31, 2019. Mark Cook stated that KPFF has been performing bridges
inspections for the past several years supporting Sara Folk. Mark
Cook continued that prior to the departure of Sara Folk; she was
training the current Traffic Foreman in performing inspections. Mark
Cook added that with Sara Folk's departure staff needs to extend the
task order to allow sufficient time for the Traffic Foreman to obtain
necessary training to do bridge inspections. Discussion was held.

the Yakima River. Mark Cook continued that a solution is to build a
vehicle turn -around and place a road closure gate. Mark Cook added
that the gate would be located on some City of Ellensburg property and
this agreement allows the placement of the gate. Discussion was held.

Commissioner Laura Osiadacz seconded the motion. Motion passed.
REQUEST TO APPROVE A RESOLUTION AUTHORIZING THE CHAIR'S SIGNATURE ON
WASHINGTON STATE DEPARTMENT OF TRANSPORTATION'S CERTIFICATION
ACCEPTANCE QUALIFICATION AGREEMENT
Mark Cook stated that Public Works benefits from maintaining certified
status through the Washington State Department of Transportation
(WSDOT). Mark Cook continued that this status allows Public Works to
manage and administer its own federal transportation grants without
relying on state management. Mark Cook added that the Kittitas
Highway project in 2015 almost put Public Works out of certified
status. Mark Cook commented that when Sara Folk was hired she worked
with WSDOT getting Public Works back into compliance and now with her
departure WSDOT is requesting an updated agreement. Mark Cook added
that he did enter into a task order with Jacobs for services for final
auditing of projects that Sara Folk began with her time at Public
Works. Chairman Cory Wright called for a motion to approve Resolution
2019-017 Authorizing the Chair's Signature on Washington State
Department of Transportation's Certification Acceptance Qualification
Agreement. Vice -Chairman Brett Wachsmith made a motion to approve
Resolution 2019-017 with Commissioner Laura Osiadacz seconding the
motion. Motion passed.

requested to have the speed limited lowered in the area of Riverbottom
Road and Manastash Road. Mark Cook continued that staff has completed
the work on the speed study and would like to set a public hearing to
present the results of the study for Board consideration. Discussion
was held. Staff was directed to schedule the public hearing at the
next agenda session.

Mark Cook gave background on the need for repairs on certain bridges
throughout the county. Mark Cook stated that Kittitas County entered
into a Bridge Work Master Agreement with Washington State Department
of .Transportation (WSDOT) in 2013 and over the past several years
WSDOT bridge repair crews have assisted with repairing county owned
bridges. Mark Cook continued that staff can go out to small works for
a contractor to do the minor repairs needed on selected bridges or
WSDOT is offering a supervisor to assist county forces to do the
repairs as a learning exercise. Mark Cook added the cost for WSDOT to
do this work is approximately forty five hundred dollars .($1500).
Staff was directed to sign the task order agreement with WSDOT for
assistance with bridge repairs.
2019-01-28 MINUTES

area. Mark Cook stated that recently he was contacted by Snoqualmie
Pass Utility District (SPUD) requesting assistance with illegal
parking blocking access to the shared facility between SPUD and Public
Works. Mark Cook continued that the low fees and lack of enforcement
capability is creating a public safety concern and staff would like to
discuss the option of increasing illegal parking fees and explore
towing resources to help with the issue. Discussion was held. Staff
was directed to research the avenues of towing options and increase of
illegal parking fees,

(KPFF)
Task Order Number 017
Maximum Amount Payable $106,000 Completion Date
3/30/2020
The general provisions and clauses of Local Agency Agreement Number (KCPW 2017-
19ENG2) shall be in full force and effect for this Task Order.
Location of Project: Kittitas County
Project Title: 2019 Routine, Inventory, Fracture Critical and Under 20 ft. Bridge Inspections,
Repair List and Annual Bridge Report
Description of Work: KPFF will provide a WSDOT Certified Bridge Inspector to serve as Team
Leader of a total of 156 County bridge inspections, 8 City of Ellensburg bridge inspections, 3 City of Cle
Elum bridge inspections and 1 Town of Kittitas bridge inspection. Of the 156 County bridges, there are
67 bridges that meet the National Bridge Inventory (NBI) definition of a `Bridge", namely the abutment
to abutment distance is greater than 20 feet. The remaining 89 bridges are short span structures that do
not meet the NBI definition of a "Bridge" because the abutment to abutment distance is 20 feet or less.
Regardless of the bridge span length or definition all bridge structures will receive an inspection which is
to be in general conformance with the standard WSDOT Routine Bridge Inspection methods and formats.
A list of all bridges to be inspected by KPFF is included as an attachment.
In addition to the routine inspection performed for all 67 of the County NBI reportable routine
inspections, KPFF will provide the following:
• Inventory inspection of Manastash Bridge (new construction)
Inventory inspection of Number 6 Bridge (new construction)
Bullfrog Road — special steel inspection (LTBIT inspection pushed out to 202 1)
• Westside Road — fracture critical steel inspection
• N Thorp Hwy over Yakima River Truss — fracture critical steel inspection

A repair list will be compiled that includes all repairs from the 2019 inspections. The repair list will
include the priority of each repair and categorize the repair type to allow the County maintenance workers
to group similar repairs.
A bridge report will be prepared that summarizes the condition of the County's bridge inventory to meet
the requirements of WAC 136-20-060. The report will include recommendations for bridge replacement,
repair, and bridges with load posting. The report will list all structurally deficient and functionally
obsolete bridges. The report will also summarize the County's short span inventory.
The County will provide a Co -Inspector that will assist the KPFF Team Leader on all inspections. Should
the County provided Co -Inspector not be available for the scheduled trip, KPFF will provide a co -
inspector. Additional costs for the KPFF provided Co -Inspector and/or changes to the inspection schedule
will be issued to the County for review and approval prior to commencement of the work.
Scope of Work:
The KPFF Inspector will print, and review the previous Inspection Report and photo
documentation for each bridge prior to the inspection — the goal is to gain familiarity with the
bridges' general condition and any specific concerns/ repairs to check on. Determine efficient
inspection route between bridges.

67 bridges that meet the National Bridge Inventory (NBI) definition of a "Bridge", namely the abutment
to abutment distance is greater than 20 feet. The remaining 89 bridges are short span structures that do
not meet the NBI definition of a Bridge' because the abutment to abutment distance is 20 feet or less.
Regardless of the bridge span length or definition all bridge structures will receive an inspection which is
to be in general conformance with the standard WSDOT Routine Bridge Inspection methods and fonmau.

DEPARTMENT OF PUBLIC WORKS
A repair list will be compiled that Includes all repairs from the 2019 inspections. The repair list will
include the priority of each repair and categorize the repair type to allow the County maintenance workers
to group similar repairs.
A bridge report will be prepared that summarizes the condition of the County's bridge inventory to meet
the requirements of WAC 136-20-060. The report will include recommendations for bridge replacement,
repair, and bridges with load posting. Thee report will list all structurally deficient and functionally
obsolete bridges.
1. The KPFF Inspector will print, and review the previous %spection Report and photo
documentation for each bridge prior to the inspection — the goal is to gain familiarity with the

DEPARTMENT OF PUBLIC WORKS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 2S, 2019
ACTION REQUESTED: Request to Approve a Resolution to Ratify the Public
Works Director's Signature on the City of Ellensburg
Ringer Loop License Allowing Turn -around Construction

over Ringer Loop Road.
INTERACTION: Public Works
RECOMM MATION: Approve the Resolution to Ratify the Director's signature
on the Ringer Loop License Agreement with City of
Ellensburg supporting a road closure gate and vehicle turn-
around construetion.

STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 28, 2019
TOPIC: Umptanum Road Speed Study Results
ACTION REQUESTED: Direct Staff to Set a Public Hearing for Febrnary 19,
2019 at 2pm to consider a Speed Reduction on
Umptanum Road
LEAD STAFF:
Mark R. Cook
RECONMENDATION:
Set a public hearing for February 19,'2019 at 2pm to consider a speed reduction along
Umptanum Road.
BRIEFING SUMMARY:
• In October 2018, a speed study along Umptanum Road was requested by area
residents
• Results suggest the road is appropriately signed for speed
• Staff recommends no further speed reduction is warranted
BACKGROUND:
In October 2019, Rob and Louise Acheson requested speed reduction on Umptanum
Road for a distance of approximately 2.25 miles (EXHIBIT 1— electronic message
request). The results of the requested study recently became available for review
(EXHIBIT 2).
DISCUSSION:
The requested speed reduction along Umptanum Road (MP 0.75 to MP 2.68) does not
appear to be supported by the results of the speed study. Umptanum drivers are generally
doing the posted speed (49.5, 49.2 and 51.2 MPH). Drivers along Manastash are
exceeding at MP OA to MP 0.74 (56150 and 33.2135). Riverbottom drivers are matching
the posted 35 MPH speed (MP 0.0 to 1.83: 33.2135 and MP 1.83 to 3.06: 33.2!35 and
34.5!35 MPH).
Several property damage accidents along Umptanum Road have occurred since 2015: 9
citing various reasons (EXHIBIT 2). Two injury accidents along Manastash Road citing
inattention have occurred in the same time period. Two property damage accidents along
Riverbottom Road have taken place owing to "unknown driver distraction",
FISCAL IMPACTS:
None.

Re: Speed limit and 4 -way stop
Dear Sir: We are requesting a speed limit reduction on the Umtanum Road from just under the freeway where
the speed limit going south begins to be 50mp.h. to the entrance of Shushuskin Canyon a distance of about 2
1/4 miles. We would hope it could be reduced to 35m.p.h. The 50m.p.h. is excessive for all but about 1/4 mile
of this stretch. There are more homes, bikers, walkers, children, pets and traffic coming and going to Irene
Rinehart Park and the river access by the bridge than there was when the speed limit was raised about 25 years
ago. We further request a 4 way stop at the interesection of Manastash/ Riverbottom/Umtanum Roads at the
Dammen School. Our observation have shown us drivers at that intersection and the whole stretch to be
careless and disregard both the speed limit and the stop signs. If the 35 could continue on up the canyon as well
it would be good. Because 50m.p.h. is dangerous there as well.

BRIEFING SUMMARY:
- WSDOTBW is offering assistance repairing four damaged county bridges
• WSDOTBW staff will oversee County forces repair of four bridges
• The estimated cost of assistance is $4,400
BACKGROUND:
In 2013, Kittitas County entered into a `Bridge Work Master Agreeme t" with WSDOT.
Over the past several years, state bridge repair Crews have occasionally worked on
County owned bridges. 'The master agreement allows for individual task orders to be
negotiated by the County.
DISCUSSION:
WSDOTBW annual work programs are getting congested with WSDOT work_ The
current task order proposal is to staff the repairs with a supervisor from WSDOTBW and
have county forces perform the repairs. Two bridges are targeted for repair on Bohannon
Road, one on WPA Road and one on South Thorp Highway.
FISCAL IMPACTS:
The estimated cost for WSDOTBW assistance is $4,500.

DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: January 28, 2419
TOPIC: Hyak Parldng Violation Fee
ACTION REQUESTED: Direct Staff Prepare Enabling Documents
LEAD STAFF:
Mark R Cook
ECHO INIIVR ATION:
Direct staff prepares enabling documents.
BRIEFING SLaBAARY:
• Illegal parking issues at Hyak are at a crisis point
• Low fees and lack of enforcement capability creates a public safety
concern
• Snoqualmie PUD is unable to respond to emergencies in a proper manner
due to equipment being blocked from illegal parking
• Snoqualmie PUD is being adversely impacted as are County snow
removal operations
• Significant increase in illegal parking fees and adequate tow resources are
expected to stem the tide of illegal weekend parking at Hyak
BACKGROUND:
For the past several years, illegal parking complaints have soared in Hyak. Last year,
Public Works (PW) placed ecology blocks and wire cable at the turn -around serving the
shared mamtenanice facility with Snoqualmie PUD. Weekend parking was completely
blocking the doors to the facility -- despite clear no parking signage.
DISCUSSION:
The Kittitas County Sheriffs Office is under resourced to adequately deal with illegal
weekend parking. Public Works is advocating for a significant increase in illegal parking
fees coupled with a request for towing proposals. It is believed that significant cost along
with sustained weekend towing will eventually stem the tide of illegal weekend parking
in Hyak. Few other tools are at our disposal.
FISCAL DAPACTS:
Enforcement cast .will likely be high at the start of the program and taper off over time.

illegal parking
Mark,
I had the sheriff come up on the holiday to move 30 cars parked in the way from the green shop to our white shop.
Can you help facilitate a meeting with Commissioners or the decision makers about increasing the parking ticket from
$30 to $1.00.
We also need no parking signs from the county that state the ordinance on the sign.
A resident asked me to look at county resolution Ord 97-09 a fine up to $1,000 for parking on a county emergency
route?
I would think this would apply to the tum -around in front of the green shop. How about the road by our brown and
white shop?
We have cameras up and fence coming soon which will reduce most of the issues, but not stop them.
Meed more signs, higher ticket cost, and more sheriffs.
