COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. MAY 6, 2019
Board members present: Vice-Chairman Brett Wachsmith & Commissioner
Laura Osiadacz. Excused: Chairman Cory Wright.
Others: Mandy Buchholz, Deputy Clerk of the Board II; Julie
Kjorsvik, Clerk of the Board & Judy Pless, Budget & Finance Manager;
Amy Cziske, Treasurer; Heather Siebert, Deputy Treasurer; Patti
Johnson, Solid Waste Director/Project Manager.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending May 3, 2019.
REQUEST COUNTY NOISE ORDINANCE COMMISSIONERS
Commissioner Wachsmith moved to approve a request for a waiver to
the County Noise Ordinance from Don H. Best, to hold a private party
at his residence on May 31, 2019 & June 1, 2019 until (midnight) at
16 Kearny Drive, Snoqualmie Pass, WA 98068, subject to Mr. Best
submitting a listing of addresses that are within 1,000 feet of his
residence, notifying them of the party by no later than May 30, 2019
at 5:00 p.m. Vice-Chairman Osiadacz seconded. Motion carried 2-0.
RATIFY CERTIFICATE-HIATT COMMISSIONERS
Commissioner Wachsmith moved to ratify Board signature on a
Certificate of Appreciation for Paula Hiatt who retired on 4/30/2019

from Lower Dist. Court at a Legal Process Assistant III.
Commissioner Osiadacz seconded. Motion carried 2-0.
RATIFY LETTER-VALERIE SMITH COMMISSIONERS
Commissioner Wachsmith moved to ratify Commissioner Osiadacz’s
signature on a letter to Valerie Smith, Growth Management Services
Re: Smart Choices Nomination – Yakima River Public Access Plan.
Commissioner Osiadacz seconded. Motion carried 2-0.
PROJECT ASPHALT – KVEC COMMISSIONERS
Patti Johnson, Solid Waste Director/Project Manager asked the Board
to clarify who was to be managing and or in charge of the project
for the Event Center Asphalt. She explained that she was recently
brought in on it and wanted to know the Boards expectation. The
Board stated that the funding for the paving Armory/Event Center has
been tabled until they can clarify funding amounts however the
repair/maintenance on the backside of Frontier Village that funding
is clear and the work can begin. The Board stated that Tim Egan
should be handling the project primarily as it’s maintenance and
repairs on an existing facility.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of May 6, 2019 they would be
sharing the TREX Burns the KCCD 2019 Drought Workshop notice and a
Certificate of Appreciation to Dan Munguia for his 24 years of
service to Kittitas County.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis. This was determined at a Special
Meeting with the Board of County Commissioners held on June 18,
2009. Each Commissioner reviewed discussions held with their
respective departments and exchanged details of those meetings. On
January 3, 2011 the Board determined it would be beneficial to
alternate Commissioners that will oversee the different Department
Head’s on an annual basis. They determined at the end of 2013 they
would review the various committees they participate in and provide
beneficial updates to the Board as needed during this time as well.
