05/15/2019 MINUTES 1 <br /> <br /> <br /> COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING WEDNESDAY 9:00 A.M. MAY 15, 2019 <br />Board members present: Chairman Cory Wright and Vice-Chairman Brett <br />Wachsmith. Excused: Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Lisa Young, Human Resource <br />Director and 2 members of the public. <br /> SPECIAL MEETING STAFFING PUBLIC WORKS <br /> <br />At 9:00 a.m. Chairman Wright opened a Special Meeting to discuss Public <br />Works Staffing. <br /> <br />Mark Cook, Public Works Director/Interim Engineer provided a draft <br />organizational chart which included a Deputy Director who would be in <br />charge of airport operations. He described other proposed changes to <br />positions, titles and salaries. Their department has been looking into <br />automated maintenance software packages and options that are included <br />such as GPS tracking/reporting. Mr. Cook said he would bring a software <br />presentation to the Board at a later date. He urged the Board to not <br />make any decisions for the short term, but rather stay the course and <br />get the long term model in place which will be very beneficial in the <br />future. <br /> <br />Lisa Young, Human Resources Director commented on possible concerns the <br />Union may have relating to the proposed changes. She said she’d look at <br />the information and get together with Mr. Cook for further discussions <br />on the organizational structure. Another meeting will be held at a later <br />date with the full Board. <br /> OTHER BUSINESS: <br />At 9:34 a.m. Chairman Wright announced the Board would recess into <br />Executive Session for 10 minutes with Mark Cook, Public Works <br />Director/Interim Engineer and Lisa Young, Human Resource Director to <br />evaluate the qualifications of an applicant for public employment or to <br />review the performance of a public employee. However, subject to RCW <br />42.30.140 (4), discussion by a governing body of salaries, wages, and <br />other conditions of employment to be generally applied within the agency <br />shall occur in a meeting open to the public, and when a governing body
