MAY 17, 2016 Board members present: Chairman Obie O’Brien; Vice-Chairman Paul Jewell and Commissioner Laura Osiadacz. Others: Julie Kjorsvik, Clerk of the Board; Christopher Horner, Deputy Prosecutor; Doc Hansen, Planning Official/Interim Planning Director; Robin Read, Public Health Administrator; Jose Chavez, State Certified Spanish Translator and approximately 15 members of the public. CALL TO ORDER Chairman O’Brien called the meeting to order. PLEDGE OF ALLEGIANCE Chairman O’Brien led the Pledge of Allegiance. SPECIAL EVENT APPLICATION BUDU RACING COMMISSIONERS Approve a Special Event Application from BuDu Racing, to hold the 2016 Ellensburg Olympic and Sprint Triathlon, including the Carey Lakes 10K and 5K runs on July 23, 2016, and to grant a waiver to Kittitas County Code 5.20.100 (Penal Bond – Bond of Indemnity and 5.20.160 (Closing Hours) since their events are scheduled to begin setting up at 6:00 a.m. and to comply with the recommendations set forth by the Kittitas County Public Health and Public Works Departments. ORDINANCE 2016-010 SHORELINE MASTER PROGRAM CDS Approve Ordinance No. 2016-010, Amending Ordinance No. 2016-006, relating to the Kittitas County Shoreline Master Program. SET PUBLIC HEARING SPEED LIMIT – REECER CREEK ROAD PUBLIC WORKS Approve Setting a Public Hearing to consider a Speed Limit Reduction on Reecer Creek Road, to be held on Tuesday June 7, 2016 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Ave. Ellensburg, WA and to authorize the Clerk to publish said notice. AGREEMENT CENTRAL WASHINGTON UNIVERSITY PUBLIC HEALTH Approve an Agreement between Central Washington University and the Kittitas County Public Health Department, to provide quarterly food service inspections and Food Handler Permit education/testing from April 1, 2016 through March 31, 2017, in an amount to not exceed $3,200.00. GRANT RECREATIONAL BOATING SAFETY SHERIFF Acknowledge Grant Award #3316FAS160153, in the amount of $13,283.05 to the Kittitas County Sheriff’s Department from the Washington State Parks & Recreation Commission, for the Recreational Boating Safety Program beginning March 1, 2016 through September 30, 2016. AGREEMENT GOVERNMENT PAYMENT SERVICE SHERIFF Approve the First Annual Review of Professional Services Agreement between Kittitas County and Government Payment Service, Inc. from February 3, 2015 through April 1, 2017. CORRESPONDENCE – NONE 05/17/2016 MINUTES 4 ADMINISTRATIVE MATTERS APPLICATION LODGING TAX COMMISSIONERS Commissioner Jewell moved to approve an Amended Application for Lodging Tax for Tourism-Related, Small-Scale Municipality – Owned Capital Projects and Operations. Commissioner Osiadacz seconded. Motion carried 3-0. REQUEST FOR PROPOSALS LODGING TAX COMMISSIONERS Commissioner Jewell moved to approve a Request for Proposals for Lodging Tax Funds from Tourism-Related, Small-Scale Municipality-Owned Capital Projects and Operations in the total amount of $100,000.00. Commissioner Osiadacz seconded. Motion carried 3-0. CITIZEN COMMENTS ON NON-AGENDA ITEMS Mark Auslander said he had recently heard about possible options for affordable housing in Kittitas County, including acquiring land to create a new community for mobile homes with low-percentage loans, etc. He questioned why the contract amount for CC Consulting had doubled. Larry Alder felt it was important to keep the Shady Brook community together. He said most of the residents speak Spanish and it would not be good to break them up and scatter them throughout the community. He questioned if the County could stipulate any movement from the present location until everyone in their community could move together. Janice Jump said the Shady Brook owners have health issues and it was their desire to sell their property. She indicated her parents had property taken away from them a couple of different times and there was no one who offered assistance to help them find another place to move. She felt the current residents are being very well taken care of in the process of having to eventually relocate. Ellen Shawsnider (unknown spelling) said she was not a resident of Kittitas County yet, but was in favor of having productive, collaborative, discussions on affordable housing. She suggested having an architectural competition and approach programs at the University of Washington or other colleges, and have them design an ecological, sensitive, affordable housing development which could be recognized nationally and a focus of interest to people who visit the County. Taylor Smith said he was in favor of having an architectural competition and felt it would bring a unique and artistic value and could enhance the reputation of the County. 05/17/2016 MINUTES 5 Commissioner Jewell addressed the question relating to CC Consulting and how it had been done prior to the Purchase and Sale Agreement, as it related to certain contingencies from the current owners. He noted how it had been misreported by the newspaper as well. Chairman O’Brien said he appreciated the suggestions and explained how the County has been working on affordable housing for many years and long before the Shady Brook property had been introduced. BOARD DISCUSSION/DECISION ITEMS CLAIM FOR DAMAGES DENIED – PUGET SOUND ENERGY PROSECUTOR Commissioner Jewell moved to deny the Claim for Damages (#201605040003) filed with the Kittitas County Auditor on May 4, 2016 from Puget Sound Energy, as recommended by the Prosecutors office. Commissioner Osiadacz seconded. Motion carried 3-0.
