2011-10-18 MINUTES 1
COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING

MONDAY 1:00 P.M. OCTOBER 18, 2011

Board members present: Chairman Paul Jewell & Commissioner Obie
O’Brien. Excused: Vice-Chairman Alan Crankovich.

Others: Mandy Robinson, Deputy Clerk of the Board; Bob Gubser,
Commander.

SPECIAL MEETING TRAVEL AUTHORIZATION SHERIFF

At 1:00 p.m. Chairman Jewell opened a Special Meeting to consider a
Travel Authorization request from the Sheriff’s department.

Bob Gubser, Commander presented the Board with a Travel
Authorization for Detective Brent Severson. He stated that the
travel was to take place from October 18, 2011 – October 20, 2011 in
Jacksonville, Florida. He explained the purpose of the training was
a “train the trainer” for boating under the influence. He indicated
that this was a transition course to re-up Detective Severson’s
credentials for the teaching of this course throughout the State of
Washington. He noted that there was absolutely no cost to the
County, as the Washington State Parks and Recreation Commission pays
for the travel and per diem costs, at current state rates. He stated
that it is an 8-10 hour course for current instructors who have
previously completed the National Association of State Boating Law
Administrators (NASBLA) Boating Under the Influence train-the-
trainer course, noting that by Mr. Severson receiving this training
the County agrees to make him available to instruct the state
course, titled Vessel Operator Under the Influence Training – CJTC
6650, in both 2011 & 2012.

Commissioner O’Brien moved to approve the Travel Authorization as
presented. Commissioner Jewell seconded. Motion carried 2-0
(Crankovich excused).

OTHER BUSINESS-

Commander Gubser updated the Board on the recent research he has
obtained through his contacts regarding the comparison of the
proposed Kittitas County Maintenance Agreement with CAMTEK and other
agencies.

Staff was directed to schedule a future meeting to further discuss
the Maintenance Agreement.
