Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br />CDS STUDY SESSION MINUTES <br />March 23, 2009 <br /> <br />THOSE PRESENT: Alan Crankovich, Mark McClain, Paul Jewell (BOCC) Mandy Weed, Dan Davis, <br />Dan Valoff (CDS) Neil Caulkins (PROS) <br /> <br />GUESTS PRESENT: Noah Goodrich, Chad Bala, Wayne Nelson <br /> <br />RFQ for Professional Services <br />Davis stated that we are looking at ways to be efficient and he is going to put out an RFQ for CDS so we have the <br />tool in our chest if we were to get a large commercial project. Davis stated that we are not going to use this <br />unless it is absolutely needed and with the services we would still get 20% to 25% of the plan review fees. <br />Commissioner Jewell stated he would like the opportunity to look it over before commenting but stated it would be <br />a good thing to have in place should we need it. Commissioner Crankovich stated that we also have a Deputy <br />Fire Marshal that can help out if needed and he really struggles with this as we are letting our own staff go and we <br />have to pay someone to do those services and wants to have the flexibility to increase our own staff and not be <br />locked into a contract. Commissioner McClain stated that he doesn’t have a problem with it as long as it has <br />been through legal review. <br /> <br />No action taken. <br /> <br /> <br />Executive Session <br />Present for Executive Session were Alan Crankovich, Mark McClain, Paul Jewell (BOCC) Brent Bottoms (PROS) <br /> <br />At 1:45 pm Commissioner Crankovich announced an executive session of approximately 30 minutes in length <br />pursuant to RCW 42.30.110 (i) To discuss with legal counsel representing the agency matters relating to agency <br />enforcement actions, or to discuss with legal counsel representing the agency litigation or potential litigation to <br />which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, <br />when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to <br />the agency. Commissioner Crankovich anticipated no action following the meeting. <br /> <br />At 2:15 pm the Board reconvened from Executive Session and Commissioner Crankovich announced they would <br />go back into an executive session for an additional 10 minutes. At 2:25 pm the Board reconvened from <br />Executive Session and Commissioner Crankovich announced they would go back into an executive session for <br />an additional 10 minutes. At 2:35 pm the Board reconvened from Executive Session and Commissioner <br />Crankovich announced they would go back into an executive session for an additional 10 minutes. <br /> <br />At 2:45 pm the Board reconvened out of Executive Session. No action taken. <br />
