Mark Cook requested to remove Item No. 3 - Request to Approve a Resolution Authorizing the Director of Public Works to Authorize a Notice of Call for Bids for the Weihl Road Improvements Project. Mark Cook stated that on Friday staff received comments from Washington State Department of Fish and Wildlife which will require design changes to avoid going out to bid and issuing an addendum to the project. REQUEST TO APPROVE A RESOLUTION TO APPOINT PUBLIC WORKS DIRECTOR TO COUNTY ENGINEER FOR A PERIOD NOT TO EXCEED SIX MONTHS ENDING NOVEMBER 13, 2019 Mark Cook stated that Public Works has not had any new applicants for the position of County Engineer and the current six month appointment done by the Board expires on May 23, 2019. Mark Cook continued that the wage range has been adjusted in an attempt to attract applicants. Mark Cook added that the Resolution before the Board for consideration today would extend Interim status to November 13, 2019 and if no additional candidates apply a meeting to discuss reorganization should be had. Chairman Cory Wright called for a motion to approve Resolution 2019-077 to Appoint Public Works Director to County Engineer for a Period Not to Exceed Six Months Ending November 13, 2019. Vice -Chairman Brett Wachsmith made a motion to approve with Commissioner Laura Osiadacz seconded the motion. Motion passed. REQUEST TO APPROVE A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO AUTHORIZE A NOTICE OF CALL FOR BIDS FOR THE TEANAWAY ROAD HYDRAULIC IMPROVEMENTS PHASE 1: STORY CREEK CULVERT REPLACEMENT PROJECT Mark Cook gave background on the project stating that this is a Federal project and it is to replace an existing culvert with a fish passage. Mark Cook stated that this is one of two projects with the second project being Lick Creek and Story Creek is scheduled for the 2020 construction season. Commissioner Laura Osiadacz thanked Mark 2019-05-13 MINUTES Cook on the work done on this project. Chairman Cory Wright called for a motion to approve Resolution 2019-078 Authorizing the Director of Public Works to Authorize a Notice of Call for Bids for the Teanaway Road Hydraulic Improvements Phase 1: Story Creek Culvert Replacement Project. Vice -Chairman Brett Wachsmith made a motion to approve with Commissioner Laura Osiadacz seconding the motion. Motion passed. REQUEST TO APPROVE A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO AUTHORIZE A NOTICE OF CALL FOR BIDS FOR THE BIG BOULDER CREEK BRIDGE REPLACEMENT PROJECT Mark Cook stated that during a bridge inspection staff found sufficient damage to the bridge at Big Boulder Creek to issue a load rating for the bridge and the need to get a project together to replace the structure. Mark Cook continued that this bridge is used for recreational purposes and there are some residences in the area. Discussion was held. Chairman Cory Wright called for a motion to approve Resolution 2019-079 Authorizing the Public Works Director to Authorize a Notice of Call for Bids for the Big Boulder Bridge Replacement Project. Vice -Chairman Brett Wachsmith made a motion to approve with Commissioner Laura Osiadacz seconding said motion. Motion passed. BOWERS FIELD CONSULTANT SCOPE OF WORK DISCUSSION Mark Cook stated that after conducting interviews for the Airport Manager position it was discussed to suspend advertisement and explore other options for the management of Bowers Field. Mark Cook continued that at the request of the Board he drafted a scope of work to package into a Request for Qualifications. Mark Cook added that he presented the scope of work to the Airport Advisory Committee at last week's meeting and has not received any comments. Discussion was held. Mark Cook asked for direction on the selection committee once submittals are received and staff was directed that the Board of County Commissioners, a member of the Airport Advisory Committee and either himself or Candie Leader will review the submittals for scoring. Commissioner Laura Osiadacz thanked Mark Cook for working on this and thinks this is a good step forward for Bowers Field. KITTITAS COUNTY 2019 SAFETY PLAN Mark Cook explained that staff has been working on finalizing the safety plan when on Friday afternoon notice was received that Public Works was approved for funding for the overlay of Vantage Highway. Mark Cook stated that when the wind towers were constructed the roadway was damaged by trucks delivering equipment for the project. Mark Cook continued that the safety plan called for bridge rail retro- fits however with this award staff would like to bundle the RAP funds for the overlay and reprioritize the safety plan targeting rail replacement along Vantage Highway. Mark Cook added that once the plan is finalized staff will bring forward at the May 21st agenda for 2019-05-13 MINUTES approval and will send out the -plan individually for Board review prior to the agenda. MAIN STREET - VANTAGE SPEED STUDY RESULTS Mark Cook stated that a complaint of speeding and the use of compression brakes on Main Street in Vantage. Mark Cook presented the results showing speeding is occurring between 1:00 pm and 4:00 pm in the area. Mark Cook continued that this information can be used for enforcement due to the targeted times shown in the study. Mark Cook is recommending interactive speed signs be deployed and outreach to the local hay companies on the use of compression brakes in the area. Staff was directed to keep the Board updated on the outcome of the sign deployment and outreach. OTHER BUSINESS: Chairman Cory Wright called for other business with Commissioner Laura Osiadacz requesting an Executive Session under RCW 42.30.110(b) - To consider the selection of a site or the acquisition of real estate by lease or purchase when public knowledge regarding such consideration would cause a likelihood of increased price. Candidate interviews did not result in the hiring of a Manager. Reflecting on the totality of needs at Bowers Field, the Board believes that a body of work should be completed ahead of hiring the Manager. DISCUSSION: While the Airport Manager is expected to address necessary and immediate airport operational issues, numerous policy elements require attention that may not fit many Manager candidate profiles. The Board has developed a scope of services that they believe, once completed, will make for a more successful Airport Manager hiring experience. Public Works will solicit possible providers and present responders to a selection committee for Board recommendation. Work is expected to be complete by 12/31/2019. TASK 2: Rates and Charges/Leasing Policies CONSULTANT will review all existing ELN leases. Proposed lease rates for aeronautical and non -aeronautical areas will be developed. Leasing policies will be developed for each lease type at the airport. CONSULTANT will evaluate and advise the Board on the best practice extending utilities to private development on the airport and recommend cost recovery strategies as appropriate. Grazing leases will be assessed for long-term compatibility with economic development and wildlife conflict and a recommendation made as to long-term viability. BRIEFING SUMMARY: Current pian prioritizes bridge rail retro -fits New funding for Vantage Highway creates safety need (Rural Arterial Program - $1 M) • Staff proposes bundling the RAP money (overlay) with a re -prioritized safety plan targeting rail replacement along Vantage Highway MP 21.25 to MP 27.51 BACKGROUND: In 2017, Kittitas County produced a revolutionary safety plan that significantly departed frarn historic approaches. The State embraced our plan and now it serves as a model statewide. The 2017 plan identifies the need to retro -fit numerous bridge rails and Public Works (PW) has been on track to resubmit the plan requested bridge rail funding. DISCUSSION: On Friday May 3, 2019; PW was noticed of our successful grant funding supporting an asphalt overlay on Vantage Highway (MP 21.25 to MP 27.51). The overlay will render the existing guardrail as non-compIiant (too low). PW is moving forward to repriodtize the 2019 Safety Plan and application in support of Vantage Highway guardrail replacement — complementing the asphalt overlay project. It is likely that the Board will have little time reviewing the plan prior to authorizing the grant submittal and safety plan adoption. FISCAL IMPACTS: In the absence of grant funding, Road Fund reserves will be needed replacing Vantage Highway guardrail. BRIEFING SUMMARY: r Request from local resident (Stockdale) Complaint of speeding and use of compression brakes Speeding is occurring typically in the afternoons from 1:00 PM local time to 4:00 PM. BACKGROUND: Recently, staff received a request for a speed study along Main Street in Vantage. Staff collected traffic data during the week of 03125 to 0410112019. The results from the study are attached as EXHIBIT I for Board review. DISCUSSION: Main Street is signed at 35 MPH. The 85`h percentile speed during the study period is 44 MPH. Speeding is occurring typically in the afternoons from 1:00 PM to 4:00 PM local time. It also appears that truck traffic is in the corridor between 5:00 AM and 6:00 AM daily, This is likely the source of compression braking that is being reported. PW is reluctant to sign Main Street for no compression braking as it is unlikely to be enforced and creates a false expectation of service on the part of local residents. PW will notice law enforcement of the documented speeding and associated time of day for possible enforcement consideration. Given the 850' percentile speed reported, PW believes it prudent to obtain and deploy one interactive speed sign northbound and one southbound along Allain Street. FISCAL IMPACTS: The interactive speed signs are costing PW approximately $5,000 each.
