstaining from the vote. Commissioner Osiadacz moved to approve the Consent Agenda, as presented. Chairman O’Brien seconded. Motion carried 2-0. APPOINTMENT PUBLIC LANDS ADVISORY COMMITTEE COMMISSIONERS Approve the appointment of Justin Vincett and Mark Eylar to the Public Lands Advisory Committee for a 3 year-term, effective immediately and ending on January 1, 2017 (Vincett) and January 1, 2019 (Eylar). 10/04/2016 MINUTES 3 AGREEMENT nCOURT CLERK Approve an Agreement between the Kittitas County Superior Court and nCourt LLC to provide an electronic payment processing program. RESOLUTION 2016-120 WATER DISTRICT #2 AUDITOR Approve Resolution No. 2016-120, Approving an Interlocal Agreement between Kittitas County and Kittitas County Water District #2 for Processing their own Accounts Payable and Payroll Warrants Independent of the Kittitas County Auditor’s Office Warrant Processing System. RESOLUTION 2016-121 JBLM-YAKIMA TRAINING CENTER SHERIFF Approve Resolution No. 2016-121, Authorizing an Interlocal Agreement between Director of Emergency Services, JBLM-Yakima Training Center Joint Base Garrison, Joint Base Lewis-McChord (JBLM) and the Kittitas County Sheriff’s Office. RESOLUTION 2016-122 SETTING FEE SCHEDULE SHERIFF Approve Resolution No. 2016-122, Amending Resolution No. 2004-02, Setting a Fee Schedule for the Kittitas County Sheriff’s Office. AGREEMENT WASHINGTON STATE MILITARY DEPT. SHERIFF Acknowledge Amendment A to Grant Agreement Number E16-071, between the Washington State Military Department and the U.S. Department of Homeland Security and the Kittitas County Sheriff’s Office. AGREEMENT COMMUNITY HEALTH OF CENTRAL WASHINGTON PUBLIC HEALTH Approve an Agreement between the Kittitas County Public Health Department and Community Health of Central Washington, to provide services for the Children with Special Health Care Needs program which is part of the Maternal Child Health Block Grant effective October 1, 2016 through September 30, 2017. AGREEMENT TRELLIS CENTER PUBLIC HEALTH Approve a Professional Services Agreement between Trellis Center and the Kittitas County Public Health Department to provide services for persons with Developmental Disabilities, in the amount of $62,400.00 from July 1, 2016 through June 30, 2017. CONTRACT DEPARTMENT OF HEALTH PUBLIC HEALTH Approve Amendment No. 8 to the 2015-2017 Consolidated Contract #C17114 10/04/2016 MINUTES 4 between the Department of Health and the Kittitas County Public Health Department, beginning January 1, 2015 through December 31, 2017. RESOLUTION 2016-123 MANASTASH ROAD BRIDGE PUBLIC WORKS Approve Resolution No. 2016-123, Authorizing Chair’s Signature on the County Road Administration Board Rural Arterial Program Project Final Prospectus for Biennium 2017-2019 for the Manastash Road Bridge No. 76131 Replacement Project at MP 10.60. SET PUBLIC HEARING LESTER & SCHNEBLY ROAD PUBLIC WORKS Approve Setting a Public Hearing to consider Updating Kittitas County Code Chapter 10.12.010 Stops and Yields designated for the Intersection of Lester Road and Schnebly Road, to be held on Tuesday October 18, 2016 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. SET PUBLIC HEARING SONES & PARKE CREEK ROAD PUBLIC WORKS Approve Setting a Public Hearing to consider Updating Kittitas County Code Chapter 10.12.010 Stops and Yields designated for the Sones Road and Parke Creek Road Intersection, to be held on Tuesday October 18, 2016 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2016-124 JACOBS ENGINEERING GROUP, INC. PUBLIC WORKS Approve Resolution No. 2016-124, to enter into a Professional Services Agreement with Jacobs Engineering Group, Inc. to provide Scoping-Level Environmental Reviews for Kittitas County Road Projects for the Six-Year Transportation Improvement Plan and to Authorize the Public Works Director to Sign said Agreement. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE BOARD DISCUSSION/DECISION ITEMS CLAIM FOR DAMAGES DOUGLAS PHILBRICK PROSECUTOR Commissioner Jewell moved to deny Claim for Damages filed by Douglas Philbrick with the Kittitas County Auditor’s office on September 8, 10/04/2016 MINUTES 5 2016, as recommended by the Prosecutors office. Commissioner Osiadacz seconded. Motion carried 3-0. CLOSED RECORD HEARING BIG CREEK TRAILS REZONE CDS Doc Hansen, Planning Official, indicated he received a request from the applicant of the Big Creek Trails Rezone to continue the Closed Record Hearing until October 18, 2016 at 10:00 a.m. Commissioner Jewell moved to continue the Closed Record Hearing to October 18, 2016 at 10:00 a.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA. Commissioner Osiadacz seconded. Motion carried 3-0.
