COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. JULY 2, 2019
Board members present: Chairman Cory Wright, Vice-Chairman Brett
Wachsmith, and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works
Director and 2 members of the public.
CALL TO ORDER
Chairman Wright called the meeting to order

Commissioner Wachsmith moved to approve the Agenda, as presented.
Commissioner Osiadacz seconded. Motion carried 3-0. CONSENT AGENDA

SPECIAL EVENT WESTSTAR TEAM ROPING SERIES COMMISSIONERS
Approve a Special Event Application authorizing the WestStar Team Roping
Series on the following days: May 18; June 1, 22; July 13, 27; August
10, 16-17, 28; and September 14, 2019; granting a waiver to Kittitas
County Code Chapter 5.20.100 – Penal Bond – Bond of Indemnity and
conditioned upon requirements submitted by various County Departments. RESOLUTION 2019-110 2020 BUDGET PROCESS AUDITOR
Approve Resolution No.2019-110, In the Matter of Setting Dates for the
2020 Budget Hearings In Kittitas County, including a Public Hearing to
be scheduled for December 2, 2019 at 2:00 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice. AGREEMENT CROSSMATCH TECHNOLOGIES SHERIFF
Acknowledge an Agreement between Crossmatch Technologies and the
Kittitas County Sheriff’s Office, updating a quote, corrected billing
and contact information, to expire on July 31, 2019.

Acknowledge an Agreement between Everbridge and the Kittitas County

Sheriff’s Office, modifying their quote to include sales tax, in the
amount of $14,983.22 from June 6, 2019 through June 5, 2020. SET PUBLIC HEARING SURPLUS EQUIPMENT PUBLIC WORKS
Approve Setting a Public Hearing for August 6, 2019 at 2:00 p.m. to
consider Equipment Surplus to Kittitas County’s needs and Dispose in
Accordance with RCW 36.34.080, to be held in Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice. RESOLUTION 2019-111 QUIT CLAIM DEED – CITY OF CLE ELUM PUBLIC WORKS
Approve Resolution No. 2019-111, Authorizing the Chair’s Signature on a
Quit Claim Deed for Parcel 693835 to the City of Cle Elum. RESOLUTION 2019-112 SCJ ALLIANCE PUBLIC WORKS
Approve Resolution No. 2019-112, Authorizing the Public Works Director’s
Signature on a Professional Services Agreement with SCJ Alliance in an
Amount Not to Exceed $129,750.00 for the Design of the Reecer Creek
Road/University Way Traffic Signal. RESOLUTION 2019-113 BIG BOULDER CREEK BRIDGE PUBLIC WORKS
Approve Resolution No. 2019-113, Awarding a Contract to Thayer
Excavating for the Big Boulder Creek Bridge Replacement Project, in the
amount of $92,106.00 and to Authorize the Public Works Director to sign
the Contract documents. RESOLUTION 2019-114 OUTDOOR BURNING BAN CDS
Approve Resolution No. 2019-114, Declaring a Ban on Outdoor Burning,
effective 12:00 a.m. on Friday June 28, 2019 due to high temperatures,
winds, lowering relative humidity and low fuel moisture content.
RESOLUTION 2019-115 VOLUNTARY STEWARDSHIP PROGRAM CDS
Approve Resolution No. 2019-115, Authorizing an Interlocal Agreement
between Kittitas County and the Kittitas County Conservation District
for the continued implementation of the Voluntary Stewardship Program
from July 1, 2019 to June 30, 2021.
CONTRACT CONSERVATION COMMISSION CDS
Approve Contract No. K2013 between the Washington State Conservation
Commission and Kittitas County for the continued implementation of the
Voluntary Stewardship Program from July 1, 2019 through June 30, 2021.

APPLICATION LODGING TAX COMMISSIONERS
Approve the “Internal Application Only” Form for Lodging Tax for
Tourism-Related Operations. CONTRACT CDBG – PUBLIC SERVICE FUNDS COMMISSIONERS
Approve a Contract No. 19-62210-008 between the Washington State
Department of Commerce and Kittitas County for the Community Development
Block Grant Program – Public Services Funding, in the amount of
$83,567.00 to provide services to low-and moderate-income persons
residing in Kittitas County from July 1, 2019 through June 30, 2020.
CORRESPONDENCE - NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS
Stan Blazynski provided comments on how the Assessor’s efforts trying to
convince the County to impose fees to appeals to the Board of
Equalization. He distributed copies of information for the Board to
review at their convenience relating to property tax appeals and
encouraged them to review the facts. BOARD DISCUSSION/DECISION ITEMS - NONE MISCELLANEOUS - NONE EXECUTIVE SESSION – NONE ADJOURNMENT
