Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br />CDS STUDY SESSION MINUTES <br />June 22, 2009 <br /> <br />THOSE PRESENT: Alan Crankovich, Paul Jewell, Mark McClain (BOCC) Kirk Holmes, Jan Ollivier <br />(DPW) Mandy Weed (CDS) <br /> <br />GUESTS PRESENT: Pat Deneen, Steve Lathrop, Chad Bala, Lindsay Ozbolt <br /> <br />Backlog Process Update <br />Holmes stated that he has spoken with the Board about how far behind the planning projects are and that the <br />current work is keeping the planning staff busy. Holmes stated that he has met with Anna Nelson from <br />GordonDerr and she has given us a price to get us caught up and he will have that in front of the Board as soon <br />as he can. Holmes stated that the Hearing Examiner is also willing to come and so some extra meetings to help <br />us get caught up. Commissioner McClain questioned why mylars are being placed on hold. Chad Bala stated <br />that it is due to being able to meet conditions from preliminary plat approval. Holmes stated that currently about <br />44 plats are being worked on and he has asked Anna Nelson to look at taking on about 15 of them along with <br />some other projects. Holmes stated that we also looking at ways to refine our processes. Commissioner Jewell <br />asked if we were going to be able to start maxing out the Hearing Examiners schedule so they aren’t <br />bottlenecking there and stated he would like to see a schedule of the dates and what is on for each meeting to set <br />some accountability. <br /> <br />No action taken. <br /> <br /> <br />Executive Session <br />Present for Executive Session were Alan Crankovich, Mark McClain, Paul Jewell (BOCC) Kirk Holmes (PW) <br />Joseph Whalen (HR) <br /> <br />At 2:20 pm Commissioner Crankovich announced an executive session of approximately 10 minutes in length <br />pursuant to RCW 42.30.110 (g) To evaluate the qualifications of an applicant for public employment or to review <br />the performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a governing body of <br />salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in a <br />meeting open to the public, and when a governing body elects to take final action hiring, setting the salary of an <br />individual employee or class of employees, or discharging or disciplining an employee, that action shall be taken <br />in a meeting open to the public. Commissioner Crankovich anticipated no action following the meeting. <br /> <br />At 2:30 pm the Board reconvened out of Executive Session.
