COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. APRIL 16, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Michael Stafford, Juvenile
Court Administrator; Kari Elkins, JCA Assistant; Laurie Haberman,
Diversion Coordinator; Arden Thomas, Water Resource Manager; Mark Cook,

Buchholz, Deputy Clerk of the Board II; Debbie Myers, Board Clerk; Robin

CALL TO ORDER
Chairman Wright called the meeting to order at 10:00 a.m.
PLEDGE OF ALLEGIANCE
Chairman Wright led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Michael Stafford, Juvenile Court Administrator introduced Mayra Chavez
and Bryan Osborn as their new Juvenile Probation Counselors.
Mark Cook, Public Works Director/Interim Engineer introduced Arden
Thomas as the new Water Resource Manager. PROCLAMATIONS PROCLAMATION MUNICIPAL CLERKS WEEK COMMISSIONERS
Commissioner Wachsmith moved to approve a Proclamation declaring May 5 –
11, 2019 as Municipal Clerk’s Week in Kittitas County. Commissioner
Osiadacz seconded. Motion carried 3-0.

AWARDS & RECOGNITIONS
Commissioner Wachsmith moved to approve a Certificate of Appreciation
for Michael Stafford, Juvenile Court Administrator for his dedicated
service and commitment to the citizens of Kittitas County from January
27, 2003 to April 30, 2019. Commissioner Osiadacz seconded. Motion
carried 3-0. APPROVAL OF AGENDA
Chairman Wright announced there were two letters added to Administrative
Matters and that the Board would hold an Executive Session at the
conclusion of the Agenda Session. Commissioner Wachsmith moved to
approve the Agenda, as amended. Commissioner Osiadacz seconded. Motion
carried 3-0. CONSENT AGENDA
Commissioner Wachsmith moved to approve the Consent Agenda, as
presented. Commissioner Osiadacz seconded. Motion carried 3-0.

RESOLUTION 2019-068 “ADOBE ROAD” PUBLIC WORKS
Approve Resolution No. 2019-068 Amending Resolution No. 2018-233 to
Include “Adobe Road” in the Designation and Classification of “Primitive
Roads” within the Lannigan Springs Subdivision.
SET PUBLIC HEARING FIREWORKS & WUIC CDS
Approve Setting a Public Hearing to consider Amendments to Kittitas
County Code Title 9 to authorize the Fire Marshal to approve firework
ignition or discharge on days other than July 4, December 31, and
January 1, and would authorize the Fire Marshal to prohibit the ignition
or discharge of fireworks in conjunction with an established burn ban;

Title 20 would adopt amendments to the International Wildland-Urban
Interface Code (IWUIC) regarding technical assistance, exterior wall
treatments, opening in soffits, eaves, and overhands, and trees allowed
within required defensible space, to be held on Tuesday May 7, 2019 at
2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
SET PUBLIC HEARING SUNCADIA PHASE 2 - DIVISION 5 CDS
Approve Setting a Public Hearing to consider the Suncadia Phase 2
Division 5 Preliminary Plat (LP-19-00001), a proposed subdivision of
approximately 41.3 acres into 64 single-family residential lots with
service and Open Space tracts, to be held on Tuesday May 7, 2019 at 2:00
p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
PROPOSAL ACCURATE ELECTRIC UNLIMITED, INC. SHERIFF
Approve a Proposal from Accurate Electric Unlimited, Inc. for Phased
Closed Circuit Television (CCTV) Upgrades for the Kittitas County Jail,
in the amount of $28,965.00 plus tax.
RESOLUTION 2019-069 LAW & JUSTICE COUNCIL RECOMMENDATIONS SHERIFF
Approve Resolution No. 2019-069, Amending Resolution No. 2018-148
Awarding Funding for Grants Pursuant to Law & Justice Council
Recommendations on Spending of 1/10th of 1% Sales Tax Reserves.
MEMORANDUM OF UNDERSTANDING KITTITAS COUNTY HEALTH NETWORK SHERIFF
Approve a Memorandum of Understanding between Kittitas County Health
Network and the Kittitas County Sheriff’s Office, to support prevention
of and treatment for substance use disorders, including opioid use
disorder.
RESOLUTION 2019-070 VOTER PROPOSITION SHERIFF
Approve Resolution No. 2019-070, to Submit a Proposition to the Voters
of Kittitas County Authorizing the Continued Maintenance of Three Tenths
of 1% County Sales and Use Tax to Fund Kittitas County and the
Incorporated Cities of Kittitas County for Criminal Justice Purposes.
RESOLUTION 2019-071 CWU AND DNR PROSECUTOR
Approve Resolution No. 2019-071, Granting Assent to an Interagency
Agreement between Central Washington University and the Department of

Natural Resources to park its helicopters on the premises leased during
the fire season.
AGREEMENT STATE ARCHIVES & RECORDS MANAGEMENT COMMISSIONERS
Approve a Service Level Agreement No. 818K-1464 and Statement of Work
No. 1 in the amount of $927.06 for Document Preparation and Imaging
Services between Kittitas County Commissioners and the State of
Washington Offices. CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS LETTER FRIENDS IN SERVICE TO HUMANITY COMMISSIONERS
Commissioner Wachsmith moved to approve and authorize Board signature on
a Letter to Senator Judy Warnick, urging support to Kittitas County’s
FISH (Friends In Service to Humanity) and the pending appropriation for
FISH before the Senate Ways and Means Committee. Commissioner Osiadacz
seconded. Motion carried 3-0.
LETTER COWLITZ COUNTY COMMISSIONERS
Commissioner Wachsmith moved to approve and authorize Board signature on
a Letter to the Cowlitz County Board of Commissioners, expressing their
condolences regarding Deputy DeRosier’s passing in the line of duty.
Commissioner Osiadacz seconded. Motion carried 3-0. CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS - NONE MISCELLANEOUS - NONE EXECUTIVE SESSION
At 10:22 a.m. Chairman Wright announced the Board would recess into
Executive Session for 10 minutes with Mark Cook, Public Works
Director/Interim Engineer, per RCW 42.30.140(4)(a)to consider Collective
bargaining sessions with employee organizations, including contract
negotiations, grievance meetings, and discussions relating to the
interpretation or application of a labor agreement; or reviewing the
proposals made in the negotiations or proceedings while in progress. No
action was anticipated.
At 10:32 a.m. the Board reconvened out of Executive Session. No action
was taken.

At 10:32 a.m. Chairman Wright announced the Board would recess back into
Executive Session for 10 minutes per RCW 42.30.140(4)(a)to consider
