COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING
TUESDAY 11:00 A.M. SEPTEMBER 27, 2016
Board members present: Chairman Obie O’Brien (by-phone), Vice-
Chairman Paul Jewell. Absent: Commissioner Laura Osiadacz
Others: Mandy Buchholz, Deputy Clerk of the Board; Neil Caulkins,
Deputy Prosecutor; Doc Hansen, Planning Official and Dan Carlson,
CDS Director.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 11:01 a.m. Chairman O’Brien opened a Special Meeting and
announced the Board would recess into an Executive Session for 20
minutes per RCW42.30.140 (4)(a) Collective bargaining sessions with
employee organizations, including contract negotiations, grievance
meetings, and discussions relating to the interpretation or
application of a labor agreement; or (b) that portion of a meeting
during which the governing body is planning or adopting the strategy
or position to be taken by the governing body during the course of
any collective bargaining, professional negotiations, or grievance
or mediation proceedings, or reviewing the proposals made in the
negotiations or proceedings while in progress. No action was
anticipated.
At 11:21 a.m. the Board reconvened out of Executive Session. No
action was taken.
At 11:21 a.m. Chairman O’Brien announced the Board would recess back
into Executive Session for 20 minutes per RCW42.30.140 (4)(a)

At 11:51 a.m. the Board reconvened out of Executive Session. Staff
was directed to continue negotiations and report back.
Meeting adjourned at 11:51 a.m.
