JUNE 28, 2016 <br /> <br />Board members present: Chairman Obie O’Brien and Commissioner Laura <br />Osiadacz. Excused: Vice-Chairman Paul Jewell. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Anna Lael, <br />District Manager KCCD; Marsha Weyand, Assessor; John Ghilarducci, <br />Principal at FCS Group; & Mark Moore, KCCD Board Member. <br /> <br />SPECIAL MEETING CONSERVATION DIST. PRESENTATION COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman O’Brien opened a Special Meeting to receive a <br />Rate & Charges presentation from the Kittitas County Conservation <br />District Consultant (FCS Group). <br /> <br />Anna Lael, Conservation District Manager & John Ghilarducci, <br />Principal at FCS Group reviewed with the Board the Kittitas County <br />Conservation District’s (KCCD) Rates and Charges presentation. She <br />reviewed the mission and vision as well as the service area, <br />history, special assessment, major programs of KCCD, basic funding, <br />ESHB 2567 – Rates & Charges; Rates vs. Assessments; general approach <br />( irrigated and non-irrigated lands in Kittitas County as well as <br />DOR land use codes), allocation process; customer base; 2017 budget; <br />rates/revenue requirement; rate proposal; rate schedules; appeal <br />process; direct/indirect allocation; allocation of indirect service <br />costs; allocation of direct service costs & estimated revenue <br />shortfall. Ms. Lael reviewed a timeline and an estimated arrival for <br />her to deliver the final product to the County for the BoCC to <br />consider. She explained that rates are a more stable revenue source <br />to provide funding for the KCCD and the proposed rates have a <br />ceiling and cannot be raised without concurrence from the BoCC and <br />the KCCD Board of Supervisors. She presented the Board with draft <br />Resolutions that the KCCD Board of Supervisors will consider as well <br />as a Rate Study Report.
