COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING WEDNESDAY 9:00 A.M. MAY 15, 2019
Board members present: Chairman Cory Wright and Vice-Chairman Brett
Wachsmith. Excused: Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Lisa Young, Human Resource
Director and 2 members of the public.
SPECIAL MEETING STAFFING PUBLIC WORKS
At 9:00 a.m. Chairman Wright opened a Special Meeting to discuss Public
Works Staffing.
Mark Cook, Public Works Director/Interim Engineer provided a draft
organizational chart which included a Deputy Director who would be in
charge of airport operations. He described other proposed changes to
positions, titles and salaries. Their department has been looking into
automated maintenance software packages and options that are included
such as GPS tracking/reporting. Mr. Cook said he would bring a software
presentation to the Board at a later date. He urged the Board to not
make any decisions for the short term, but rather stay the course and
get the long term model in place which will be very beneficial in the
future.
Lisa Young, Human Resources Director commented on possible concerns the
Union may have relating to the proposed changes. She said she’d look at
the information and get together with Mr. Cook for further discussions
on the organizational structure. Another meeting will be held at a later
date with the full Board.
OTHER BUSINESS:
At 9:34 a.m. Chairman Wright announced the Board would recess into
Executive Session for 10 minutes with Mark Cook, Public Works
Director/Interim Engineer and Lisa Young, Human Resource Director to
evaluate the qualifications of an applicant for public employment or to
review the performance of a public employee. However, subject to RCW
42.30.140 (4), discussion by a governing body of salaries, wages, and
other conditions of employment to be generally applied within the agency
shall occur in a meeting open to the public, and when a governing body

elects to take final action hiring, setting the salary of an individual
employee or class of employees, or discharging or disciplining an
employee, that action shall be taken in a meeting open to the public.
No action was anticipated.
At 9:44 a.m. the Board reconvened out of Executive Session. No action
taken.
The meeting was adjourned at 9:44 a.m.
