Mark gave background on the removal of the bridge and the damage that helped make that decision. After the removal Kittitas Reclamation District, Kittitas Valley Fire and Rescue and the Kittitas County PUD No. 1 reported that the structure was used by them and requested to replace the bridge. Staff did some research and have found a solution to put in a 25' bridge. The pricing should be under the $40,000.00. Anticipating a small number of response and the Small Works Roster will be used to solicit bids and also advertised in the newspaper of record. Discussion was held. Board Direction: Commissioner Osiadacz made a motion to approve Resolution 2016-083 for the authorization for a Call for Bids for the Silica Road Bridge Procurement. Commissioner O'Brien seconded the motion. No discussion. OTHER BUSINESS: Mark stated he has six other items to add under other business. Luke Huck reported that the City of Ellensburg submitted a request to put in a bike path through the John Wayne Trail at Alder down 8th — they would like a guide sign and arrows painted along the path. Luck stated that they went ahead and approved the sign placement. The Board of County Commissioners does not need to approve this sign only regulatory signage. 411 N. Ruby, Suite #1 TEL (509) 962-7523 Ellensburg, WA 98926 FAX (509) 962-7663 Dept. of Public Works Page 2 Luke gave an update on Lodge Creek — Via Kachess culvert replacement. Working with Old Castle to get an estimate for a culvert to replace the bridge, staff should see the estimate in a few days and then go ahead with a Purchase Order Agreement to them. Jacobs is moving along on the design. Still on an August timeline to perform work and are on schedule for an early September road closure. Leave as a gravel surface and pave in the spring. An open house has been scheduled on July 26th from 4pm to 6pm at the Community Club House. Further discussion was held. Luke stated that he has finished the review of the Palomino Fields Plat. Mark and Luke met with Pat Deneen to go over concerns before official comment was made. It was discovered that some of the property does fall in a floodplain and a permit will be required as well as a new storm water plan. Discussion was held regarding Blackhorse and the ongoing issues with storm water and continued flooding. More needs to be reviewed and submitted from D.R. Horton to resolve the issues. Sidewalks have been poured along Reecer Creek Road and they are performing what work they can. Luke reported that the survey crew is staking the right of way of Mt. Daniels Drive. He will make a site visit and discuss the right of way and construction with the residents that live in the area. It should be a two week project once design is complete. Chipseal will be completed at a later date. Discussion was held on alternate routes in Grasslands. Mark reported that a conversation was had with FHWA regarding the FLAP grant. The locations can be re -tasked and staff was unaware of this. Mark added that when he signed the match agreement for Teanaway culvert improvements. We are using the left over funds from the 5 million dollar project for the matching funds. Discussion was held on design and next steps. Mark stated that an alternate project be done with regards to Ringer Loop. The Department of Military approved the estimate for the alternate project and the strategy has paid off. A letter of approval will follow. And staff would recommend the purchasing of equipment with the funds from the alternate project. Mark R. Cook Director of Public Works 411 N. To the anchor plate, two 1.25" diameter by 5" long fully -threaded zinc plated rods shall be welded, spaced to match the hole spacing in the bridge bearing plates and elastomeric pads. Two nuts and one washer (all galvanized) shall be supplied with each rod. Two precast concrete sills shall be designed and supplied by the Bridge Manufacturer. The precast concrete sills shall be cast by a plant which carries the National Precast Concrete Association (NPCA) certification. The precast concrete sills shall be 1'-6" deep by 2'-6" wide by 16'-0" long. The precast concrete sills shall be reinforced with stirrups and longitudinal reinforcing bars (minimum Grade 40), have a minimum concrete strength of 4000psi, and shall be sized by the Bridge Manufacturer to support all applied loads. A 2" minimum concrete cover shall be maintained for all reinforcing. Lifting lugs shall be installed to aid in the unloading and placement of the precast concrete sills. On top of the precast concrete sill, an A588 plate (1/2" thick by 6" wide by 15'-0" long) shall be embedded into the concrete with shear studs. This top plate will be used to attach the anchor plates via field welding by the Contractor. The soil onto which the precast concrete sills set shall have a minimum allowable bearing pressure of 3700psf. Contractor and Owner are responsible for verifying the soil capacity and following all recommendations by a Geotechnical Engineer to assure that the soil capacity is met. The back wall system shall be comprised of two pieces of galvanized sheet piling. The sheet piling shall be of 10 -gage material, 3.25" high and 19.625" wide. Back walls shall be designed to support the backfill and applied traffic loads. Filler metal shall be in accordance with the applicable AWS Filler Metal Specification, and shall match the corrosion properties of the base metal. 9.2 Welders Welders shall be qualified for each process and position used while fabricating the bridge. Qualification tests shall be in accordance with AWS D1 A. All weld qualifications and records shall be kept in accordance with the Fabricators Quality Assurance Manual which has been approved by AISC. 9.3 Bolted Splices For shipping purposes, the bridge may be fabricated in sections. Sections shall be field assembled using bolted connections and or field welding as indicated on the drawings. Tightening of all structural bolts shall be by Turn -of -the -Nut Method. 10.0 QUALITY CONTROL 10.1 Al SC Certification The bridge shall be fabricated in a shop owned by the Bridge Manufacturer. This facility shall have up to date certification by AISC as a Certified Bridge Fabrication - Intermediate (Major) with Fracture Critical Endorsement. 10.2 Certified Weld Inspector The bridge manufacturer shall employ a Certified Weld Inspector (CWI), with endorsement by AWS QC1. This CWI shall be present during the complete fabrication of the bridge. The CWI shall provide written documentation that the bridge has been fabricated in accordance with these specifications and the approved design drawings. 10.3 Documentation Material Certifications shall be available for review for all materials within the bridge. Traceability of heat numbers is required for all steel. Documentation showing the performance of all critical quality checks shall also be made available for review by the Engineer or Owner. 10.4 Non -Destructive Testing All welds within the structure, shall be visually inspected for conformance to size, under cut, profile and finish. 11.0 DELIVERY AND ERECTION 11.1 Delivery Delivery shall be made via truck to a location nearest the site which is accessible to normal over -the -road equipment. All trucks delivering bridge materials will need to be unloaded at the time of arrival. If the erection Contractor needs special delivery or delivery is restricted he shall notify the Bridge Manufacturer prior to bid date. This Page 6 of 7 includes site issues which may prevent over -the -road equipment from accessing the site. Steerable dollies are not used in the cost provided by the Bridge Manufacturer. Determining the length of bridge section which can be delivered is the responsibility of the Contractor, and shall be communicated to the Bridge Manufacturer prior to the bid date. 11.2 Installation & Lifting Procedures The Bridge Manufacturer will provide a standard typical written procedures for lifting and splicing the bridge.
