05/16/2016 MINUTES 1
COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING

MONDAY 9:40 A.M. MAY 16, 2016

Board members present: Chairman Obie O’Brien & Vice-Chairman Paul
Jewell. Excused: Commissioner Laura Osiadacz.

Others: Mandy Buchholz, Deputy Clerk of the Board & Robin Read,
Public Health Administrator.

REGULAR MEETING DEPARTMENT HEAD COMMISSIONERS

Robin Read, Public Health Administrator explained that after some
discussion with BoCC Staff, there were some concerns with positions
available for members on the new Behavioral Health & Recovery
Advisory Board (BHRAB). Mandy Buchholz, Deputy Clerk of the Board
explained that with the changes to the County Mental Health &
Developmental Disabilities Board and the County Alcohol/Substance
Abuse Advisory Board (ASAAB) there are not enough vacancies. She
explained that she had discussed with Ms. Read about who from the
MH/DD Board would be moving to the “new” (BHRAB). She explained that
after that discussing the changes with Ms. Read it was evident there
were not enough spaces for members due to almost all the current
MH/DD members planning to move to the County Substance Abuse
Advisory Board.

There was some discussion about options of how to address the
changes. The Board directed Ms. Read to define the members within
the Bylaws & how many members will be on the new BHRAB. Then the
Board will adopt the Bylaws to include however many members they
come up with. They also determined that the same thing would be done
with the ASAAB with Chairman O’Brien and Dave Wilson of Merit
Resources.

There was discussion on the potential of the County DD Coordinator
staffing the ASAAB. Ms. Read stated that she would have a
conversation if the Board was interested when time permitted. She
felt she would need to increase the hours possibly for the DD
Coordinator.

Meeting adjourned at 9:50 a.m.

KITTITAS COUNTY COMMISSIONERS
DEPUTY CLERK OF THE BOARD KITTITAS COUNTY, WASHINGTON
