04/30/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING <br /> TUESDAY 10:00 A.M. APRIL 30, 2019 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Chris Horner, Deputy <br />Prosecutor; and Scott & Robbi Goninan. <br /> SPECIAL MEETING QUIT CLAIM DEED PROSECUTOR <br />At 10:00 a.m. Chairman Wright opened a Special Meeting to consider a <br />Resolution approving a Quit Claim Deed to the City of Ellensburg. <br /> <br />Chris Horner, Deputy Prosecutor explained how Kittitas County does <br />not have any productive use for the Tax Title Property however; Mr. <br />and Mrs. Goninan have expressed interest in purchasing the real <br />property commonly known as 514 W. 12th Avenue Ellensburg, WA (Parcel <br />#383133), noting he owned the adjacent piece. The City of Ellensburg <br />owns and operates utility lines located beneath the surface of the <br />parcel and prevents any building or other structure from being <br />placed upon the property. The property owner said he would give an <br />easement for utilities to the City. <br /> <br />At 10:05 a.m. Chairman Wright announced the Board would recess into <br />Executive Session with Chris Horner Deputy Prosecutor, for 10 <br />minutes to consider the minimum price at which real estate will be <br />offered for sale or lease when public knowledge regarding such <br />consideration would cause a likelihood of decreased price. However, <br />final action selling or leasing public property shall be taken in a <br />meeting open to the public. Possible action was anticipated. <br /> <br />At 10:15 a.m. the Board reconvened out of Executive Session. The <br />Board offered to sell the Tax Title property in the amount of <br />$4,500.00 and to recoup the fixed costs (Staff time, back taxes, <br />etc.) and to direct Staff to prepare enabling documents including a <br />Resolution and a Utility Easement with the City of Ellensburg <br />(Parcel Number 383133). <br /> <br />Meeting adjourned at 10:11 a.m. KITTITAS COUNTY COMMISSIONERS CLERK OF THE BOARD KITTITAS COUNTY, WASHINGTON <br /> Julie Kjorsvik Cory Wright, Chairman <br />
