COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING
TUESDAY 1:00 P.M. JANUARY 12, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul
Jewell; and Commissioner Gary Berndt.
Others: Julie Kjorsvik, Clerk of the Board and Mark Cook, Public
Works Director.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 1:10 p.m. Chairman O’Brien opened a Special Meeting and announced
the Board would recess into an Executive Session for 20 minutes to
evaluate the qualifications of an applicant for public employment or
to review the performance of a public employee. However, subject to
RCW 42.30.140 (4), discussion by a governing body of salaries,
wages, and other conditions of employment to be generally applied
within the agency shall occur in a meeting open to the public, and
when a governing body elects to take final action hiring, setting
the salary of an individual employee or class of employees, or
discharging or disciplining an employee, that action shall be taken
in a meeting open to the public. No action was anticipated.
At 1:30 p.m. the Board reconvened out of Executive Session. No
action taken.
At 1:30 p.m. Chairman O’Brien announced the Board would recess into
an Executive Session for 15 minutes to evaluate the qualifications
of an applicant for public employment or to review the performance

At 1:45 p.m. the Board reconvened out of Executive Session. Mark
Cook and Commissioner Jewell signed Mr. Cook’s performance
evaluation.
RESOLUTION 2016-013 INTERIM ENGINEER PUBLIC WORKS
Commissioner Jewell moved to approve Resolution No. 2016-013,
Designating Mark R. Cook, PE as Interim Acting County Engineer, not
2016-01-12 MINUTES 2
to exceed six months from January 1, 2016 through June 30, 2016, and
to authorize the Chairman to sign upon receipt from the Public Works
Department, a Standard of Good Practice Checklist for the Vacancy in
Position of County Engineer. Commissioner O’Brien seconded. Motion
carried 3-0.
Meeting adjourned at 1:50 p.m.
