07/02/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 1:30 P.M. JULY 2, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Jesse Cox, EH <br />Supervisor; Zac Bales, EH Specialist I; Lucy Garcia, EH Specialist I <br />and 4 members of the public. <br /> <br />SPECIAL MEETING ONSITE SEPTIC RULE LANGUAGE COMMISSIONERS <br /> <br />At 1:30 p.m. Chairman Wright opened a Special Meeting with County <br />Staff to discuss recommended language for onsite septic rule that <br />the Board was briefed on during their June 20th Board of Health <br />Meeting. <br /> <br />Jesse Cox, EH Supervisor gave a summary on what the State Board of <br />Health is proposing as revisions to Chapter 246-272A WAC, On-Site <br />Sewage Systems, with priority issues such as local management plans, <br />property transfer sale inspections etc. He gave examples of the <br />local impacts if this goes into effect. He stated he made some calls <br />for additional information and the new rule language expands the <br />existing requirements to all remaining Counties within the State <br />without means of funding outside of local sources. He stated that <br />the rule revision language is still open for comment until October <br />of 2019 at which time the language could be revised based on public <br />comment prior to adoption. He reviewed the most impactful changes to <br />the County from the proposed changes to WAC 246-272A-0015 Local <br />Management Plans as well as Changes to WAC 246-272A-0260 Owner <br />Responsibilities and expected impacts with proposed language. He <br />stated that KCPHD recommendation is that since the proposed rule <br />language imposes significant financial commitment from local health <br />jurisdictions, it would be reasonable to ask for State funding for <br />implementation or to change the proposed language. He stated that <br />Eastern Washington is not geologically or demographically the same <br />as Puget Sound and the task requirements should acknowledge that. He <br />stated that there is one area on the coast being impacted and that <br />shouldn’t impact everyone on the eastside of the mountain, in his <br />opinion. <br /> <br />The Board asked questions and expressed their opposition to the <br />proposal. <br /> <br />Commissioner Osiadacz stated that she felt other if not most <br />Counties will be feeling the same way and that maybe they can engage
