SPECIAL MEETING
TUESDAY 9:00 A.M. JUNE 28, 2016
Board members present: Chairman Obie O’Brien and Commissioner Laura
Osiadacz. Excused: Vice-Chairman Paul Jewell.
Others: Mandy Buchholz, Deputy Clerk of the Board; Anna Lael,
District Manager KCCD; Marsha Weyand, Assessor; John Ghilarducci,
Principal at FCS Group; & Mark Moore, KCCD Board Member.
SPECIAL MEETING CONSERVATION DIST. PRESENTATION COMMISSIONERS
At 9:00 a.m. Chairman O’Brien opened a Special Meeting to receive a
Rate & Charges presentation from the Kittitas County Conservation
District Consultant (FCS Group).
Anna Lael, Conservation District Manager & John Ghilarducci,
Principal at FCS Group reviewed with the Board the Kittitas County
Conservation District’s (KCCD) Rates and Charges presentation. She
reviewed the mission and vision as well as the service area,
history, special assessment, major programs of KCCD, basic funding,
ESHB 2567 – Rates & Charges; Rates vs. Assessments; general approach
( irrigated and non-irrigated lands in Kittitas County as well as
DOR land use codes), allocation process; customer base; 2017 budget;
rates/revenue requirement; rate proposal; rate schedules; appeal
process; direct/indirect allocation; allocation of indirect service
costs; allocation of direct service costs & estimated revenue
shortfall. Ms. Lael reviewed a timeline and an estimated arrival for
her to deliver the final product to the County for the BoCC to
consider. She explained that rates are a more stable revenue source
to provide funding for the KCCD and the proposed rates have a
ceiling and cannot be raised without concurrence from the BoCC and
the KCCD Board of Supervisors. She presented the Board with draft
Resolutions that the KCCD Board of Supervisors will consider as well
as a Rate Study Report. The Board asked clarifying questions and
thanked Ms. Lael and Mr. Ghilarducci for their time.
The meeting adjourned at 9:50 a.m.
