06/06/2016 MINUTES 1

COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING

MONDAY 9:40 A.M. JUNE 20, 2016

Board members present: Chairman Obie O’Brien; Vice-Chairman Paul
Jewell; and Commissioner Laura Osiadacz.

Others: Julie Kjorsvik, Clerk of the Board; Lisa Young, Human
Resource Director; Robin Read, Public Health Administrator; and
Mickey Webb, Event Center Director.

REGULAR MEETING DEPARTMENT HEAD PUBLIC HEALTH

At 10:00 a.m. (the previous meeting was running behind) Chairman
O’Brien opened a Department Head meeting to consider Staffing of the
Behavioral Health Advisory Board.

Robin Read, Public Health Administrator said she obtained
information from Debbie Myers, Board Clerk, on the amount of hours
she spends on various Committee functions. Robin explained she had
recently hired a 20 hour a week position for the Developmental
Disabilities Coordinator. When Robin reviewed the information and
potential duties of the Clerk, she anticipated it taking
approximately 8 hours a month to coordinate the Behavioral Health
Advisory Board with agendas, minutes, etc. Lisa Young, Human
Resource Director said due to payroll coding they were not able to
just add 2 hours to the 20 hour week position, rather the position
would need to be either a total of 20 or 24 hours. Commissioner
Jewell felt the 4 additional hours per week for that person could be
justified to include quarterly meetings with the Commissioners,
creating monthly memos with updates, and provide the Board with
information to ensure they have an understanding of the issues. The
Board asked Robin to check with Judy Pless, Budget & Finance Manager
to see if they could use funds from milage in the Mental Health
contract and possibly from the Chemical Dependency side.

The Board directed Robin to add the topic to the meeting with Human
Resources on June 28, 2016 for a report back and further discussion.
