05/03/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. MAY 3, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Interim Engineer and Nick Plath, Applicant. <br /> <br />PUBLIC HEARING IRRIGATION FRANCHISE – WASHINGTON FRUIT PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider an <br />Irrigation Franchise with Washington Fruit, a/k/a Selah Ranch, LLC <br />along Lawrence Road. <br /> <br />MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER, reviewed a Staff <br />Report relating to a Commercial Irrigation Franchise within the <br />Lawrence Road Right-of-Way. He said the proposed project was for <br />planting an apple orchard requiring an irrigation pipe to be <br />installed. NICK PLATH, REPRESENTING WASHINGTON FRUIT, a/k/a SELAH <br />RANCH, LLC, reviewed the proposed project and plan for an apple <br />orchard which requires the installation of an irrigation pipe along <br />the northwest corner of their property to irrigate the orchard. <br /> <br />THERE BEING NO PUBLIC IN ATTENDANCE REQUESTING TO TESTIFY, THE <br />PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> <br />AGREEMENT IRRIGATION FRANCHISE – WASHINGTON FRUIT PUBLIC WORKS <br /> <br />COMMISSIONER JEWELL moved to approve a Non-Exclusive Irrigation <br />Franchise to Use County Roads, Rights-of-Way and Other County <br />Property within Kittitas County, between Kittitas County and <br />Washington Fruit, a/k/a Selah Ranch, LLC. COMMISSIONER OSIADACZ <br />seconded.
