2016-01-29 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />FRIDAY 10:00 A.M. JANUARY 29, 2016 <br /> <br />Board members present: Chairman Obie O’Brien (joined at 10:07 a.m.); <br />Vice-Chairman Paul Jewell & Commissioner Gary Berndt. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Neil Caulkins, <br />Deputy Prosecutor and Dan Haller, Aspect Consulting – by phone. <br /> <br />SPECIAL MEETING AMENDMENT LETTER COMMISSIONERS <br /> <br />At 10:00 a.m. Vice-Chairman Jewell opened a Special Meeting to <br />discuss a Water Right Amendment Application Letter. <br /> <br />Dan Haller, Aspect Consulting explained why the letter was being <br />considered by the Board and stated that it is follow up to an <br />Application submitted by the County on 10.5.2015 to DOE. He stated <br />that it was for multiple groups and individual wells to provide <br />water for up to 467 domestic connections within Kittitas County. He <br />stated that the control number is G4-35799. He stated that the <br />proposal is for each application to retain the 92.682 gpm and 149.6 <br />ac-ft/yr originally requested, but that the sum of all 3 <br />applications not exceed 92.682 gpm and 149.6 ac-ft/yr. He stated <br />that it would allow the County to accommodate varying well depths <br />and mitigation locations under their general permit program. <br /> <br />There was discussion on an April timeline for the Water Transfer <br />Workgroup. <br /> <br />LETTER TOM PERKOW-DOE COMMISSIONERS <br /> <br />Commissioner Gary Berndt moved to authorize Commissioner Paul <br />Jewell’s signature on a letter to Mr. Tom Perkow, Water Resource <br />Program, (acting Section Manager with Department of Ecology) <br />requesting to amend Application G4-35799.
