He <br />stated that the Department received a petition signed by <br />about 30 property owners of Biltmore Drive. There are two <br />processes in the State of Washington where RID's <br />formulated either through the petition process or by <br />Resolution by the Board of County Commissioners. This is <br />the first petition he has received as the new Public Works <br />Director. If we elect to move forward then we should pull <br />the Prosecuting Attorney's Office in for some consultation <br />to formulate the process to be used. The statutes are <br />available and the RCW's are as well. Mark will forward <br />those over to the BOCC. The Legislature refers to bonds <br />and warrants but we are proposing to fund the RID <br />construction of Biltmore at 3% interest for 10 years out of <br />the Public Works reserve fund. In a similar process other <br />departments are to be included which are the Auditor's, <br />Treasurer's and perhaps the Clerk's Office. The other two <br />may go to election. The first being Wiehl Road with <br />approximately 64 parcels involved. Mark stated he spoke <br />with about 32 of those residents. What staff isn't sure <br />about is what to do with the remaining property owners. <br />There will be costs associated in the election and voting of <br />the RID. The last RID is a 3 property owner RID with two <br />residents and a commercial operation. The commercial <br />operation is a marijuana grow operation. The traffic from <br />that operation is causing some wear on the road. The <br />grow operation has elected to not participate in the RID <br />and the two remaining property owners would like to see <br />the Resolution and election and force the last property <br />owner to participate. All these issues will need to be <br />worked out prior to formation. Biltmore Road could be <br />completed this season. Wiehl Road will not be completed <br />411 N.
