06/29/2015 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />MONDAY 9:40 A.M. JUNE 29, 2015 <br /> <br />Board members present: Chairman Gary Berndt; Vice-Chairman Obie <br />O’Brien & Commissioner Paul Jewell. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board and Jim Goeben, <br />Information Technology Director. <br /> <br />REGULAR MEETING DEPARTMENT HEAD INFORMATION TECHNOLOGY <br /> <br />At 9:48 a.m. Chairman Berndt opened a Regular Meeting to receive <br />information from the IT Director on Boards, Committees & Commissions <br />and how it relates to email, training and orientation. <br /> <br />Jim Goeben, Information Technology Director, said the Records <br />Management and IT Committee asked him to approach the Board for <br />direction relating to the various Boards/Committee/Commission <br />members that are appointed by the Commissioners and how it relates <br />to the handling of records that may be responsive to public <br />disclosure. He indicated that according to policy, anyone that is <br />going to be provided access to the network must go through security <br />training. Julie Kjorsvik, Clerk of the Board has requested an <br />opinion from the Prosecutors office on this issue, as asked by the <br />Records Management Committee. Mr. Goeben said the IT Department was <br />still looking into other options for those types of volunteers that <br />include having a different portal, Drop Box, etc. but their research <br />has not been fully completed yet. He said once the discussions began <br />relating to issuing a county email address, a lot of other questions <br />arose because they are tied into the same type of issue such as, <br />should the volunteers be treated as an employee and go through an <br />orientation with Human Resources, should there be coverage for L&I, <br />etc. The Board expressed concerns and didn’t feel it would be <br />appropriate for volunteers to have to go through an entire <br />orientation process, similar to paid employees and would like to <br />hear other alternatives that may address their concerns. <br /> <br />The Board directed Mr. Goeben to do further research and more <br />information has been gathered to place the item back on for an IT <br />Study Session. <br /> <br />Meeting adjourned at 10:00 a.m. <br /> <br /> <br />
