COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. APRIL 19, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul Jewell
and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director; Christopher Horner, Deputy Prosecutor; Neil Caulkins, Deputy
Prosecutor and approximately 6 members of the public.
CALL TO ORDER
Chairman O’Brien called the meeting to order.
PLEDGE OF ALLEGIANCE
Chairman O’Brien led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES - NONE
PROCLAMATION MOTORCYCLE AWARENESS MONTH COMMISSIONERS
Commissioner Jewell moved to approve a Proclamation Declaring May as
Motorcycle Awareness Month in Kittitas County, and urge all citizens to
be aware of and support the various motorcycle awareness events
throughout the State during the Month of May. Commissioner Osiadacz
seconded. Motion carried 3-0.
AWARDS & RECOGNITIONS – NONE
APPROVAL OF AGENDA
Chairman O’Brien noted that Item A under Board Discussion & Decision had
been moved to the third item under Board Discussion & Decision, as
Commissioner Jewell indicated he was going to recuse himself from the
issue.
Commissioner Jewell moved to approve the Agenda, as amended.
Commissioner Osiadacz seconded. Motion carried 3-0.

RESOLUTION 2016-054 LEASING WATER – CITY OF ROSLYN COMMISSIONERS
Approve Resolution No. 2016-054, Changing the Purpose of the Fund Set
Aside for Leasing Water from the City of Roslyn to be called the “Water
Program Fund”.
RESOLUTION 2016-055 LAW & JUSTICE COUNCIL AMENDMENTS COMMISSIONERS
Approve Resolution No. 2016-055, to Ratify Amendments to the Kittitas
County Law and Justice Council’s Mission Statement and By-Laws.
AGREEMENT McKINSTSRY MAINTENANCE
Approve an Agreement between Kittitas County and McKinstry in the amount
of $24,590.00, to perform Maintenance on the HVAC System to improve air
quality in the Jail and Administration area of the Correctional
Facility.
AGREEMENT KITTITAS VALLEY HEALTHCARE PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
the Kittitas Valley Healthcare, for referrals of medical imaging for
Tuberculosis screening in the amount of $49.59 for adults (single view)
and $71.14 for children (two views), for a one year period.

CONTRACT AMENDMENT #6 –DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Amendment Number 6 to the 2015-2017 Consolidated Contract Number
C17114, increasing the amount by $13,104.00, for the Emergency
Preparedness and Response and Office of Drinking Water Group A Program,
effective January 1, 2015 through December 31, 2017.
AGREEMENT BADGER METER PUBLIC HEALTH
Approve an Agreement between Beacon AMA Managed Solution Master
Agreement by and between Badger Meter, Inc. and Kittitas County, to
provide metering and water usage service information, communicated
through a cellular network for a ten year period.

RESOLUTION 2015-052 McDONALD CUP APPEAL CDS
Commissioner Jewell moved to approve Resolution No. 2016-052, Rescinding
Administrative Conditional Use Permit for McDonald (ACU-14-00005).
Commissioner Osiadacz seconded. Motion carried 2-0. (Commissioner
Osiadacz abstained).
RESOLUTION 2016-053 SHADY ACRES MOBILE HOME PARK COMMISSIONERS
Commissioner Jewell moved to approve Resolution No. 2016-053,
Authorizing Execution of Real Estate Purchase and Sale Agreement for
Shady Acres Mobile Home Park. Commissioner Osiadacz seconded. Motion
carried 3-0.
CLAIM FOR DAMAGES GREG LUTOVSKY PROSECUTOR
Commissioner Jewell recused himself from voting on the issue and left
the meeting.
Commissioner Osiadacz moved to approve a Claim for Damages filed with
the Kittitas County Auditor on March 4, 2016, by Greg Lutovsky, in the
amount of $8,191.58, conditioned upon receipt of Release of All Claims.
Chairman O’Brien seconded. Motion carried 2-0.
