06/07/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. JUNE 7, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Lucas Huck, Engineer; Angela San Filippo, Staff Planner; <br />Doc Hansen, Planning Official/Interim Planning Director; and 3 <br />members of the public. <br /> <br />PUBLIC HEARING REECER CREEK ROAD SPEED PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider <br />lowering the speed limit on Reecer Creek Road from MP 0.76 at Bender <br />Road to MP 1.25 at Bowers Road. <br /> <br />MARK COOK, PUBLIC WORKS DIRECTOR, reviewed a request they received <br />to reduce the speed limit on Reecer Creek Road from 50 mph to 35 mph <br />from Bender Road to Bowers Road due to increased development in the <br />area. They did a traffic speed analysis and recommended approving <br />the request. He said there has been an increase in residential lot’s <br />totaling 249 acres, which have been platted into 699 residential <br />lots and therefore traffic will continue to increase over the next <br />few years. He mentioned within the last 7 years there have been 3 <br />injury accidents and 7 property damage accidents. <br /> <br />THOSE PRESENT & TESTIFYING: PAT DENEEN said they will begin their <br />bridge construction on June 20th and there would be a lot of activity <br />in their development. He supported lowering the speed limit and felt <br />there will be a lot of increased activity in the area sooner rather <br />than later. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC <br />PORTION OF THE HEARING WAS CLOSED. <br /> <br />ORDINANCE 2016-011 REECER CREEK ROAD SPEED PUBLIC WORKS <br /> <br />COMMISSIONER JEWELL moved to approve Ordinance No. 2016-011, <br />Establishment of a Speed Zone and the Placement of Speed Limit Signs <br />on Reecer Creek Road and Amending Section 10.08.020 of the Kittitas <br />County Code, effective upon the installation of the appropriate <br />signs. COMMISSIONER OSIADACZ seconded. Motion carried 3-0. <br /> <br /> <br /> <br /> <br />
