COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING
TUESDAY 9:00 A.M. MAY 24, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul
Jewell and Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Deputy Clerk of the Board; Anna Lael,
District Manager KCCD; Bill Boyum & Mark Moore, KCCD Board Members.
SPECIAL MEETING CONSERVATION DIST. UPDATE COMMISSIONERS
At 9:00 a.m. Chairman O’Brien opened a Special Meeting to receive an
update from the Kittitas County Conservation District (KCCD).
Anna Lael, Conservation District Manager provided and reviewed with
the Board the Kittitas County Conservation District’s (KCCD), 5-Year
Plan (2017 to 2021); the 7/1/2016 & 6/30/2017 Annual Work Plan and
the Kittitas County Special Assessment 2015 Activities, noting that
this assessment will sunset at the end of 2016. She discussed her
work with the Volunteer Stewardship Program (VSP).
Ms. Lael stated that in years past they have done Special
Assessments which she has discussed with the Board, however this
time they have a Consultant doing the Rates and Charges which is a
more secure option then the Special Assessment. She reviewed the
Rates & Charges Model and explained that they used the Department of
Revenue Codes which is new for them. She provided RCW 89.08.405
which outlines the Rates and Charges System.
Ms. Lael thanked the BoCC for their time and stated that she will be
in contact with the BoCC soon to set up a spot for Public Hearings.
The meeting adjourned at 10:05 a.m.
