COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. APRIL 22, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith & Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Julie
Kjorsvik, Clerk of the Board.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers (note there were no
PAF’s).
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending April 19, 2019.
DISCUSSION WORK WEEK PROPOSAL COMMISSIONERS
Staff presented a proposal to the Board to consider the Alternate
Work Week or 4-10’s from June to October. The Board stated they were
in support of the proposal for their Office to pursue and stated
that they would work with Human Resources to see what type of a
policy they would need to do allowing all Department Heads to
consider these opportunities for Full-Time Staff. Staff stated they
would work with the Auditors Office to see when to implement the
schedule and how to stagger it so that both Julie and Mandy are not
gone on the same Friday.
DISCUSSION BOCC RETREAT COMMISSIONERS
Staff asked the Board for direction on their request for a
Facilitator and Retreat Agenda. The Board determined that they would

get an outside Facilitator. The topics they would like to spend a ½
day on were Team Building to (identify weaknesses and strengths) and
the second half of the day they would like to spend on vision
planning. Staff was directed to send an e-mail to the Board and get
their feedback on facilitators and then work with the facilitator to
select a day for the Retreat.
RATIFY MEMO COUNTY BUDGET PRIORITIES COMMISSIONERS
Commissioner Wachsmith moved to ratify a Memo from the Board
regarding the County Budget priorities to Sen. Christine Rolfes,
Chair, Senate Ways & Means, Sen. John Braun, Ranking Member, Senate
Ways & Means, Rep. Timm Ormsby, Chair, House Appropriations
Committee, Rep. Drew Stokesbary, Chair, House Appropriations
Committee, Sen. David Frockt, Capital Budget Vice-Chair, Senate Ways
& Means, Sen. Jim Honeyford, Capital Budget Ranking Member, Senate
Ways & Means,Rep. Steve Tharinger, Chair, House Capital Budget,
Rep. Richard DeBolt, Ranking Member, House Capital Budget, as
presented. Commissioner Osiadacz seconded. Motion carried 3-0.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of April 22, 2019 they would be
congratulating Mike Stafford, Juvenile Court Administrator on his
retirement & share the USFS Open Houses in Upper County & Lower
County.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. This was determined at a Special
Meeting with the Board of County Commissioners held on June 18,
2009. Each Commissioner reviewed discussions held with their
respective departments and exchanged details of those meetings. On
January 3, 2011 the Board determined it would be beneficial to
alternate Commissioners that will oversee the different Department
Head’s on an annual basis. They determined at the end of 2013 they
would review the various committees they participate in and provide
beneficial updates to the Board as needed during this time as well.
