CALL TO ORDER Chairman Wright called the meeting to order. PLEDGE OF ALLEGIANCE Chairman Wright led the Pledge of Allegiance. Commissioner Osiadacz seconded. Motion carried 3-0. CONSENT AGENDA Commissioner Wachsmith moved to approve the Consent Agenda, as amended, noting Item R had been removed from the Agenda, and to move Item S to Board, Discussion & Decision. Commissioner Osiadacz seconded. RESOLUTION 2019-080 WA STATE PARKS & RECREATION SHERIFF Approve Resolution No. 2019-080, Authorizing an Interlocal Agreement between Kittitas County Sheriff’s Office and the Washington State Parks and Recreations Commission in the amount of $13,390.12 for Boating Safety from March 1, 2019 to September 30, 2019, noting a required matching amount of $5,322.19. RESOLUTION 2019-081 EASEMENT – CITY OF ELLENSBURG PROSECUTOR Approve Resolution No. 2019-081, Granting an Easement to the City of Ellensburg for Real Property Commonly Known as 514 West 12th Avenue Ellensburg, WA (383133). 05/21/2019 MINUTES 3 AGREEMENT CENTRAL PAVING SOLID WASTE Approve a Professional Services Agreement between Kittitas County and Central Paving, LLC in the amount of $205,770.00 for a paving project at the Kittitas County Event Center. AMENDMENT NRC ENVIRONMENTAL SERVICES SOLID WASTE Approve Amendment No. 1 to the Professional Services Agreement with NRC Environmental Services for land application of septage at the Ryegrass facility. AGREEMENT TRI ENVIRONMENTAL SOLID WASTE Approve a Professional Services Agreement between Kittitas County and TRI Environmental to perform leak testing on ponds 1 – 5 at the Ryegrass facility. SET PUBLIC HEARING VACATION OF MICHELETTO ROAD PUBLIC WORKS Approve Setting a Public Hearing to consider the Vacation of Micheletto Road in Cle Elum, WA to be held on June 4, 2019 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. SET PUBLIC HEARING VACATION OF HARTMAN ROAD PUBLIC WORKS Approve Setting a Public Hearing to consider the Vacation of Hartman Road in Cle Elum, Washington to be held on June 4, 2019 at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2019-082 2019 ROAD SAFETY PLAN PUBLIC WORKS Approve Resolution No. 2019-082, Adopting the 2019 Kittitas County Road Safety Plan. RESOLUTION 2019-083 VANTAGE HIGHWAY IMPROVEMENTS PUBLIC WORKS Approve Resolution No. 2019-083, Authorizing the Chair’s Signature on the County Road Administration Board Rural Arterial Funding Agreement Supporting Improvements to Vantage Highway. MYLARS EVERGREEN RIDGE PUD ROCKBERRY LOOP PLAT CDS Approve Mylars Granting Final Approval of the Evergreen Ridge PUD 05/21/2019 MINUTES 4 Rockberry Loop Plat (LPF-19-00002), encompassing approximately 8 acres of the Evergreen Ridge PUD, creating 15 residential lots ranging from .24 acres to .36 acres, and three separate tracts designed for Open Space and future development. MYLARS PALOMINO FIELDS DIVISION 2 PLAT CDS Approve the Mylars Granting Final Approval for the Palomino Fields Division 2 Plat (LPF-19-00003 & LP-07-00031), a proposal for seven lots on portions of 4 parcels (491033, 11800, 11801, and 11802) located northwest of the City of Ellensburg outside the UGS in a portion of Section 27, T18N, R18E, WM, in Kittitas County, noting the Preliminary Plat is vested to the suburban zone which no longer exists in Kittitas County and allows for the smaller lots. RESOLUTION 2019-084 SUNCADIA PHASE 2 DIVISION 5 CDS Approve Resolution No. 2019-084, for the Suncadia Phase 2, Division 5 Preliminary Plat (LP-19-00001), a 64 detached residential lot plat with community Open Space tracts on approximately 41.3 acres of land that is zoned Master Planned Resort, with lots ranging in size from 0.37 acres to 0.57 acres, to be served by community water and sewer systems. ORDINANCE 2019-006 TITLE 9 – FIREWORKS CDS Approve Ordinance No. 2019-006, Amending Kittitas County Code Title 9, Regarding Ignition or Discharge of Fireworks in Kittitas County, effective May 21, 2020. ORDINANCE 2019-007 TITLE 20 – WUI CODE CDS Approve Ordinance No. 2019-007, Amending Kittitas County Code Title 20, Adopting Amendments to the International Wildland-Urban Interface Code, AGREEMENT WA STATE SEARCH & RESCUE VOLUNTEER ADVISORY COUNCIL SHERIFF Approve the Amended 2019 Lodging Tax Services Agreement LT-2019-028 between Kittitas County and the Washington State Search and Rescue Volunteer Advisory Council, effective January 1, 2019. REVIEW AND APPROVE AN AMENDMENT TO THE SMALL SCALE CAPITAL PROJECT AGREEMENT WITH THE CITY OF CLE ELUM – ITEM REMOVED FROM THE AGENDA REQUEST TO APPROVE AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT LT-2019-01-PSA-CHAMBER OF COMMERCE (PSA WITH THE CHAMBER) – MOVED TO BOARD DISCUSSION & DECISION CORRESPONDENCE - NONE 05/21/2019 MINUTES 5 ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS – NONE BOARD DISCUSSION/DECISION ITEMS RESOLUTION 2019-085 LODGING TAX – CHAMBER OF COMMERCE COMMISSIONERS Commissioner Osiadacz moved to approve Resolution No. 2019-085, Authorizing an Amendment to the Lodging Tax Grant and Professional Services Agreement, LT-2019-01-PSA Chamber of Commerce, with an amendment to require that any products resulting in the Roslyn Campaign first be approved by the City of Roslyn. Commissioner Wachsmith seconded. Motion carried 3-0.
