FEBRUARY 2, 2016 Board members present: Chairman Obie O’Brien; Vice-Chairman Paul Jewell and Commissioner Gary Berndt. Others: Mandy Buchholz, Deputy Clerk of the Board; Mark Cook, Public Works Director; Darren Higashiyama, Operations Commander; Heather Seibert, Chief Financial Manager-KCSO and 5 members of the public. CALL TO ORDER At 10:02 a.m. Chairman O’Brien called the meeting to order. PLEDGE OF ALLEGIANCE Chairman O’Brien led the Pledge of Allegiance. INTRODUCTION OF NEW COUNTY EMPLOYEES - NONE PROCLAMATION 2/7/16 – 2/13/16 - FCCLA WEEK COMMISSIONERS Commissioner Jewell moved to approve a Proclamation declaring February 7, 2016 – February 13, 2016 as FCCLA Week “Empower” and urged all residents to encourage the youth leaders of America to achieve knowledge and experience that will help prepare them for future responsibilities as active and concerned adult members of society. Commissioner Berndt seconded. Motion carried 3-0. AWARDS & RECOGNITIONS - NONE APPROVAL OF AGENDA Chairman O’Brien noted Consent Item G & K were removed and that Consent Item H had been moved to Board Discussion & Decision Item A. Commissioner Jewell moved to approve the Agenda, as amended. Commissioner Berndt seconded. Motion carried 3-0. CONSENT AGENDA Items listed under the Consent Agenda were distributed to the Board of County Commissioners in advance for study and were enacted by one motion 02/02/2016 MINUTES 2 with separate discussion to the extent any items were removed from the Consent Agenda at the request of a Board member. SPECIAL EVENT ABATE OF WASHINGTON COMMISSIONERS 02/02/2016 MINUTES 3 Approve a Special Event Application from Abate of Washington to hold the 2016 Spring Opener, granting a waiver to Kittitas County Code Chapters 5.20.100 (Penal Bond – Bond of Indemnity) and 5.20.160 (Closing Hours), conditioned upon meeting the requirements set out by the Kittitas County Sheriff, Public Works Department, Public Health Department, Fire Marshal and Prosecutor, noting the requirement of providing insurance specifically naming Kittitas County to be provided no later than June 10, 2016 at 5:00 p.m. SET PUBLIC HEARING EMERGENCY BAN ON FIREWORKS FIRE MARSHAL Approve Setting a Public Hearing to consider a Code and Policy Change that will allow the Fire Marshal to place an emergency ban on fireworks when certain criteria has been met, to be held on Tuesday February 16, 2016 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. AGREEMENT GENERAL PACIFIC WATER METER PUBLIC HEALTH Approve an Agreement between General Pacific & Kittitas County for the purchase of water meter reading equipment and software in the amount of $11,750.00, effective February 2, 2016 with an end date upon 30 days written notice. REQUEST TO APPROVE THE 2016 COOPERATIVE LAW ENFORCEMENT AGREEMENT #14- LE-11061720-011 MOD 002 BETWEEN THE KITTITAS COUNTY SHERIFF’S OFFICE AND THE US FOREST SERVICE, OKANOGAN-WENATCHEE NATIONAL FOREST – ITEM REMOVED FROM THE AGENDA. REQUEST TO APPROVE COLUMBIA FORD & CORWIN FORED EXTENDED WARRANTY AND EXTENDED MAINTENANCE PLANS FOR THE KITTITAS COUNTY SHERIFF’S OFFICE PATROL VEHICLES – ITEM MOVED TO BOARD DISCUSSION & DECISION. RESOLUTION 2016-025 FEDERAL HIGHWAY ADMINISTRATION PUBLIC WORKS Approve Resolution No. 2016-025, Accepting Federal Highway Administration Federal Lands Access Program Grant Funds for Improving Road Hydraulics along Teanaway Road, Mile Post 0.51 to Mile Post 7.29, in the amount of $2,103,744.00, with a County contribution of $328,330.00. Commissioner Berndt seconded. Motion carried 3-0.
