09/20/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. SEPTEMBER 20, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Lucas Huck, Engineer; Holly Duncan, Environmental Health <br />Specialist, and 3 members of the public. <br /> <br />PUBLIC HEARING SPEED LIMIT – MANASTASH ROAD PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider a <br />potential speed limit reduction on Manastash Road and to Amend <br />Section 10.08.020 of the Kittitas County Code. <br /> <br />LUCAS HUCK, ENGINEER reviewed a proposed Ordinance which would <br />reduce the speed limit from 50 mph to 35 mph on Manastash Road from <br />Cove Road west. He reviewed the dense vegetation, number of driveway <br />access, and a change in roadway conditions. He said they conducted a <br />speed study and their recommendation to lower the speed limit was <br />based on the perception change to the drivers and recommended Board <br />approval. <br /> <br />THOSE PRESENT & TESTIFYING: DENNIS CONNERS said they live on <br />Manastash Road and was pleased to hear the Engineers report to lower <br />the speed limit. He felt it would benefit everyone and increase <br />safety in the area. DEBRA CONNERS spoke in favor of lowering the <br />speed limit. She said they walk their dog on a daily basis and see a <br />lot of people run the stop sign near the trail head and hoped <br />lowering the speed limit would increase safety. THERE BEING NO <br />OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS <br />CLOSED. <br /> <br />ORDINANCE 2016-018 SPEED LIMIT – MANASTASH ROAD PUBLIC WORKS <br /> <br />COMMISSIONER JEWELL moved to approve Ordinance No. 2016-018, <br />Establishment of a Speed Zone and the Placement of Speed Limit Signs <br />on Manastash Road from Cove Road West and Amend Section 10.08.020 of <br />the Kittitas County Code. COMMISSIONER OSIADACZ seconded. Motion <br />carried 3-0. <br /> <br />The meeting was adjourned at 2:08 p.m. <br /> <br /> <br />
