06/03/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />MONDAY 6:00 P.M. JUNE 3, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Lindsey Ozbolt, Planning <br />Official; Neil Caulkins, Deputy Prosecutor; Dan Carlson, CDS <br />Director; Jeremy Johnston, Staff Planner; Chelsea Benner, Staff <br />Planner; Dusty Pilkington, Staff Planner; and 8 members of the <br />public. <br /> <br />PUBLIC HEARING 20 YEAR COMP. PLAN UPDATE CDS <br /> <br />At 6:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider the <br />Planning Commission’s recommendations on the draft 2017-2037 <br />Comprehensive Plan Periodic Update. <br /> <br />LINDSEY OZBOLT, PLANNING OFFICIAL provided a Staff Report which <br />included general information; background on the update process; <br />Staff’s review and summary of the proposed amendments; environmental <br />review; agency and public comments; supporting documents; and <br />recommendations. She also provided copies of draft updates to the <br />Zoning & Future Land Use Map & and Resources and Open Space Map. <br />DAN PENROSE, SCJ ALLIANCE reviewed the purpose of the cross-walk <br />document. <br /> <br />The Board asked questions of Staff and for clarification on various <br />topics within the proposed updates. <br /> <br />THOSE PRESENT & TESTIFYING: MICHAEL DARLAND submitted documents <br />into the record which included historical information and the <br />Snoqualmie Pass Utility District. ROBERT SCHROEDER, REPRESENTING <br />THE CENTRAL WASHINGTON HOMEBUILDERS ASSOCIATION commended the County <br />Staff stating they’d been transparent, open to comments, and <br />appreciated their work. He questioned if the Board should remand the <br />information back to the Planning Commission since they didn’t <br />forward a recommendation. He reviewed some suggestions to include in <br />the language. JERRY MARTENS, MEMBER OF THE HOMEBUILDERS ASSOCIATION <br />AND THE COUNTY SENTINEL GROUP submitted information into the record <br />regarding Rural Zones within the Upper County. MARGE BRANSRUD had <br />questions on the proposed Zoning and Future Land Use maps that were <br />provided by Staff and the Urban Growth Area. THERE BEING NO OTHERS <br />REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br />
