06/24/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> MONDAY 1:00 P.M. JUNE 24, 2019 <br />Board members present: Chairman Cory Wright and Vice-Chairman Brett <br />Wachsmith. Excused: Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Amy Cziske, Treasurer; Lisa Murray, Administrative <br />Assistant III; Erin Moore, Water Resource Coordinator; Peter <br />Dykstra, Special Deputy Prosecutor; Tristan Lamb, Public Health <br />Administrator; Samantha Cox, Water Resources Program Tech.; Mark <br />Larson, Public Health Official; and 1 member of the public. <br /> PUBLIC HEARING LEASE OF WATER PUBLIC WORKS <br /> <br />At 1:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider the <br />Leasing of Kittitas County Water Rights through Public Auction. <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER reviewed a <br />proposed short term water lease program in response to the 2019 <br />drought conditions. The proposal was to lease 25 acre-feet blocks <br />of certain County owned water through an auction process. He said <br />they were anxious to see if there was a market for it. The program <br />would be somewhat of a test as there nothing similar within the <br />State. He said the minimum bid would be $240.00 per acre foot and <br />an auction would be set for July 9, 2019 at 10:00 a.m. PETER DYKSTRA, SPECIAL DEPUTY PROSECUTOR answered questions from the Board <br />and provided clarification of the proposed short term water lease <br />program. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2019-106 LEASE OF WATER PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-106, to <br />Short Term Lease of Certain County-Owned Water and Setting the <br />Public Auction for July 9, 2019 10:00 a.m. in the Commissioners <br />Auditorium, 205 West 5th Avenue, Room 109, Ellensburg, WA noting the <br />minimum bid is $240.00 per acre-foot, and to lease the water in <br />blocks of 25 acre-feet. CHAIRMAN WRIGHT seconded. Motion carried 2- <br />0.
