COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. JANUARY 5, 2016
Board members present: Chairman Obie O’Brien; Vice-Chairman Paul Jewell
and Commissioner Gary Berndt.
Others: Julie Kjorsvik, Clerk of the Board; Angela San Filippo, Staff
Planner; Doc Hansen, Planning Official/Interim Planning Director; Neil
Caulkins, Deputy Prosecutor; Kathy Jurgens, Finance Systems Manager and
6 members of the public.
CALL TO ORDER
Julie Kjorsvik, Clerk of the Board called the meeting to order.
PLEDGE OF ALLEGIANCE
Julie Kjorsvik, Clerk of the Board led the Pledge of Allegiance.
NOMINATIONS FOR 2016 CHAIRMAN AND VICE-CHAIRMAN
Commissioner Jewell nominated Commissioner O’Brien to serve as Chairman
of the Kittitas County Board of Commissioners for the year 2016.
Commissioner Berndt seconded the nomination. Nominations were closed. A
unanimous ballot was cast for Commissioner O’Brien to serve as Chairman
for the year 2016.
Chairman O’Brien asked for nominations to serve as Vice-Chairman of the
Kittitas County Board of Commissioners for the year 2016. Commissioner
Berndt nominated Commissioner Jewell to serve as Vice-Chairman for 2016.
Chairman O’Brien seconded the nomination. Nominations were closed. A
unanimous ballot was cast for Commissioner Jewell to serve as Vice-
Chairman for the year 2016.

Commissioner Jewell moved to amend the Agenda, removing Item B under
Administrative Matters. Commissioner Berndt seconded. Motion carried 3-
0.

Commissioner Jewell moved to approve the Consent Agenda, as presented.
Commissioner Berndt seconded. Motion carried 3-0.

Acknowledge the appointment of Jeff Mauceri as the Registered Agent for
the Housing Authority of Kittitas County.

MEMORANDUM OF AGREEMENT WSU COOPERATIVE EXTENSION EXTENSION
Approve a Memorandum of Agreement between Washington State University
Extension and Kittitas County, Appendix A, in the amount of $22,911.00,
for the period January 1, 2016 through December 31, 2016.
RESOLUTION 2016-012 MERIT RESOURCES SUPERIOR COURT
Approve Resolution No. 2016-012, Specifying Funding for the Memorandum
of Understanding between Kittitas County Superior Court and Merit
Resources from January 1, 2016 through December 31, 2016.
RESOLUTION 2016-003 INTERLOCAL – CITY OF ELLENSBURG SHERIFF
Approve a Resolution No. 2016-003, Authorizing an Interlocal Agreement
between the City of Ellensburg and Kittitas County for the Housing of
Inmates, beginning January 1, 2016 through December 31, 2016.
RESOLUTION 2016-004 AMEND TRAVEL POLICY AUDITOR
Approve Resolution No. 2016-004, Amending the Kittitas County Travel
Policy, effective January 1, 2016.
AGREEMENT COMMUNITY NETWORK & COALITION PUBLIC HEALTH
Approve a Professional Services Agreement between the Kittitas County
Public Health Department and the Kittitas County Community Network and
Coalition, in the amount of $1,950.00 for the Youth for Truth program,
beginning January 1, 2016 through June 1, 2016.
RESOLUTION 2016-005 GRANT COUNTY HEALTH DISTRICT PUBLIC HEALTH
Approve Resolution No. 2016-005, Authorizing Amendment #1 to an
Interagency Agreement between the Kittitas County Public Health
Department and the Grant County Health District, in the total amount of
$18,729.00, for the period beginning January 1, 2015 to September 30,
2017 for health improvement initiatives associated with tobacco
prevention and control in Central Washington.
RESOLUTION 2016-006 MAINTENANCE ROCK MATERIALS PUBLIC WORKS
Approve Resolution No. 2016-006, Awarding a Bid to Ellensburg Cement
Products for Schedules “A”, “B” and “C” to Furnish Maintenance Rock
Materials for 2016, and to authorize the Public Works Director to sign
Contract documents.

RESOLUTION 2016-007 PETROLEUM & LUBRICANT PRODUCTS PUBLIC WORKS
Approve Resolution No. 2016-007, Awarding a Bid to A-1 Petroleum for
Schedule “A”; R.E. Powell Distributing for Schedule “B”; and A-1
Distributors for Schedule “C” to Furnish Petroleum and Lubricant
Products for 2016, and to authorize the Public Works Director to sign
Contract documents.
RESOLUTION 2016-008 CONSTRUCTION CHANGE ORDER PROCESS PUBLIC WORKS
Approve Resolution No. 2016-008, Establishing a Construction Change
Order Process for Public Works with Authorization Limits for the
Director.
RESOLUTION 2016-009 INTERLOCAL – DEPT. OF TRANSPORTATION PUBLIC WORKS
Approve Resolution No. 2016-009, Authorizing an Interlocal Agreement
between the Washington State Department of Transportation and Kittitas
County, for the Design and Construction of a Park and Ride Lot on I-90.
RESOLUTION 2016-010 GRANT AGREEMENT – PARK & RIDE PUBLIC WORKS
Approve Resolution No. 2016-010, for the State Capital Construction
Grant Agreement (GCB 2300) between the Washington State Department of
Transportation and Kittitas County, in the amount of $279,000.00 for
Design and Construction of a Park and Ride Lot on I-90 at Exit 78.
RESOLUTION 2016-011 CHANGE ORDER #11-TEANAWAY PROJECT PUBLIC WORKS
Approve Resolution No. 2016-011, Change Order #11 for the Teanaway
Paving Project, in the amount of $113,172.43.
ADMINISTRATIVE MATTERS
RESOLUTION 2016-001 VOLUNTARY STEWARDSHIP PROGRAM CDS
Commissioner Jewell moved to approve Resolution No. 2016-001,
Designating the Kittitas County Conservation District as the Lead Entity
of the Voluntary Stewardship Program. Commissioner Berndt seconded.
Motion carried 3-0.
REQUEST TO SIGN A LETTER IN RESPONSE TO DEPARTMENT OF ECOLOGY’S
CONDITIONAL SMP APPROVAL – ITEM REMOVED FROM THE AGENDA
RESOLUTION 2016-002 CHANGE ORDER #5 TEANAWAY PROJECT PUBLIC WORKS
Commissioner Jewell moved to approve Resolution No. 2016-002, Change
Order #5 for the Teanaway Paving Project, in the amount of $133,228.32.

Commissioner Berndt seconded. Motion carried 3-0.
CITIZEN COMMENTS ON NON-AGENDA ITEMS
Lloyd Holman expressed concerns about the stop signs which were recently
removed by the County in the Hyak area. He said there were 5 accidents
at the intersection the first weekend it snowed. Although he is
appreciative of the County Road crews, people who are unfamiliar coming
down the hill with no stop signs make it treacherous area. Mr. Holman
asked the County to reconsider replacing the stop signs and to let him
know if there is a process he needs to go through to make it happen.

MISCELLANEOUS
Tom Tebb, Director of Ecology, Columbia River Office, introduced Sage
Park as the new Regional Department of Ecology Director.

Commissioner Berndt seconded. Motion carried 3-0.
